63. No extra payment will be made to the executing agency for excess consumption of material beyond the norms.

64. CHANGES IN COST OF BITUMEN


Clause 1

Increase or

Decrease of cost

These shall be added to or deducted from the contract price such sum in respect of rise or fall in the cost of bitumen affecting the cost of the execution of work as may be determined by the Engineer-in-charge

Clause 2

Base and current Prices

The base cost price shall be those taken in the analysis of rates . Current prices shall be those mentioned in the actual invoice of bitumen to be produced by the contractors during the period to which a running bill is related.

Clause 3

Price Adjustment (A)

The price adjustment shall be the amount payable to the contractor valued at base cost price and current price in the running bill prepared by the Engineer pursuant to clause-1 here in respect of rise or fall in the cost of bitumen.




(B)

To the extent of compensation to cover the contingency for rise or fall of cost of bitumen to be consumed in bulk quantity or otherwise mentioned in the tender document.




( C )

The price adjustment shall be the evaluated for the relevant rate of each running bill approved by the Engineer pursuant to clause-1 using the weight age related to the current and base cost price.

Clause 4

Adjustable

The adjustment amount shall be the difference between the amount due to the contractor in pursuant to clause-1 and the amount in respect to bitumen in the running bill.

Clause 5

Limit of price adjustment

Provided that in determining price adjustment of bitumen in accordance with aforesaid clauses No account will be taken of any amount by which any cost incurred by the contractor has been increased by default or negligence of the contractor.

ANNEXURE – E
All the material like Bitumen, Cement, steel and Hum pipes etc. are to be arranged by agency himself and payment for these items are based on documentary evidence in the shape of invoices from the approved agencies as per chart given below :-
MATERIAL BRAND CHART
1. Cement : OPC 43 grade conforming to IS 8112: or PPC confirming

IS: 1489 (part-1) such as Ambuja, ACC, Vikram, K,Luxmi,

Binani etc.with the approval of the concerned Engineer

in-charge.
2. Steel : Fe 415 grade CTD or TMT bars conforming to IS 1786

Such as Tata ,sale,Tisco,Rashtrya Ispat Nigam etc. with

the approval of the Engineer-in-charge
3. Structural steel: Structural steel such as angle section T-section , I ection ,

channel and steel plate shall be conforming to 1S:226
4. Bitumen: VG-10/VG-30 Bitumen from IOC/HPCL/BPCL conforming

to IRC -73-2006
5. Hume Pipes: NP3 with ISI mark with the approval of the Engineer-in-charge.
6. Any other item. All other materials required for the construction shall

conform to Punjab PWD Specifications or latest ISI

specifications depending upon the product. The decision

of the Engineer-in-charge shall be final.

7. Rs.----------- per M.T have been taken as supply rate for bitumen grade VG-

10/VG-30(as applicable) in the analysis of the rates .
Note:


  1. The department will be at liberty to take samples from such material and get tested from an approved laboratory at the cost contractor and the material shall be allowed to be consumed only , if these conducted tests are in order.




  1. As all the material are to be arranged by the contractor , the relevant clause in the agreement /DNIT relating to stores to be issued by department will not be applicable.

3) The test report of material supplied by the contractor/agency will be provided before its use.

4) Instruction issued from Chief Engineer PB PWD. ( B&R ) Patiala vide Memo No. 2816-28/RI dt. 30/7/04 will be followed strictly.
