President Osborn's theme for the 2004-2005 year was “Hand in Hand – Partners in Innovation.” Membership on July 1, 2004 was 1465 and 1501 on June 30, 2005, representing a 2.46% net gain in membership and placing the Division in second place standing within Southwest District.
T-L Division saw one chapter disband, Twice as Nice Chapter in Texarkana, Texas.

The 2004 International Convention and Education Forum was held July 31 – August 5, 2004 in Washington, DC, with President Osborn attending as Delegate and President-Elect Chelette attending as Alternate. Vice President McHenry and Treasurer Gray also attended the meeting. At the convention, the T-L Board hosted a dinner of chapter presidents and/or delegates to the convention. The Division was awarded recognition for the highest contribution to the Retirement Trust Foundation.
During the 2004-2005 year, 52 Texas and Louisiana Division administrative professionals earned the CPS designation and 64 earned the CAP designation. Each new certification recipient received a $10 bonus from the Division. Texas was named as one of the top ten states of active CPS holders with a total of 2,345 and has the largest number of CAP holders in the association with 272.
The Division donated $200 to the Retirement Trust Foundation. Additionally, $50 was donated to the Retirement Trust Foundation for the purchase of a patio paver in honor of Barbara Wyatt CPS/CAP, immediate past Division President.
The Board made the decision to award scholarships to any IAAP T-L Division active member or member’s immediate family. Five $500 scholarships each were awarded to the following:

The 53rd Annual Meeting was held May 13-15, 2005, at the Louisiana Convention Centre and Hotel in Alexandria, Louisiana with the theme "Carnival to Success.” LaPine Chapter hosted the meeting. Total registration was 170 members, representing 25 chapters and 3 members at large.
Certificates and a check for $100 was awarded to the chapters who gained the greatest percentage net increase in membership from July 1, 2004, through April 30, 2005, in the following categories:

5-15 members – Baytown Area Chapter – 22.22% increase

16-35 members- Bryan-College Station Chapter – 8.82% increase

36-55 members – The Woodlands Area Chapter – 53.66% increase

56-85 members – Galveston County Chapter – 12.70% increase

85+ members – West Houston Chapter - 8.65% increase
To encourage membership recruitment the member recruiting the most new members between July 1, 2004, and April 30, 2005 would receive $100 as the "Golden Glove Award.” Pat Millspaugh CPS, The Woodlands Area Chapter, recruited 10 new members.
Charlene Boyken CPS/CAP, Fort Worth Trinity Chapter, was recognized as the 2005 Division Member of the Year during the Division Member of the Year luncheon.
Division officers made fifty chapter visits throughout the year and presented five leadership workshops.

President Chelette’s theme for the 2005-06 year was “The Connection of A Lifetime”. Membership on July 1, 2005, was 1501 and 1731 on June 30, 2006, representing a 15.32% net increase in membership and placing the division in first place standing within Southwest District and ranking fifth within the association.
Texas-Louisiana Division began the fiscal year with 34 chapters, chartered five new chapters, and ended the year with a net gain of four. These statistics equate to an 11.76% net gain in new chapters and lands the division in first place standing within Southwest District and third place standing within the association. Additionally, T-L Division received a $500 cash award for chartering the most new chapters as part of the Presidential Create a Masterpiece Growth Program.
The 2005 International Convention and Education Forum was held in July 2005 in Denver, Colorado with President Chelette attending as Delegate and President-Elect McHenry attending as Alternate. Four of the five T-L Division Board members attended the meeting.

Texas was named as one of the top ten states of CPS holders with a total of 2,382 and has the largest number of CAP holders in the association with 313.

The Board made the decision to award scholarships to four T-L Division IAAP active members, member’s immediate family, children, or grandchildren. Only two applications were received and unfortunately, neither one met the required criteria.
The 54th Annual Meeting was held May 19-21, 2006, at the Omni Hotel in Houston, Texas with the theme “Moving Forward – The Power of the Network”. Total registration was 191 members, representing thirty chapters and eleven members at large and 70 first-time attendees.
Monetary awards were given to the chapters who gained the greatest percentage net increase in membership from July 1, 2005, through April 30, 2006, in the following categories:
5-15 members – Arlington Golden Circle Chapter, Arlington, Texas, 86.67% net gain
16-35 members – Plano Chapter, Plano, Texas, 94.12% net gain
36-55 members – Bryan-College Station Chapter, College Station, Texas, 27.08% net gain
56-85 members – Woodlands Area Chapter, The Woodlands, Texas, 27.69% net gain
85+ members – West Houston Chapter , Houston, Texas, 10.62% net gain
Tilly Manning CPS/CAP, West Houston Chapter, was recognized as the 2006 Division Member of the Year during the Recognition luncheon.
Division Officers presented programs during the 36 chapter visits made throughout the year and presented three leadership workshops.
To encourage membership recruitment, the member recruiting the most new members between July 1, 2005, and April 30, 2006 would receive $100 as the "Top Connector.” The winner of this award was Faye Bishop, Arlington Golden Circle Chapter, who recruited seven new members.
Another incentive extended to Chapter Presidents was a challenge to earn a President’s Award clock. Those Presidents who met the designated criteria were:
