The compost sample shall be sent to an independent STA Program-approved lab. A complete list of laboratories can be found on the internet at or by contacting the U.S. Composting Council directly. The compost supplier will pay for the test. A copy of the approved independent STA Program laboratory test report shall be submitted to the Engineer prior to initial installation of the compost. Seven (7) working days prior to installation, the Contractor shall submit a sample of each type of compost to be used on the project to the Engineer.




  1. Acceptable Compost - The Contractor shall submit the following information to the Engineer for approval:




    • A Request for Approval of Material Source.

    • A copy of the Solid Waste Handling Permit issued to the supplier by the Jurisdictional Health Department.

    • Verification in writing from the supplier, including a lab analysis report that the material complies with the processes, testing, and standards specified in these specifications. An independent STA Program-certified laboratory shall perform the analysis.

    • A list of the compost ingredients by percentage present in the final compost product.

    • A copy of the producer’s Seal of Testing Assurance (STA) certification as issued by the U.S. Composting Council. Acceptance of the compost will be based upon a satisfactory Test Report from an independent STA program certified laboratory and the sample(s) submitted to the Engineer.




  1. Unacceptable Compost - Compost not conforming to the above requirements, or taken from a source other than those tested and accepted, shall be immediately removed from the project and replaced at no cost to the Contracting Agency.



01040.18 Fertilizer - Add the following subsection:

01040.19(b) Quality - Replace the first paragraph of this subsection with the following:
(b) Quality - Provide plants that are healthy, first-class representatives of their species or variety, free from disease and insect pests, with root growth that is well-developed and top growth that is free of disfiguring knots, sun scalds, bark abrasions, wind or frost injury or any other objectionable features.

01040.41 Planting Season (West of the Cascades) - Add the following paragraph:
Bare Root Plants - Installation of all bare root plant material shall be performed while the plants are dormant. Dates for installation are from December 1 through February 15.

01040.48(a)  Method "A" (Cultivated Planting Areas, Non-lawn) - In the paragraph that begins "Cultivate plant beds…", replace "2 inches" with "12 inches in the first sentence and replace "52 inches" with "2 inches" in the second sentence.

(Use the following subsection .49 to include minimum watering frequencies for trees and shrubs. Obtain information from the Designer. Delete what does not apply.)

01040.43(c) Hauling and Spreading - Add the following paragraph:
Where suitable material is required, amend the top one (1) foot of suitable material with Fine Compost, as specified in Special Provision 01040.15(b). Incorporate at a rate of 3 parts compost to 8 parts suitable material. Thoroughly and uniformly mix the compost and suitable material. Mix prior to placement on slopes. The top grade of the compost-amended suitable material shall match finish grade.
01040.47 Fertilizers - Replace this subsection with the following:
01040.47 Fertilizers - Water in all plants with vitamin B1. Dilute, mix, and apply per manufacturer’s recommendation.
Place compost-amended soil material for the top 11 inches of fill soil as shown in the Plans. Amend fill soil material with Fine Compost, as specified in Special Provision 01040.15(b). Incorporate at a rate of 3 parts compost to 8 parts soil. Thoroughly and uniformly mix the compost and soil material. For fill soil on slopes, mix compost and soil prior to soil placement. The top grade of the compost-amended soil shall match finish grade.
01040.48(a)  Method "A" (Cultivated Planting Areas, Non-lawn) - Replace the first two sentences with the following:
Cultivate plant beds to a depth of 12 inches. Thoroughly mix 3 inches of Fine Compost into the top 8 inches of soil.

01040.48(b)  Method "B" (Non-Cultivated Planting Areas) - Add the following paragraph:
For designated areas shown on the Plans, cultivate the soil to a depth of 8 inches. Thoroughly mix 3 inches of Fine Compost into the top 8 inches of soil.

01040.48(b)  Method "B" (Non-Cultivated Planting Areas) - Reviseplace the second paragraph towith the following:
Do not add any soil conditioners, soil amendments, soil bio-amendments or fertilizers with the backfill at each plant pit unless specified in the Plans.

01040.15 (b) Composted Yard Debris - Replace this subsection with the following:
(b) Compost - Commercially manufactured material resulting from the biological degradation and transformation of plant-derived materials under controlled conditions designed to promote aerobic decomposition. Compost shall be stable with regard to oxygen consumption and carbon dioxide generation. Compost shall be mature with regard to its suitability for serving as a soil amendment or an erosion control BMP as defined below. The compost shall have a moisture content that has no visible free water or dust produced when handling the material.


  1. Particle Size Requirements - Compost materials shall be tested to meet the particle size requirements listed below. The material shall be tested using the dry weight method and in accordance with Testing Methods for the Examination of Compost and Composting (TMECC) Test Method 02.02-B, "Sample Sieving for Aggregate Size Classification".

  1. Compost Properties - Compost materials shall meet the following physical and biological properties:




    • Material Composition - The compost products must originate a minimum of 65 percent by volume from recycled plant waste, defined as source-separated yard and garden wastes, wood wastes, agricultural crop residues, wax-coated cardboard, preconsumer vegetative food wastes, and other similar source-separated materials that the jurisdictional health department determines to have a comparable low level of risk in hazardous substances, human pathogens, and physical contaminants. A maximum of 35 percent by volume of other approved organic waste and/or biosolids may be substituted for recycled plant waste. The supplier shall provide written verification of compost product sources.

Physical contaminants (manufactured inert material such as plastic, concrete, ceramics, metal, etc.) shall be less than 1.0 percent by weight as determined by TMECC 03.08-A "percent dry weight basis".



    • Organic Matter - The minimum organic matter shall be 35 percent dry weight basis as determined by TMECC 05.07-A, "Loss-On-Ignition Organic Matter Method".

    • pH - The pH shall be between 5.0 and 8.0 when tested in accordance with TMECC 04.11-A, "1:5 Slurry pH".

    • Soluble Salt - The soluble salt concentration shall be less than 4.0 dSm (mmhos/cm) tested in accordance with TMECC 04.10-A, "1:5 Slurry Method, Mass Basis".

    • Carbon to Nitrogen Ratio - The carbon to nitrogen ratio shall be below 25:1.

    • Stability - Stability shall be 8 or below in accordance with TMECC 05.08-B, "Carbon Dioxide Evolution Rate".

    • Maturity - Maturity shall be greater than 80% in accordance with TMECC 05.05-A, "Germination and Vigor".

  1. Compost Processing - Compost material shall be processed through proper thermophilic composting, meeting the US Environmental Protection Agency’s definition for a "process to further reduce pathogens" (PFRP).




  1. Compost Testing - All compost suppliers will participate in the U.S. Composting Council’s Seal of Testing Assurance Program. The compost supplier will test all compost products within 90 calendar days prior to application. Samples will be taken using the Seal of Testing Assurance (STA) sample collection protocol. The sample collection protocol can be obtained from the U.S. Composting Council at 4250 Veterans Memorial Highway, Suite 275, Holbrook, NY 11741, Phone: 631-737-4931, http://www.compostingcouncil.org/.

The compost sample shall be sent to an independent STA Program-approved lab. 01040.48 Planting Area Preparation - Add the following subsection:
(f) Layout of Planting - The Contractor shall stake the location of all trees larger than 1-inch caliper and the perimeter of all planting areas for approval by the Engineer prior to any installation activities.
The Engineer will make only the field measurements necessary to calculate and verify quantities for payment.
All trees to be planted in mowable grass areas shall be located a minimum of 10-feet from the edge of planting beds, other trees, fence lines, guardrail, and bottom of ditches unless otherwise specified.
Tree locations shown in the Plans shall be considered approximate unless shown with stationing and offset distance.
Unless otherwise shown, planting beds located adjacent to Roadways shall begin at the Shoulder Subgrade.

01040.49 General Planting - Add the following to the end of this subsection:
Completion of Initial Planting - Upon completion of the initial planting within a designated area, the Engineer will make an inspection of all plant material and notify the Contractor, in writing, of any replacements or corrective action necessary to meet the Contract Provisions. The Contractor shall replace all materials rejected or missing and correct unsatisfactory conditions.
Completion of the initial planting within a designated area includes the following:


              1. 100 percent of each of the plant material categories shall be installed as shown in the Contract Plans.

              2. Planting Area cleanup.

              3. Repairs completed for the entire project, including but not limited to complete mulch coverage and all weeds controlled.

              4. Approval of plant establishment plan as specified in Section 01040.70(a) of these Special Provisions.



01040.53(a) Ornamental Plant Bed Areas - In the second paragraph, replace "2 inches" with "3 inches".

01040.53(b)(1) Straw Mulch - Delete this subsection.

01040.53(b)(2) Wood Chips - Replace "2 inches" with "3 inches".

01040.53 Mulch - Add the following subsection:
(c) Compost Blanket - Apply a compost blanket to all areas identified in the plans. Place on bare soil to a uniform depth of 3 inches. Compost blanket shall be placed before seeding or other planting. Compost material shall meet the specifications in Special Provision 01040.15(b).

01040.70 General - Add the following at the end of this subsection:
(a) Plant Establishment Plan - Plant establishment shall consist of caring for all plants planted on the project and caring for the planting areas within the project limits. The plant establishment shall be for a period of one year and begin immediately upon written notification from the Engineer of the completion of initial planting for the project.
The Contractor shall submit a one-year plant establishment plan, for approval by the Engineer.
During the plant establishment period, it shall be the Contractor’s responsibility to perform all work necessary to ensure the resumption and continued growth of the transplanted material. This care shall include, but not be limited to, labor and materials necessary for removal of foreign, dead, or rejected plant material, maintaining a weed-free condition, and the replacement of all unsatisfactory plant material planted under the Contract. If plants are stolen or damaged by the acts of others, the Contracting Agency will pay invoice cost only for the replacement plants with no mark-up and the Contractor will be responsible for the labor to install the replacement plants.
During the plant establishment period, the Contractor shall meet monthly with the Engineer for the purpose of joint inspection of the planting material on a mutually agreed upon schedule. The Contractor shall correct all conditions unsatisfactory to the Engineer within a 10-day period immediately following the inspection. If plant replacement is required, the Contractor shall, within the 10-day period, propose a plan and schedule for the plant replacement to occur immediately at the beginning of the planting period as designated in Section 8-02.3(8). Failure to comply with corrective steps as outlined by the Engineer shall constitute justification for the Contracting Agency to take corrective steps and to deduct all costs thereof from any monies due the Contractor. At the end of the plant establishment period, plants that do not show normal growth shall be replaced.
Payment for water used to water in plants, or hand watering of plant material or lawn areas unless otherwise specified, is the responsibility of the Contractor during the plant establishment period.

01040.77(a) Watering, Fertilizing, and Mulching - In the third paragraph, replace "2 inch depth" with "3 inch depth".
(Use the following subsection .77(d) when sod lawn is required. Obtain the schedule from the Designer.)
01040.77(d)  Sod Lawn - Add the following to the end of this subsection:

01040.90 Payment - Add the following at the end of this subsection:


(h) Plant Establishment Period – "PSIPE ___", per each. (PSIPE is Plant Selection Including Plant Establishment.)
The unit Contract price for "Plant Selection ___", per each, and "PSIPE ___", per each, shall be full pay for all materials, labor, tools, equipment, and supplies necessary for weed control within the planting area, planting area preparation, fine grading, planting, cultivating, plant storage and protection, fertilizer and root dip, staking, cleanup, and water necessary to complete planting operations as specified.
As the plants that include plant establishment are obtained, propagated, and grown, partial payments shall be made as follows after inspection by the Engineer:
Payment of 5-percent of the unit Contract price, per each, when the plant materials have been contracted, propagated, and are growing under nursery conditions. The Contractor shall provide the Engineer with certification that the plant material has been procured or contracted for delivery to the project for planting within the time limits of the project. The certification shall state the location, quantity, and size of all material.
Payment shall be increased to 15-percent of the unit Contract price, per each, upon completion of the initial weed control Work.
Payment shall be increased to 60-percent of the unit Contract price per each for the contracted plant material in a designated unit area when planted.
Payment shall be increased to 70-percent of the unit Contract price per each for contracted plant material at the completion of the initial planting.
Payment shall be increased to the appropriate percentage upon reaching the following plant establishment milestones:
June 30th 80-percent

September 30th 90-percent

Completion of plant establishment or after

all replacement plants have been installed,

whichever is later 100-percent

As the plants that do not include plant establishment are obtained, propagated, and grown, partial payments shall be made as follows:


Payment of 15-percent of the unit Contract price per each when the plant materials have been contracted, propagated, and are growing under nursery conditions. The Contractor shall provide the Engineer with certification that the plant material has been procured or contracted for delivery to the project for planting within the time limits of the project. The certification shall state the location, quantity, and size of all material.
Payment shall be increased to 90-percent of the unit Contract price per each for contracted plant material at the completion of the initial planting.
Payment shall be increased to 100-percent at the Physical Completion of the Contract.
All partial payments shall be limited to the actual number of healthy vigorous plants that meet the stage requirements, limited to plan quantity. Previous partial payments made for materials rejected or missing will be deducted from future payments due the Contractor.

01070.00  Scope - Add the following paragraph to the end of this subsection:
This work includes removing, maintaining, and reinstalling existing mailboxes and existing supports.
01070.80  Measurement - Add the following paragraph to the end of this subsection:
The quantities of mailboxes and supports removed, maintained, and reinstalled will be measured on the unit basis, regardless of type, installed in permanent locations.
