President McMillen’s theme for the 2002-2003 year was "IAAP Your Pathway to the Future! CATS – Communication, Attitude, Technology, Skills” with the Cheshire cat as a logo. Membership on July 1, 2002 was 1,636 and 1,576 on June 30, 2003, representing a 3.7% net decrease in membership.


T-L Division saw one chapter disband: Sun and Sage, El Paso, Texas.
Through the leadership of LaPine Chapter President Stacey Deshotel CPS and Division CPS Service Chairman Kim Evans CPS/CAP, a new student chapter Louisiana Technical College Alexandria campus was chartered on January 31, 2003. President McMillen and Treasurer Chelette represented the T-L Division at this chartering ceremony.

The 2003 International Convention was held in July in Nashville, Tennessee, with President McMillen attending as delegate and President-Elect Wyatt attending as alternate. Vice President McHenry, Secretary Osborn and Treasurer Chelette attended as well. In October, the Southwest District Conference was held in Lenexa, Kansas. President McMillen attended as delegate and President-Elect Wyatt as alternate. Vice President McHenry attended the conference as well. President-Elect Wyatt attended the Incoming Presidents Conference in Kansas City in February 2003.
A Retirement Trust Foundation paver was purchased in honor of 2002-2003 Division President, Noreen Arcides CPS. Donations of $200 each were made to the Research & Education Foundation, the Building Fund, and the Retirement Trust Foundation. T-L Division also presented an honorarium to the Building Fund in the amount of $802.50 which represents $.50 each for the 1,605 members at April 30, 2003, in Ollie Jo’s name.
Once again we elected to award six $500 scholarships to deserving students within Texas and Louisiana. We received approximately 250 applications, mostly from Texas and Louisiana residents, but we did receive a dozen or more from all over the US.
Changes will be made in the 2003-2004 year for scholarships.

After discussion and research, your board made the decision to change the qualified applicants to be IAAP members, member’s immediate family, children or grandchildren. We will be supporting our own in the future. Scholarship recipients for 2002-2003 were:

- Justin Balthrop, University of Texas at Austin

- Obiaziri Obiyo, University of Texas at Arlington

- Mirta Padilla, University of Texas at Austin

- Cynthia Hernandez, University of Texas at El Paso

- Ruth Sine-Yi Yen, McCombs School of Business, University of Texas at Austin

- Sandra Smith, University of Phoenix, Greenspoint Area Chapter.


The 51st Annual Meeting was held May 16-18, 2003, at the Sheraton North Houston in Houston, Texas, with a theme “Success Takes a Real Strategy.” Total registration was 171 members representing 27 chapters and one member at large.
Certificates were awarded to five chapters who gained the greatest percentage net increase in membership from July 1, 2002 through April 30, 2003, in the following categories:

5 – 15 members – Rio Grande Valley Chapter, McAllen, Texas - 64% net gain

16 – 35 members- A tie in this category- ChevronTexaco Chapter, Houston Texas – 30% net gain and The

Woodlands Area Chapter 30% net gain

36 – 55 members – Capital Chapter, Austin, Texas - 27% net gain

56 – 85 members –ExxonMobil, Houston, Texas - 14% net gain

85 + members – West Houston Chapter, Houston, Texas - 13% net gain.
To encourage membership recruitment the member recruiting the most new members between July 1, 2002, and April 30, 2003 would receive $100 as the "Top Cat.” We had a tie for this award. Alwena Cooper CPS, ExxonMobil Chapter, and Shirley Halteman CPS PLS, Las Colinas Chapter, each recruited six new members.

President Wyatt’s theme for the 2003-04 year was “Bee-lieve the Impossible”. Membership on July 1, 2003, was 1576 and 1465 on June 30, 2004, representing a 7.04% net decrease in membership and placing the division in fifth place standing within Southwest District.
T-L Division member, Noreen Arcides CPS, Azalea Chapter, served on the international level as the division Building Fund Ambassador
The 2003 International Convention and Education Forum was held in July 2003 in Albuquerque, New Mexico with President Wyatt attending as Delegate and President-Elect Osborn attending as Alternate. The entire T-L Division Board attended the meeting.
The Southwest District Conference was held in Branson, Missouri, co-hosted by fifteen chapters of the Missouri Division. President Wyatt attended as Delegate and President-Elect Osborn attended as Alternate. This meeting represented the final district meetings for IAAP members.
During the 2003-2004 year, 55 Texas and Louisiana Division administrative professionals earned the CPS designation and 59 earned the CAP designation. Texas was named as one of the top ten states of CPS holders with a total of 4,867 and has the largest number of CAP holders in the association with 201.
The Division donated $200 each to the Retirement Trust Foundation, Research and Education, and to the IAAP Building Fund. Additionally, $50 was donated to the Retirement Trust Foundation for the purchase of a patio paver in honor of Sarah J. McMillen CPS, immediate past division president.
The Board made the decision to award scholarships to T-L Division IAAP active members, member’s immediate family, children or grandchildren. Five scholarships in the amount of $500 each were awarded to the following: Neddra King, attending Texas Women’s University, Denton, TX; Crystal Townsend, attending The University of Texas at Tyler, Tyler, TX; Jennifer Townsend, attending LeTourneau University, Longview, TX; Phyllis Farr, attending the University of Phoenix, Houston, TX; Daniel W. Wilson, attending Texas A&M University at Commerce, Commerce, TX.
The 52nd Annual Meeting was held May 14-16, 2004, at the Gaylord Texan Resort and Conference Center in Grapevine, Texas with the theme “Where the Best Begins.” Total registration was 193 members, representing thirty chapters and nine members at large. The membership approved a dues increase from $12.00 to $15.00 for Professional Members and from $18.00 to $21.00 for Professional Members at Large.
Certificates were awarded to three chapters who gained the greatest percentage net increase in membership from July 1, 2003, through April 30, 2004, in the following categories:

5-15 members – None

16-35 members- The Woodlands Area Chapter

36-55 members – LaPine Chapter

56-85 members – Capital Chapter

85+ members – None


Kimberley Evans CPS, LaPine Chapter, was recognized as the 2004 Division Member of the Year during the Division Member of the Year luncheon.
Division Officers presented programs during the 34 chapter visits made throughout the year and presented two leadership workshops.
