BURTON OVERY PARISH COUNCIL

MINUTES OF A MEETING OF THE PARISH COUNCIL ON MONDAY 3rd DEC 2012 AT 8.00pm IN THE VILLAGE HALL

  1. Apologies for absence ; None



  1. Questions from members of the public ; None



  1. Declarations of Interest, both Personal and Prejudicial, on items in the agenda. None (excepting the special dispensation granted at the meeting in order to approve the precept request. See items 4 & 5 below).



  1. Monitoring officers advice relating to precept and item The clerk gave information from both Anstey LRALC and the monitoring officer at HDC



  1. To approve the wording of the councillors code “On a written request made to the Council’s

proper officer, the Council may grant a member a dispensation to participate in a discussion and

vote on a matter at a meeting even if he/she has an interest if the Council believes that the

number of members otherwise prohibited from taking part in the meeting would impede the in the

transaction of the business; or it is in the interests of the inhabitants Council’s area to allow the

member to take part or it is otherwise appropriate to grant a dispensation.”

Resolved; . It was proposed seconded and unanimously agreed that the councillors be granted

special dispensation to enable them to approve figures for the precept request. This is to be

provisional until there has been final clarification of the grant to HDC for the Parish by Central

Government.


  1. Councillors’ Dispensation Request Forms; The outstanding forms were handed in and will be passed to HDC for processing.



  1. To approve the Minutes of the meeting held on Monday 15th October 2012, (circulated prior to the meeting). These were approved and the chairman signed them as a true record of the meeting.

  2. Matters arising and not on the agenda. a) Hedgerow Trimming: Update Cllr F Brown;

The work will be completed shortly

b) Mr D Holman & Mayns Lane property

The approved drawings are not available.



  1. Planning Application; 12/01543/TCA Felling of Ash Tree ; In front Innovation : Manor Lodge Main Street. Resolved: The council have no objection to the works.



  1. Planning Application 12/01573/FUL Demolition of Brick Shed and erection of replacement; Mrs T Boyce ;The Ridge, Mayns Lane: Resolved ; The council have no objection to the works



  1. Precept : A discussion followed and the councillors agreed the precept figures as in the appendix. Included in this was an increase in the clerks’ honorarium to £500-00pa for the year 2013/14.



  1. Planning Approval: 12/01417/TCA Works to One Horse Chestnut Tree: Beresford Cottage: Mr T Ramsey. Planning approval granted.

These items having been paid already were approved.



  1. Appointment of Mr J Swain & Mrs M Parker as Representative Trustees to the Burton Overy United Charities. Resolved; The above were appointed as representative trustees, after a brief explanation of the history by the chair for the benefit of those present.

  2. Correspondence not mentioned elsewhere in the agenda; Various e-mails have been passed to councillors since the last meeting. a) Street Light Repairs –(5) Baileys Lane; Main Street (4) Adjacent to Greenbank: opposite the BT phone box : on the corner of Back and Lane & Main Street on the corner property: opposite The Old Post Office. The Clerk wll chase county hall in this regard.

b) Notice of HDC meeting 3rd Dec 6-30pm Council Offices Adam & Eve Street ; Noted

c) Minutes of HDC meeting of the community Forum;Noted

d) Triangle Island Junction Beadswell & Bell Lanes. There have been a number of instances where a refuse collection vehicle has driven over the edge of the Island causing rutting. Attempts are being made to resolve the problem

e) Brick crushing Yard and early morning truck traffic . HDC have advised that there are mo restrictions to traffic.

  1. Items for the next Agenda a) Finalising the precept request

Date of next meeting Monday 4th March 8-00pm in the village in the Village Hall ( Planning Meetings 21st January 18th February if required).
