Modernisation of the Danube Delta Airport in Tulcea and separation of passenger groups


General Objective

Improvement and development of transportation network in Tulcea County.


Specific Objective

Improvement of air transportation facilities for tourists coming to the Danube Delta to meet international passenger air transportation standards.

Short Project Description

The Danube Delta is a complex tourist objective with a high natural value. It is geographically located approximately 300km from Bucharest, and approximately 1,000km from towns in western Romania. In terms of international tourism, in recent times there has been a permanent and rapid growth in the number of foreign tourists who have the Danube Delta as their main destination. At the same time, cruise tourism has strongly developed on the Danube, with Sulina as the final destination.


The target groups for this project are Romanian and foreign tourists whose destinations are tourist locations in the south-eastern area, as well as the inhabitants of the area. Beginning with 2006, there have been demands for charter flights from cruise tourists who once arrived in Tulcea wish to return home by air. Under these conditions, the modernisation of the Danube Delta Airport is a necessary condition to facilitate the access of a large number of tourists to the area, in comfortable and safe conditions.
The modernisation of the airport and the separation of passenger groups falls within the Programme for the modernisation of the Danube Delta Airport, a programme aimed to run over three distinct objectives (the modernisation of the airport and separation of passenger groups, the modernisation of the Tulcea Airport light buoy – phase II, and expansion of the airplane stationary areas).
The main activities in the project:

      • Build airport, built area of 2330 m2, including runways 4150 m2;

      • Separate the groups of arriving and departing passengers;

      • Separate the groups of those departing and arriving from Schengen states, as Tulcea represents the border of the European Union since 2007.


Expected Results

Faster travel time, improved comfort, security in the transportation of tourists and the local population, increase in the number of tourists, attraction of investors to the area.




    1. Modernisation of the access infrastructure to the Murighiol-Uzlina-Dunavăţ-Lake Razim tourist area


General Objective

Improvement and development of transportation network in Tulcea County.


Specific Objective

Development of sustainable tourism and of the business environment in the south-eastern area of Tulcea County, by improving access to the Danube Delta

Short Project Description

Currently, the tourist capitalisation of the natural heritage of the Murigiol – Uzlina – Dunavăţ – Lake Razim area is much below its economic potential. The improvement of access to this tourism area allows for sustainable development, through the increase of tourism and all related impacts – significant increase in the number of tourists, increase in incomes for local budgets, creation of new jobs, development of local SMEs, solutions for specific environmental protection issues.


Activities included in the project include:

1) Modernisation of the road infrastructure in the area;

2) Restoration of the environment around the road infrastructure;

3) Awareness and information activities;

4) Project management.
The works consist of the restoration and modernisation of county roads, both longitudinal and transversal, as well as the creation of safety areas on the sides of the road, to meet quality standards, for the following county roads:


    • DJ 222C: Tulcea - Murighiol portion;

    • DJ 229K: DJ 229C – Mahmudia;

    • DJ 229 L: Murighiol – Dunavăţu de Jos;

    • DJ 229M: Murighiol – Debarcader Murighiol.



The protected route fully superimposes on existing portions of each of the previously mentioned county roads, with the exception of small derivations due to road turns, with no effect on the various properties or for the need for demolitions.
The following works will be carried out:

    • Embankment works;

    • Supra-structure works;

    • Works around water drains and sewers;

    • Building sidewalks;

    • Lateral parking spaces and access to side roads;

    • Other specific road works.


Expected Results
The building of access roads that need safety standards and the modernisation of existing roads will lead to an increased degree of satisfaction for tourists, more comfortable transportation, and a decrease in the use of fuel which has a negative impact on the environment.



    1. Tourist capitalisation of Tulcea monasteries through improved access and environmental infrastructure


General Objective

Improvement and development of transportation network in Tulcea County.


Specific Objective

Development of sustainable tourism and of the business environment in the northern area of Tulcea County, by improving access to the monasteries in Northern Dobrogea.

Short Project Description

The need for this project is highlighted by the valuable objectives in the religious cultural heritage in the North Dobrogea area. This area, which includes these objectives, has outstanding examples of natural and built masterpieces, and is included in an important context (near the Danube Delta, Black Seacoast, Munţii Măcinului National Park, important national archaeological sites, legislative).


Its location on the axis connecting the seacoast to the delta (which will be an express road, with access to the airport) and on the Tulcea –Bucharest route, make it possible for this area to be included in major tourist routes. Its historical- cultural value and landscape make it an attractive pole for this part of the country and of Europe. The natural, historic, and cultural heritage cannot be capitalised due to poor access roads to the five monasteries.
Activities included in this project include:
1) Increased visibility, dissemination of information

2) Project management

3) Modernisation of road transportation infrastructure for county roads in the area
The works consist of the restoration and modernisation of county roads, both longitudinal and transversal, as well as the creation of safety areas on the sides of the road, to meet quality standards, for the following county roads:


  • DJ229 (DN22, km.147+100- centre of Niculiţel village);

  • DJ229A (DN22A, km.2+020, Cataloi village-DN22, km 153+950);

  • Access road from Isaccei Street (DN22) to the Moruzov House;

  • DJ229C (centre of Niculiţel village - Cocoş Monastery, old DC62);

  • DJ229D from km.0+000 (DN 22, Km 152+300) to km 1+720 and continued with the modernisation of DJ229E (access road to the Saon Monastery);

  • DJ229C (DN22 – centre of Niculiţel village);

  • DJ 229F (access road to the Celic-Dere Monastery, old DC54).



The protected route fully superimposes on existing portions of each of the previously mentioned county roads, with the exception of small derivations due to road turns, with no effect on the various properties or for the need for demolitions.

The following works will be carried out:




  • Embankment works;

  • Supra-structure works;

  • Works around water drains and sewers;

  • Building sidewalks;

  • Lateral parking spaces and access to side roads;

  • Road signs and markings;

  • Other specific road works;

  • Restoration of small bridges.

Also, the restoration of the bridge on DJ229A km 1+770 will be carried out.


Expected Results

Modernisation to meet European standards of 38.2km of access roads, properly marked with indicative signs, markings, development of intersections with side roads, elimination of accident prone areas, and the introduction of favourable influences on the environment around the access roads.





    1. Development of tourism mini-ports at Sf. Gheorghe, Murighiol, Sarichioi


General Objective

Increased quality of tourism lodging and leisure services in Tulcea County.


Specific Objective

Establishment of tourism leisure structures in order to increase the number of tourists, encourage and develop tourism and leisure activities, and to extend the tourist season in the Danube Delta.

Short Project Description

Access to the interior area of the Danube Delta for tourist purposes is carried out by water, with the aim of harmonising the social and economic development of the area with the conservation of the environment, and minimising environmental impact.


There has been a significant development in the private infrastructure though increased lodging, both in terms of number and quality. This development of the industry and of tourism in the area has not been accompanied by a proportionate increase in the quality of the access infrastructure by land or water, primarily due to a lack of funds.
Activities included in this project are aimed at improving this situation through:

    • Developing docking areas for at least 20 leisure boats per mini-port;

    • Developing docking quays for each mini-port;

    • Fuel stations with benzene and diesel gas;

    • Ship repair and maintenance areas, properly equipped;

    • Equipment for lifting-launching small boats;

    • Construction of commercial and administrative spaces;

    • Connection to the nearby utilities for each mini-port;

    • Signalling equipment on land and water;

    • Provision of environmental toilets and special areas for waste collection;

    • Permanent security and enclosure of the ports.


Expected Results

Improved access to the tourist areas allows for sustainable development through an increase in tourist activity, with all the related aspects – significant increase in the number of tourists, increased income to local budgets, new jobs, diversification of income sources for the local population, development of local SMEs, solutions for environmental protection issues.





    1. Ivan Patzaichin” sports and leisure centre


General Objective

Extension of the tourist season in the area of Danube Delta – Black Sea.


Specific Objective

Development of new leisure facilities

Short Project Description

Although the Danube Delta is an increasingly attractive destination for tourists, the tourist season is short. The majority of tourist areas in the Danube Delta are isolated, which on one hand is a strength, but on the other hand reduces the accessibility of tourists between areas, as they are accessed by water. In these conditions, in order to extend the tourist season in these areas, there is a need for the development of new leisure activities in the area, which can serve as an alternative to landscape tourism or to fishing.


On the other hand, there is an acute lack of opportunities for leisure activities for the local population. Over 90% of the adult population does not practice sports. The situation is similar among children and teenagers of school age, who spend their free time between the computer and the television.
The establishment of a sports and leisure centre in a beautiful location (township of Crişan), highly appreciated by tourists, will diversify the tourist offer in that particular location, leading to the extension of the tourist season and to diminished season-driven activities. The centre will offer training in sports for tourists and for the local population – both adult and for students who will be offered lodging in the centre.
In addition, the centre will include a base for training for professional athletes for water sports (Ivan Patzaichin, the current coach of the national rowing team, was a national, European, world, and Olympic champion, and was born in the village of Mila 23, Crişan Commune, and represents a role model for youth with athletic ability).
The main activities in the implementation of the project:


    • Construction works for the water training base;

    • Equipment for the water training base;

    • Swimming pool;

    • Fitness room;

    • Skating rink (artificial or natural);

    • Outdoor leisure area (volleyball, mini-football, tennis, basketball, cycling track, etc.);

    • Auxiliary constructions (changing rooms, showers, bathrooms, areas for rent, etc.);

    • Construction of lodging spaces for students, athletes, and coaches.


Expected Results

Extension of the tourist season and diminished season-driven activities.





  1. ENVIRONMENTAL PROTECTION




    1. System for selective waste collection, processing, and transportation in the Danube Delta


General Objective

Improved environmental and living quality for inhabitants in the Danube Delta, and the opportunity to develop ecotourism.


Specific Objective

Eliminate negative effects of improper waste management in the townships around the Danube Delta Biosphere Conservation Area, and on tourist routes and in camp grounds.

The implementation of the project will take place over 24 months, during 2008-2009


Short Project Description

In the area of the Danube Delta Biosphere Conservation Area of approximately 580,000 ha, there are around 15,000 inhabitants in 26 townships located inside the conservation area. During the year, it is estimated that around 50,000 visitors come to the Danube Delta, and this number is constantly on the rise. The activity of visitors and inhabitants of the conservation area create around 50,000 tonnes of waste annually. Currently, there is no organised and coherent waste and transportation system for this waste, which has an impact on the local environment, on the Delta’s landscape, and on the health of ecosystems and of the population.

This project aims to implement a waste management system for the DDBCA which will include, in principle, local centres for selective waste collection for every locality in the Danube Delta, and specialised transportation units (ships and trucks) which will ensure the transfer of this waste to the central county unit for processing.

Expected Results

The implementation of this project will lead to a substantial improvement in cleaning the Danube Delta which will have a positive impact on environmental quality.




    1. Environmentally friendly reconstruction of the sand extraction area at Caraorman, in the Danube Delta


General Objective

The environmentally friendly reconstruction of the area which was used for industrial sand extraction on the Cararoman plateau in the Danube Delta.


Specific Objective

Restoration of the landscape which was there before the extraction works.

Length of Project

The implementation of the project will take place over 24 months, during 2008-2009


Short Project Description

During 1980-1990, in the township of Cararoman in the Danube Delta, sand extraction and the accompanying structures were built for extraction from the natural deposit on the Cararoman plateau, near the Cararoman forest. The exploitation was aimed at serving units for metal processing with sand for foundries. After the establishment of the Danube Delta Biosphere Conservation Area, and taking into account that the location of the sand extraction site is near the Cararoman Forest – a protected area, the decision was taken to stop the extraction works, which were ongoing in that period, due to the high degree of deforestation, if the exploitation was to begin again.

Under these conditions, the works were stopped in the areas, but the metal and steel structures, and three empty apartment blocks, severely damage the natural landscape.

The objects of this project as suggested by specialised institutions within the central authority for mining exploitation, are aimed at the cessation and dismantlement of metal and steel structures in the area, and bringing the area back to its original aesthetics by restoring the natural elements affected by the works. The constructions destined for living spaces will be integrated into a tourist facility.


Expected Results

The proposed works are aimed at restoring the natural landscape present before the works, the pollution sources generated by the metal structures will disappear, and there will be opportunities to develop tourism.





    1. Redevelopment of the Territorial Master Plan (TMP) for Tulcea County


General Objective

Development of a planning instrument to meet new needs and new development opportunities in Tulcea County.


Specific Objective

Establishment of a current planning instrument to allow for the correlation between development objectives for Tulcea County and the demands and current opportunities available through Romania’s entry into the European Union.

The implementation of the project will take place over 12 months, during 2008-2009


Short Project Description

The Territorial Master Plan (TMP) for Tulcea County was developed during 1993-1994, and included the vision for development of the county in the context of opportunities available during its development. Taking into consideration the new functional and development context created through Romania’s entry into the European Union, it becomes increasingly necessary to review the Territorial Master Plan, as it is a fundamental planning instrument for the development opportunities of Tulcea County in this new context.

The Territorial Master Plan will relate the development needs of the county with the existing natural capital, and will include the results of specialised studies which have served as the basis for development strategies in key economies: development strategy for agriculture and irrigation, development strategy for tourism, capitalisation strategy for natural resources, etc. It will also take into account new demands due to the implementation of European Union directives related to environmental protection (Water Directive, Birds Directive, Habitats Directive), which have led to the limitation of some sites within the Natura 2000 programme. In this context, there is a need within the TMP of an ecological map for Tulcea County, which will outline environmental areas of the county for available for economic activities, in correlation with the Local Plan for Sustainable Development – Local Agenda 21 for the county.
Expected Results

The redevelopment of the Territorial Master Plan for Tulcea County will provide a useful planning instrument which will ensure the development of Tulcea County in line with the established objectives in the Local Plan for Sustainable Development.




    1. Redevelopment of the Areal Master Plan (AMP) for the Danube Delta Biosphere Conservation Area


General Objective

Development of a planning instrument to meet new needs and new development opportunities in the Danube Delta Biosphere Conservation Area.


Specific Objective

Establishment of a current planning instrument to allow for the correlation between development objectives for the Danube Delta Biosphere Conservation Area and the demands and current opportunities available through Romania’s entry into the European Union.

Short Project Description

The Areal Master Plan (AMP) for the Danube Delta Biosphere Conservation Area was one of the first of its kind developed after the political changes in Romania after 1989, and was an important step in defining development strategies for protected areas such as the Danube Delta. Taking into consideration the new conditions created by Romania’s entry into the European Union, the requirements and integrative and legislative demands, and the types of new planning instruments for the territory of the conservation area, there is a need for the review and redevelopment of the areal master plan.

The Areal Master Plan (AMP) for the Danube Delta Biosphere Conservation Area will relate the development needs of the county with the existing natural capital, and will include the results of specialised studies which have served as the basis for development strategies in key economies: development strategy for agriculture and irrigation, development strategy for tourism, capitalisation strategy for natural resources, etc. It will also take into account new demands due to the implementation of European Union directives related to environmental protection (Water Directive, Birds Directive, Habitats Directive), which have led to the limitation of some sites within the Natura 2000 programme. A legal office will be established, which will be dedicated to the urban development of townships in the Danube Delta to meet protection requirements and to promote local values and cultures.
