SECTION 00970 - HIGHWAY ILLUMINATION

00970.50  Grounding and Bonding - In addition to the requirements of 00960.50 and 00962.50, ground and bond metal illumination poles and high mast towers according to the following:
Install 1 inch non-metallic conduit from the pole base to the concrete and polymer concrete junction box at each pole. Install a ground rod in each junction box and install No. 6 AWG copper ground wire from the ground stud in the pole base to the ground rod in the junction box. The ground rod may be installed in the same junction box that provides illumination circuitry to the pole, however, provide a separate and independent conduit for the ground wire. Bond all metal conduit and metal junction box covers, if used, together to the ground rod.
On the inside of high mast tower shafts, weld a 1/2 inch Type 308, 309, or 310 threaded stainless steel stud for a grounding lug. Locate the grounding lug 90 degrees from and level with the bottom of the handhole.

Payment will be payment in full for furnishing and placing all materials, and for furnishing all equipment, labor, and incidentals necessary to complete the work as specified.
No separate or additional payment will be made for labeling the lights or poles.
If shown or specified as part of the work for concrete bridges or retaining walls, all conduit, junction boxes, cabinets, and other items permanently encased within concrete bridges and retaining walls, as well as pole foundations incorporated into a bridge or wall, will be included in payment made for the appropriate bridge and wall items.

SECTION 00990 - TRAFFIC SIGNALS

00990.42  Indication Equipment - Add the following to the end of this subsection:
(h)  Audible Pedestrian Signal (APS) - Provide a unique APS sound coincidental with the WALK indication. The APS system shall include a solid state electronic board, power supply, enclosure, loudspeaker, and mounting hardware necessary for fulfilling the intended use and the applicable portions of Standard Specification for Microcomputer Signal Controller.
(1)  General - Provide an actuated delay time button that is adjustable in one second increments throughout the range of 0 to 15 seconds.
The APS unit shall have a sound inhibit circuit capable of control by an external device.
(2)  Electrical Requirements - The APS unit shall operate on 95 to 130 VAC, 60Hz, ≤ 3 W.
Provide a power protection circuit consisting of both fuse and transient protection.
Provide an optically isolated circuit allowing delayed actuation of the audible signal.
(3)  Environmental Requirements - The APS unit shall function properly throughout an ambient air temperature range of -35 °F to +165 °F.
(4)  Outputs - Provide voice message, including automatic repeat capability for messages up to 20 seconds in length.
The audible signal shall be self-adjusting based on ambient noise during the WALK period.
The volume level at a distance of 3 feet from the APS enclosure shall be 66 dB typical, with a maximum of 90 dB.
The minimum volume level shall be adjustable proportionally from 66 dB to 90 dB without dismantling the APS unit housing.
Provide two switch-selectable electronic sounds according to the following:

SECTION 01030 - SEEDING

01030.12 Soil Conditioners, Amendments, and Bio-Amendments - Add the following paragraph to this subsection:
Furnish Endomycorrhizae inoculum in a granular or concentrated powder form for areas to be seeded. The product shall have an OMRI Listed™ seal from the Organic Materials Review Institute, and shall contain a minimum of four (4) species of Endomycorrhizae fungi.

(Use the following subsection .13(a) when alternate labeling for native plant seeds is required. Obtain information from the Erosion Control Designer.)
01030.13(a)  Label - Revise the first sentence of this subsection with the following paragraphs:
01030.13(a)  Label - Deliver all seed to the job site in standard, sealed containers meeting the requirements of the Oregon Seed Law. See ORS 633.520 and OAR 603-056 for specific labeling requirements.

  • Seed species and/or seed mixes identified in 01030.13(f) as "Native" shall meet the following additional requirements:




  • The seed has been tested for viability under the Oregon Seed Law within 12 months of application of the seed.

  • Original (first generation) stock seed and Non-Source Identified seed originated from within the Willamette Valley ecoregion as defined by the US Environmental Protection Agency (EPA).

  • Source Identified seed is third generation or younger.

  • Non-Source Identified seed meets or exceeds Oregon State Department of Agriculture Certified Seed Standards.

  • Seed whose origin cannot be traced may not meet the definition of "native".

  • For seeding operations using standard seeding equipment, seeds with awns or pubescence have been cleaned and de-bearded prior to their inclusion into mixtures.

(Use the following subsection .13(f) to include seed mix formulas. Obtain the information from the Erosion Control Designer. Delete what does not apply. Detail seed mixes according to the following instructions:


  • Use the format in .13(f) which follows. Show seeding categories as needed: Permanent Seeding, Temporary Seeding, Wildflower Seeding, Plant Seeding, Water Quality Seeding, or Wetland Seeding. To add more categories, blank columns, or lines, copy from the blank seeding category below.

  • Fill in only the botanical and common names and the PLS seeding rate. (Purity, Germination, and Amount will be obtained from actual seed labels submitted during construction so the PLS calculation can be made.) For Oregon Certified Seed, show an asterisk (*) at the beginning of the botanical name.

  • For several mixes within the same category, use (Category Name) Seed Mix No. 1, No. 2, etc. and each mix will be a bid item. When using these numbered mixes, a brief mix description may also be added that doesn’t show in the bid item name. An example is Wetland Seeding, Mix No. 1 (Emergent Areas).)

  • When more than one seed mix needs to be specified but quantities seem too small to be more than one bid item, this format can be used: Under a single bid item such as Wetland Seeding, detail multiple mixes by showing Seed Mix A, Seed Mix B, etc. Give an approximate quantity for each mix that equals the quantity of the bid item.)

    • Broadcasting - Use broadcast equipment suitable for native grass seeds. Broadcast the seed mixture directly on the soil surface to ensure the seeds have good contact with the soil. Apply mulch according to Special Provision 01030.48(f). Allowable mulch material shall be Fine Compost only, according to Special Provision 01040.15(b).




    • Hydromulching - Hydromulch according to Standard Specification 01030.48(a) and Special Provision 01030.48(f)(2). Allowable mulch shall be wood fiber, straw fiber (hydrostraw), or Fine Compost according to Special Provision 01040.15(b).




  1. Mix mulch material with seed mix, Endomycorrhizae according to Special Provision 01030.47, a tackifier according to Standard Specification 01030.48(1)(4), and a green dye for visibility. Mix and calibrate the incorporation of the seed and Endomycorrhizae during the application process. Apply mixture with hydromulch equipment or other equipment such as a pneumatic blower. Apply the complete mixture to a maximum, uniform depth of ¼”. An application exceeding ¼” depth will need to be reapplied with fresh materials at no additional cost to the Agency.

  • Original (first generation) stock seed and Non-Source Identified seed originated from within the Willamette Valley ecoregion as defined by the US Environmental Protection Agency (EPA).

  • Source Identified seed is third generation or younger.

  • Non-Source Identified seed meets or exceeds Oregon State Department of Agriculture Certified Seed Standards.

  • Seed whose origin cannot be traced may not meet the definition of "native".

  • For seeding operations using standard seeding equipment, seeds with awns or pubescence have been cleaned and de-bearded prior to their inclusion into mixtures.


(Use the following subsection .13(f) to include seed mix formulas. Obtain the information from the Erosion Control Designer. Delete what does not apply. Detail seed mixes according to the following instructions:


  • Use the format in .13(f) which follows. Show seeding categories as needed: Permanent Seeding, Temporary Seeding, Wildflower Seeding, Plant Seeding, Water Quality Seeding, or Wetland Seeding. To add more categories, blank columns, or lines, copy from the blank seeding category below.

  • Fill in only the botanical and common names and the PLS seeding rate. (Purity, Germination, and Amount will be obtained from actual seed labels submitted during construction so the PLS calculation can be made.) For Oregon Certified Seed, show an asterisk (*) at the beginning of the botanical name.

  • For several mixes within the same category, use (Category Name) Seed Mix No. 1, No. 2, etc. and each mix will be a bid item. When using these numbered mixes, a brief mix description may also be added that doesn’t show in the bid item name. An example is Wetland Seeding, Mix No. 1 (Emergent Areas).)

  • When more than one seed mix needs to be specified but quantities seem too small to be more than one bid item, this format can be used: Under a single bid item such as Wetland Seeding, detail multiple mixes by showing Seed Mix A, Seed Mix B, etc. Give an approximate quantity for each mix that equals the quantity of the bid item.)

  • Residential or commercial sites with low erosion potential such as sidewalk, median, or parking lot planter strips.

Projects that have variable slopes may include straw mulch and hydromulch when approved.

01030.30(c)  Seed Installers and Vendors - Submit certification before application of seeding work begins that all seed installers and vendors have a business license issued by the Oregon State Department of Agriculture with a "seed dealer" endorsement.     • Broadcasting - Use broadcast equipment suitable for native grass seeds. Broadcast the seed mixture directly on the soil surface to ensure the seeds have good contact with the soil. Apply mulch according to Special Provision 01030.48(f)(2).




    • Drilling - Use seed driller suitable for native grass seeds. Apply seed mixture to the depth and rate recommended by the native seed supplier. Do not apply mulch material.




    • Hydromulching - Hydromulch according to Special Provision 01030.48(f)(2).




  1. For seeding by broadcasting or hydromulching, apply mulch with equipment such as a pneumatic blower. Apply with seed or after seeding operations. Allowable mulch shall be wood fiber, straw fiber (hydrostraw), or compost only. See Section 01030.15 of the Standard Specifications and these Special Provisions for additional specifications. Mulch shall be applied uniformly and to a maximum depth of ¼ inch. On areas mulched to a depth greater than ¼ inch, the Contractor shall remove the mulch material, reseed with the proper seed mix, and apply fresh mulch material, at no additional cost to the Contracting Agency.


(g)  Compost Blanket - If required, as shown on the plans, include seed in the compost blanket application process. Apply with equipment such as a pneumatic blower.

  1. Two-Step Operation - Apply compost blanket in two steps:




    • Step 1 - Apply compost material injected with an organic additive on bare soil to a uniform depth of 1¾”.

    • Step 2 - Thoroughly mix seeds in mixes specified in 01030.13(f) and according to the plans. Incorporate seed mix into the compost material. Mix and calibrate the incorporation of the seed during the application process. Include a green dye for visibility. Apply the complete mixture to a maximum, uniform depth of ¼”. An application exceeding ¼” depth will need to be removed and reapplied.

Material Composition - The compost products must originate a minimum of 65 percent by volume from recycled plant waste, defined as source-separated yard and garden wastes, wood wastes, agricultural crop residues, wax-coated cardboard, preconsumer vegetative food wastes, and other similar source-separated materials that the jurisdictional health department determines to have a comparable low level of risk in hazardous substances, human pathogens, and physical contaminants. Manure and/or biosolids based composts may also be used, upon approval. The supplier shall provide written verification of compost product sources.

    2. Compost Properties - Compost material shall meet the requirements in Tables 1 and 2 below.
