The compost sample shall be sent to an independent STA Program-approved lab. A complete list of laboratories can be found on the internet at or by contacting the U.S. Composting Council directly. The compost supplier will pay for the test. A copy of the approved independent STA Program laboratory test report shall be submitted to the Engineer prior to initial installation of the compost. Seven (7) working days prior to

installation, the Contractor shall submit a sample of each type of compost to be used on the project to the Engineer.



  1. Acceptable Compost -– The contractor shall submit the following information to the Engineer for approval:

  • A copy of an STA lab analysis report verifying that the material complies with Special Provision 01040.15(b)(2).

  • A Quality Compliance Certificate conforming to 00165.35 from the compost manufacturer that the material meets the requirements of Special Provision 01040.15(b).

  • A document verifying that the facility is permitted by DEQ.

  1. Compost Acceptance -– Compost not conforming to the above requirements, or taken from a source other than those tested and accepted, shall be immediately removed from the project and replaced at no cost to the Contracting Agency.



01040.17(e) Mycorrhizal Inoculates -– Add the following paragraph to this subsection:
Furnish an Endo/Ecto mycorrhizal inoculum product in a form suitable for mixing with water. The product shall have an OMRI Listed™ seal from the Organic Materials Review Institute and shall contain a minimum of the following:


  • Four (4) species of Endomycorrhizae fungi, including Glomus intraradices, G. mosseae, G. aggregatum, and G. etunicatum, for a minimum total of 100,000 propagules per pound.




  • Seven (7) species of Ectomycorrhizae fungi, including Rhizopogon villosullus, R. luteolus, R. amylopogon, R. fulvigleba, Pisolithus tinctorius, Scleroderma Cepa, and S. citrinum, for a minimum total of 110 million propagules per pound.

Each mycorrhizal inoculum shall carry a supplier’s guarantee of propagule numbers per unit weight. The product label shall include a certification for each species of Endo- and Ecto-mycorrhizal fungus and the certified propagule count of each species contained in the inoculum.


Add the following subsection:

01040.18 Fertilizer – Revise as followsAdd the following subsection:
(b) Plant Bags and Tablets – Replace with the following:
Biodegradable planting packets for fertilizing and browse protection. The packets shall be a minimum of 10 grams each and contain 18-9-9, analyzing 18% nitrogen (N), 9% available phosphoric acid (P2O5), and 9% soluble potash (K2O). Each packet shall also contain 9.55% sulfur (S), 1.20% magnesium (Mg), 0.15% Boron (B), and 0.02% copper (Cu). The nitrogen, phosphorus, potassium, magnesium and sulfur shall be coated to provide slow release. The packets shall be equal to, or an approved equivalent of, Continuem RTI Pak 18-9-9+9(S) by Reforestation Technologies International (RTI).

(c) Transplanting Fertilizer - Granular fertilizer 7-5-4, analyzing 7% nitrogen, 5% available phosphate, and 4% soluble potash.
01040.19 Plants – Revise as follows:
(a) Nomenclature -– Add the following:
All plants shall be tagged at the nursery and identified by botanical name, common name, and, if appropriate, cultivar/variety name. All tags shall be left on the plants until plant layout is approved by the Project Manager, prior to installation.

01040.19(b) Quality -– Replace the first paragraph of this subsection with the following:
Provide plants that are healthy, first-class representatives of their species or variety, free from disease and insect pests, with root growth that is well-developed and top growth that is free of disfiguring knots, sun scalds, bark abrasions, wind or frost injury or any other objectionable features or damage. In the first sentence of the first paragraph, replace "top growth that is well developed and free of" with "root growth that is well-developed and top growth that is free of".
Add the following to the third paragraph:
Evergreen plants, including coniferous and broadleaf, shall be well-foliated and of good color.

Add the following subsection:


0104019(i) Required Plant Material -– Furnish plant materials meeting the requirements in the Plant Materials Schedule in the Plans. Container plants grown at the nursery with supportive stakes, such as bamboo stakes, will be rejected.

(Use the following subsection .19(g) when a contract growing agreement is required.)
01040.19(g)  Contract Growing Plant Materials - Add the following sentence to the end of this subsection:
This project requires a contract growing agreement.



    01040.20 Mulch – Revise as follows:



(a) Bark Mulch -– Replace with the following:
Bark or wood chip mulch shall be derived from Douglas fir, pine, or hemlock tree species. It shall be ground so that a minimum of 95 percent of the material will pass through a 2-inch sieve and no more than 25 percent, by loose volume, will pass through a U.S. No. 4 sieve. The mulch shall be free of resin, tannin, non-bark debris, harmful bacteria, disease spores, pests, and other compounds in quantities that would be detrimental to plant life. Sawdust or wood shavings shall not be used as mulch.
Bark mulch material shall be aged to be “mature” rather than “fresh.” It shall have been aged for one to two years.

Add the following subsection:


01040.20(f) Compost Mulch -– Supply mMaterial meeting the criteria in Special Provision 01040.15(b) for Medium Compost.

(Use the following subsection .20(e) when the allowable size of wood chip mulch is to be listed in the Special Provisions. Obtain the allowable size range from the Designer.)
01040.20(e)  Wood Chip Mulch - Add the following to the end of this subsection:
Provide wood chip mulch in the following size range:

01040.22  Water - Add the following sentence to the end of this subsection:

01040.41 Planting Season (West of the Cascades) -– Replace the first sentence with the following:
Perform all plant installation work according to the following dates:


  • Container plants -– September 15 through March 1April 1

  • Bare root plants -– December 1 through February 1



01040.46 Soil Bio-Amendments -– Replace the sentence in the seventh bulleted item, for “Mycorrhizal inoculation”, with the following:
Apply mycorrhizal inoculum at the time of planting using one of the following methods:


  • Watering In: Mix mycorrhizal inoculum into water at a minimum rate of 2-1/2 tablespoons of inoculum per gallon of water or as otherwise recommended by the manufacturer. Mix well and keep agitated. At the time of plant installation, thoroughly dip plant root systems in the mix, or apply the mix as a soil drench. Ensure the mycorrhizal spores make direct or close contact with the roots.




  • Dry Application: Apply the inoculum directly to damp plant roots so that a small amount sticks to the roots, or sprinkle the inoculum into planting holes so that it makes direct or close contact with the roots. Use at the rate of 1-1/2 teaspoons inoculum per gallon of plant container size, or 1/2 ounce per inch of stem caliper size, or as otherwise recommended by the manufacturer.



01040.47 Fertilizers -– Revise this section as follows: Replace this section with the following:
01040.47 Fertilizers - Incorporate plant bags (planting packets) in each planting hole at the rate of two (2) packets per plant gallon size, or one (1) packet per one foot of plant height. Ensure packets are in direct contact with the roots and one (1) to two (2) inches below the soil surface, or as otherwise recommended by the manufacturer.

Add transplanting fertilizer according to Special Provision 01040.18(c). Apply evenly across the bottom of the planting hole, and incorporate into the soil at the bottom of the planting hole. Incorporate at the following rates or as otherwise recommended by the manufacturer:

01040.48(a)  Method "A" (Cultivated Planting Areas, Non-lawn) - In the paragraph that begins "Cultivate plant beds…", replace "2 inches" with "12 inches in the first sentence and replace "52 inches" with "2 inches" in the second sentence.Replace the first paragraph with the following:
Cultivate planting areas as identified in the Plans to a depth of 12 inches. Thoroughly mix 4 inches of soil conditioner into the top 12 inches of planting areas. Soil conditioner shall be Medium Compost according to Special Provision 01040.15(b).

(Use the following subsection .49 to include minimum watering frequencies for trees and shrubs. Obtain information from the Designer. Delete what does not apply.)
01040.49  General Planting - Add the following to the end of this subsection:
The following watering frequencies are required:


  • Deciduous trees that are 1 1/2 inch and larger, water at a frequency of _______ .

  • Conifer trees that are over 4 feet tall, water at a frequency of ______ .

  • All shrubs, water at a frequency of _______ .


01040.49 General Planting -– Revise as follows:
Add the following to the first bulleted paragraph:
Stake the locations for all trees and shrubs and the perimeter of the general planting area. Stake locations for approval by the Project Manager prior to plant installation. Notify the Project Manager at least seven (7) days prior to staking.

Replace the fourth bulleted paragraph with the following:




  • Do not plant during unsuitable weather or soil conditions as determined by the Project Manager. Such conditions include but are not limited to, freezing weather, frozen soil, saturated soil, standing water, high winds, and heavy rains. If standing water is present within a plant pit, notify the Project Manager prior to planting to determine what corrective measures are required. Perform corrective measures on an Extra Work basis according to Section 00196.

Replace the fifth bulleted paragraph with the following:




  • Excavate plant pits as shown in the Planting Details.

In the eighth bulleted paragraph which begins, “Place the backfill…,” replace the first two sentences with the following:


Place the backfill. Apply or incorporate mycorrhizal inoculum according to Special Provision 01040.46 and planting packetstransplanting fertilizer according to Special Provision 01040.47. Saturate backfill completely after placing to eliminate air pockets and minimize settlement of the backfill. Place bark mulch as shown in the PlansPlanting Details.

Add the following bulleted items:




  • Plant material shall not be removed from their containers or root ball wrapping materials until the time of planting, at the planting location. The root systems shall be moist, prior to removal from the containers or wrapping, at the time of planting, and shall be loosened prior to planting.




  • Scarify and loosen outer roots on all container plant material.




  • Saturate the root systems and encasing soil of all plant material by soaking in water. Saturate after removing them from their containers or root ball wrapping, and just prior to installation. Take care to leave the root ball as intact as possible.




  • Spread root systems of bare root plants and container stock as necessary to keep plants from being root bound after planting.



01040.53(a) Ornamental Plant Bed Areas - In the second sentence of the second paragraph, replace "2 inches" of mulch with "3 inches" of mulch.
01040.53(b) Non-Ornamental Plant Bed Areas – Replace this section with the following:
Apply compost mulch after beds are made free of weeds and debris, the surface is brought to a smooth finished grade, and all planting work is complete. Uniformly apply compost mulch to planted areas to a nominal depth of 3 inches. Apply compost mulch so that it presents a smooth and even appearance as approved by the Agency (raking may be required).
Apply a bark mulch ring around each planted tree and shrub. Apply to a uniform depth of 3 inches and to a diameter as shown in the Plans.
Keep compost and bark mulches off the trunks, stems, and branches of all trees and shrubs. Uncover all plants covered by mulch materials as soon as possible and leave the site in a neat, clean and finished appearance. After planting, evenly spread excess soil and rake compost and bark mulches back into place.
Replace compost and bark mulches that are displaced or blown away, and correct to the specified depth any compost and bark mulches placed to a greater than specified depth, at no additional cost to the Agency.

01040.55(j) Trunk Wraps -– Delete this section.

01040.71 Plant Care and Success Criteria -– Revise as follows:
Replace the first bulleted point with the following:


  • Watering properly and sufficiently to ensure healthy plants and promote growth.

Add the following bulleted point:




  • Keeping plant material crowns, runners, and branches free of mulch at all times.
