INSPIRE Registry


The INSPIRE Registry is used for the development of the INSPIRE data specifications by the INSPIRE Drafting Teams, Thematic Working Groups for data specifications, for the testing of the draft data specifications and other participants in the consultation process. As such, the Registry does not represent a final consolidated version and the content, functionality and access are subject to change to capture the development of the INSPIRE data specifications for themes of Annex II & III. INSPIRE registry is an essential component of the INSPIRE architecture.
Currently the INSPIRE registry contains the following registers:

  • INSPIRE Glossary

  • INSPIRE Feature Concept Dictionary

These registers are part of the ongoing process of the INSPIRE Implementing Rules development and built upon the data specification development framework requirements and recommendations. The main goals of the current registers are:



  • To start building the INSPIRE Glossary and the INSPIRE Feature Concept Dictionary with the currently available information, and;

  • To allow their immediate use in the INSPIRE data specifications development and implementation.

INSPIRE Glossary

The INSPIRE Glossary contains general terms and definitions, building the common terminology used in the scope of INSPIRE. Nevertheless, that the main focus of the INSPIRE Glossary is to support the data specifications development, it has soon become more open to include also the terminology specified in the technical documents supporting all INSPIRE components (metadata, network services, data and service sharing, monitoring and reporting) and in the legal acts related to INSPIRE (INSPIRE Directive, Metadata Regulation, etc.).


The glossary supports the use of a consistent language in different documents when referring to the terms.

INSPIRE Feature Concept Dictionary


The INSPIRE feature concept dictionary acts as a common feature concept dictionary for all INSPIRE data specifications. It contains terms and definitions required for specifying thematic spatial object types (feature types) and its main role is in particular to support and facilitate the cross-theme harmonisation of concepts. The INSPIRE feature concept dictionary includes the spatial object types defined in the consolidated UML models.

  1. Reference material


Updated list of reference material with the classification with regard to the INSPIRE spatial data themes can be found on:

TWGs shall have access to the reference material for the purpose of INSPIRE data specifications development.

  1. Outcome of the Annex II+III User Requirements Survey


The aim of this survey (URS) is to collect in a structured manner information related to user requirements that are relevant for the development of the specifications for the spatial data themes that are part of Annex II and Annex III of the INSPIRE Directive. Based on the experiences gained from the previous URS, the focus of the current survey has been modified in order to collect more descriptions of the processes and their steps that are necessary for achieving tasks addressing environmental issues within the scope of the INSPIRE Annex II & III spatial data themes. It is expected that the information obtained from this survey will provide the TWGs with detailed requirements, obtained from the descriptions of processes, on the data themes described in report D2.3 Definition of Annex Themes and Scope. The URS is currently opened for a submission with the deadline of 30 April 2010. Those answers supplied by the 30 April 2010, will be collected and used as a valuable input for TWGs working on INSPIRE Annex II+III themes. The answers submitted after 30 April 2010 will be used when TWGs consider them relevant and for cross-theme relationships.

URS contains 16 questions from which first ten are mandatory.

It is foreseen that each TWGs will have an on-line accesses to the results of the survey for the analyses. The link will be prepared and communicated to the TWGs.



  1. ISO standards


D2.5 Generic Conceptual Model foresees the use of standards in the area of geographic information for the data specifications development. The ISO 19100 family of standards in the field of digital geographic information serves as an important background. JRC has put in place a specific arrangement with ISO TC 211 secretariat to provide access to the standards necessary for specification development. TWG members should send request to Katalin Tóth using the template uploaded on Circa:

The requests will be forwarded on regular basis. Individual user names and passwords will be sent by the TC 211 Secretariat individually by email.

  1. UML Modeling and UML Repository (Tool Overview)


Enterprise Architect (EA) from Sparx Systems (http://www.sparxsystems.com/products/ea/index.html) has been chosen as the tool for UML modelling, including the consolidated UML model. Required licenses will be provided to the Editors of the TWGs and to the identified TWGs members in conditions to help with the editing.
In order to avoid problems occurring due to different versions, we recommend that all TWG members use the same version 7.5 (build 844). An EA 7.5 installation file for this version is available on CIRCA:

It is important for the development of consistent UML models to have a common repository, where common data types can be shared among the TWGs and allows for a central storage for all models. A version control repository has been chosen, which allows editors to be able to check in and check out changes from the repository. The models are stored with their complete version history allowing the comparison of different versions as well as the retrieval of previous versions.

As a version control technology, Subversion (SVN, http://subversion.tigris.org/) has been chosen. To access the common repository from EA, an SVN command line tool is required. We recommend using the CollabNet SVN client, which is available on CIRCA:

Access to the UML repository is protected:



  • Editors (and selected TWG members upon request) will have read and write access

  • Facilitators will have read access

Login details will be provided to the editors and facilitators (and selected TWG members on request). The password can be changed at https://inspire-twg.jrc.ec.europa.eu/voilaSVN/ by choosing any repository (e.g. "DS_TWG") in the login dialog and selecting the "Administration" tab on the left.
JRC will give a training session on UML repository during the second day of Kick-Off meeting on 20.04.2010 for the editors (and interested facilitators) in order to set up work procedures and required user groups and roles for UML models and repository and on working with the repository.
