Local plan for sustainable development for tulcea county

  1. GENERAL CONSIDERATION

The Local Action Plan (LAP) – as a planning and implementation instrument – includes a set of policies by areas of activity which will be applied over a determined time period, in order to meet the general objectives set in the strategy. The Local Action Plan will be projected over a period of 10 years, in order to achieve the Local Strategy for Sustainable Development (LSSD).



The Local Action Plan will be reviewed every 2 years, so that the achievement of the established objectives follows the macroeconomic trends at national level, the regional and local economy, and the opinion of the local community regarding its implementation.
The Local Action Plan is aimed at the local community, such that the measures, their number and their priority (probably the most sensitive subject in the LAP), as well as the institutional implementation mechanisms take into consideration the interest of this community, namely of business associations, syndicates, and charitable, cultural, and cultural heritage associations and foundations, associations for environmental and animal protection, religious groups, etc.
In the LAP, any measure that is formulated into a programme, sub-programme, or project, must take into consideration the following aspects


  • Correlation between the established objectives of the programme, sub-programme, or projects, and the general objectives included in the Local Strategy for Sustainable Development;

  • Existence of limited financial resources, which impacts the mode of financing and legal mechanisms on which programmes, sub-programmes, or projects are based (i.e. bank loan, external loan, concession, sale, closing, public-private partnership based on a set of concession agreements, other types of sale, etc);

  • Avoiding evictions, in such a way that public spending leads to reduced consumption or to private investments, in the case of limited resources. The public authority must permanently evaluate the opportunity of investments coming to term, not only in rapport with its own current financial resources, but also with future resources, as well as with the options of the public, in such a way as to encourage community and individual responsibility, and partnership responsibility in implementing a local development project;

  • Degree of popularity of a programme, sub-programme, or project, through the distribution of information to the local community. In this respect, the LAP must include the mechanism for public debate in the analysis of programmes and sub-programmes, and what will be accomplished;

  • Involvement of all interested parties in the implementation of a programme, sub-programme, or project;

  • Regulation norms vs. auto-regulation norms. The local authority must take into consideration that there are situations when non-profit organisations or professional business associations can establish their own voluntary engagement rules in order to complete a project without the intervention of the local authority through regulation. For this reason, it is useful to avoid over-regulation. Also, there are situations when in order to complete a project, local public authority regulation can be combined with voluntary regulation, especially in the cases of public-private partnerships.

  1. MEASURES TO IMPROVE INSTITUTIONAL CAPACITY

During a reasonable time interval, it is recommended that all public institutions in the county potentially soliciting funding (community, national, or other types) establish specialised departments for the development and implementation of projects. Under this structure, specialists from all areas involved in funding will be attracted (engineers, economists, solicitors, sociologists, translators, etc).


Ongoing lobbying must be carried out with decision makers, in order to improve working conditions and salaries, which will increase the motivations of specialists in the system and will attract competitive human resources.

Every public institution must impose a coherent continuing education plan for their human resources through national existing programs and through projects promoted by sector operational programmes for the development of human resources and administrative capacities.


In order to ensure the achievement of objectives established in the Local Plan for Sustainable Development for Tulcea County, a partnership will be established between public, environmental, business, and academic institutions, and civil societies. This framework will conduct the necessary evaluations and corrections at 2 year intervals for the implementation of the LAP.



  1. INSTITUTIONAL MONITORING AND EVALUATION STRUCTURES

The monitoring and evaluation system for the implementation of the Local Action Plan in Tulcea County:


As a measurement and evaluation of the implementation process of the Sustainable Development Strategy and the Local Action Plan, this structure will use a set of indicators established in such a way as to ensure the achievement of the following objectives:


  1. Correct evaluation of the sustainability of the socio-economic system in Tulcea County.

  2. Performance measurement regarding the achievement of the objectives established in the Local Strategy for Sustainable Development and the implementation of the Local Action Plan.

  3. Ongoing correlation and adaptation of local policies with Local Agenda 21 components (objectives, policies, actions) and of documents adopted at international level.






  1. FINANCIAL PROJECTION

In order to evaluate the financial effort necessary for the priority projects established in the Local Action Plan, a projection will be established for the own contribution of Tulcea County Council over the next 5 years. This will be a reasonable correlation between the necessary investment with the financial resources from own incomes, to which loans will be added in accordance with legal limits, as well as the real capacity for credit reimbursement.
