  • Lack of an integrated IT system to connect all medical services providers, and health institutions, to allow for better management of funds, and at the same time, to allow for synchronised analyses to enable better adaptability of the system to meet population needs

Threats

  • De-centralisation and providing autonomy to health and medical assistance authorities, making them objectives in the governance programme

  • Implementation of private health insurance services, in order to relieve the social system, and to relieve the pressure on those insured

  • Inadequate educational spaces (work in 2-3 shifts, lack of auditoria, gymnasia, pre-school playgrounds, middle schools integrated in school groups)

  • Decreased awareness of the population in certain areas, and lack of responsibility towards their own children

  • Insufficient number of specialised staff

  • Lack of some specialised services, such as those aimed at domestic violence or minors exhibiting severe behavioural disturbances

Specific Objectives for the Workforce


  • Promotion of a more flexible workforce

  • Development of active measures for the employment of unemployed persons through the implementation of job search assistance and market orientation, and through continuing professional education programmes

  • Increased institutional and organisational capacity for the support of disadvantaged persons (Rroma ethnicity, disabled, youth from placement centres, long term unemployed persons) and for the development of programmes aimed at re-including these persons in the workforce

  • Orientation and counselling for unemployed persons and for others interested in qualifications or re-qualifications to meet market demands, and other realities of the economy


Specific Objectives for Healthcare


  • Development and modernisation of the health infrastructure, especially in rural areas, while at the same time increasing the quality and diversity of medical services

  • Improvement and/or implementation of medical necessary medical and health services

  • Improved management of emergency situations in Tulcea County

  • Development of the management of health units in view of optimal fiscal management for medical activities

  • Development of partnerships with NGOs for the implementation of programmes aimed at disadvantaged or disabled persons

  • Motivation of health staff wishing to move to rural areas to carry on with medical activities

  • Improved continuous medical education system at county level for doctors, nurses, and assistants

  • Improved awareness of the citizens regarding preventative programmes for diseases and other health programmes

  • Monitoring of environmental quality for the protection of public health and for the reduction of diseases associated with pollution

  • Development of a preventative social assistance strategy to avoid risk situations for disadvantaged individuals and families, and to avoid their marginalisation

  • Development and diversification of intervention methods to prevent school abandonment and to reduce the number of institutionalised children

  • Promotion of a civic culture aimed at the involvement of citizens, groups, organisations, and communities in general in order to resolve problems causing the need for social assistance

  • Prevent abuse and negligence of children in any form

  • Increase and development of specialised services and integrative practices for special needs children and for institutionalised youth aged 18 years, in order to improve their chances for social integration and education

  • Encourage internal adoption

  • Integrate Rroma families into communities

  • Reduced degree of institutionalisation for the elderly and for the disabled by introducing home services
