Draft Renewal Operating Permit
Dear Mr. Douglass:
The Department of Environmental Protection ("MassDEP") has determined that the Renewal Operating Permit application for the Essential Power Massachusetts, LLC – West Springfield Station facility located in Agawam, Massa­chu­setts is adminis­tratively and technical­ly complete and hereby issues the enclosed Draft Renewal Operat­ing Permit for the subject facility.
This Draft Renewal Operating Permit is being issued in accordance with 310 CMR 7.00 - APPENDIX C of the Air Pollution Control Regulations ("the Regulations"), as adopted pursuant to M.G.L. c. 111, §§ 142 A through E inclusive.
Public notice of this Draft Renewal Operating Permit shall be published by MassDEP in accordance with the requirements of 310 CMR 7.00: Appendix C in the Union News/Sunday Republican by March 12, 2014. As such, the public comment period shall end on April 11, 2014. During that period, a public hearing may be request­ed pursuant to 310 CMR 7.00: Appendix C(6)(f). You shall be notified under a separate letter if a public hearing has been requested.
Please review the entire Draft Renewal Operating Permit carefully. It lists the applicable Federal and State Air Pollution Control Requirements and what is required of the facility in order for it to be considered in compliance with such applicable requirements. It also includes requirements that were promulgated or approved by the United States Environmental Protection Agency through rule making at the time of issuance but have future effective compliance dates.

Notice is hereby given that the Department of Environmental Protec­tion,(“MassDEP”) acting in accordance with the provisions of M.G.L. chapter 111, Section 142A through 142E, will offer for public comment the follow­ing draft renewal Operating Permit issued pursuant to 310 CMR 7.00: Appendix C.
The draft renewal Operating Permit for Essential Power Massachusetts, LLC is being issued in accor­dance with 310 CMR 7.00: Appendix C(6). The purpose of the draft renewal Operating Permit is to codify all of the facility's appli­cable requirements under the state and federal Clean Air Act, including monitoring, record keeping requirements and emission limitations, into a renew­able Operating Permit. This action is required by the U.S. Environ­mental Protection Agency as stated in its final rule approving the Department's Operating Permit program (Federal Register Vol. 61, No. 95 Wednesday May 15, 1996).

The public comment period will extend until April 11, 2014. Under the provisions of M.G.L. Chapter 30A and 310 CMR 7.00: Appendix C(6)(f), a public hearing may be requested by any person by submit­ting a written request to the Regional Office, stating the nature of the issues to be raised at a public hearing. Based on the written request, MassDEP will determine if a public hearing will be held and a 30 day written notice will be given. The dura­tion of the public comment period shall automatically extend to the close of the public hearing as provided for at 310 CMR 7.00: Appendix C(6)(g).
Comments may be presented in writing until 5:00 PM on April 11, 2014. Please submit three copies of any written testimony. Written testimo­ny shall be submitted to:
