In this chapter three main communication platforms, to be used during the entire process of data specification development, are explained.

CIRCA is an extranet tool, developed under the European Commission IDA programme, and tuned towards Public Administrations needs. It enables a given community (e.g. committee, working group, project group etc.) geographically spread across Europe (and beyond) to maintain a private space on the Internet where they can share information, documents, participate in discussion forums and various other functionalities.
The Circa interest group “INSPIRE Implementing Rules Development” is already established as a communication tool for INSPIRE Implementing Rules Development. In addition, to support the work of TWGs, each TWG will have own workspace inside this group (Library > Top/Drafting Team Folders/Data Specifications/Thematic Working Groups) and the access to other workspaces important for their work. The access to CIRCA workspaces is restricted. TWG members will be provided with the login and password in the coming days.

JIRA
JIRA is the tool for issue and project tracking system, which in case of INSPIRE Annex II+III development process will be used for the following activities:

Discuss theme specific issues

Discuss cross-theme issues

Discuss, assign and resolve comments received via consultations and testing
JIRA allows raising the issues, discussions, proposing solutions and resolving the issue. It also allows assigning issues to different users, and tracking an issue’s status (e.g. open, resolved, closed, etc.). The visibility both of complete issues and of single comments can be restricted to certain subgroups (e.g. to one TWG). This allows private discussions on an issue.
In order to use JIRA, users have to be registered. Login details will be provided with the editors and facilitators. Other TWG members can register themselves. The assignment to groups and assignment of permissions will be done by JRC.

INSPIRE Forum
Represents discussion platform for all INSPIRE stakeholders, where can be created specific interest groups discussing the INSPIRE related topics.
INSPIRE TWGs Forum Groups
To support the widest involvement of the stakeholders community from the early beginning of the Annex II+III data specification process the JRC INSPIRE team will set up a theme specific discussion group for each of 19 TWG. Each Group will also contain, as a group webpage, the theme description taken from the D2.3 framework document.
It is foreseen that each TWGs will receive the URL to their TWG Specific INSPIRE Forum group.
This discussion platform(s) can provide for instance important source of user requirements or other issues to be considered during the development process. It is also foreseen that this open platform can be used for helping the TWGs to scope their data specification work. TWGs members as well as any other interested persons are welcome to join this group to see and actively contribute to the discussions within their theme.
Each INSPIRE Forum Group will be maintained by a TWG facilitator or a nominated person, who will be able to structure the Group forum according to the TWG needs. All the final public documents created by the TWGs (e.g. Version 2 of the data specification) should be available in the relevant TWG Forum Groups.
If, a discussed issue has a cross-theme character then the issue should be registered in JIRA by the facilitator (or nominated person) of the TWG.
Coding the INSPIRE Themes and TWGs
The following two tables contains the Codes used across the data specification development process to uniquely identify the INSPIRE themes. Combination of those codes has to be used also in the identification of the TWGs dealing with the more than one theme.
