  • Current budget plan (if not enclosed for point 2.).

    6. FINANCES, EQUIPMENT AND FACILITIES

6.1. The particularity of the budget

Institute of Oceanography and Fisheries is a scientific institution, largely funded through the Ministry of Science, Education and Sports (hereinafter referred to as the MSES) of the Republic of Croatia. Besides salaries of scientists, the MSES has funded many of the material costs of the Institute, and through contracted research projects MSES also finances the fundamental scientific activities of the Institute.

In addition to this funding, the Institute a part of its revenue realizes through international projects (bilateral, INTERREG, FP5, FP6 and FP7, PHARE, COAST, MEDPOL, FAO ADRIAMED, IPA), and through contractual projects related to the development of Environmental Impact Study and implementation of monitoring programs in the field of marine environmental assessment and protection of fish stocks.

In addition to salaries, most of the costs associated with the Institute belong to a field Research, which is regularly carried out, since the majority of research in oceanography, as well as in fisheries, is based on regular data collection and analysis of the long-term data series. A large portion of the funds, especially during the last few years has been invested in the construction and equipping of a new research ship, new research equipment, maintenance of buildings and adapting the space lab and a complete reconstruction of the experimental aquarium. In 2003 from the additional revenue Institute bought and equipped a quick exploratory boat. A significant part of the Institute's expenses are related to the purchase of various chemicals and consumables, but also heavily invests in training of the Institute staff through the funding of participation in international scientific courses and workshops, and international and national scientific meetings. The Institute also largely financed the purchase of scientific journals as well as the printing of its own scientific journal Acta Adriatica (78 years of continuous publishing). Although AA is the one of the best Croatian scientific journals (11th position on the rank list, IF 4.689) gets very little financial support from the MSES. From its own funds the Institute provides salary for 20 to 25 professional staff (number of associates depends on the number of projects), which due to increased workload Institute employs on contract projects.

This year, due to the recession, the Institute has reduced procurement of supplies, as well as the number of field researches, and the volume of research. For the same reason, the IOF has reduced the number of visits of its scientists to international meetings.

6.2. Equipment, facilities and work materials

The Institute owns the land and working space that includes the main building, auxiliary building and storage area (attached). The main building of the Institute was built in the thirties of last century, while the auxiliary buildings built in the early eighties. Although the Institute was built with purpose, during the eighty years of existence has changed the way of work, and consequently the need for working space, which required purposing of some space. Therefore, a big part of working room has been renovated in the laboratory space; a showroom aquarium is transformed into an experimental aquarium. Although today the Institute's premises are suitable for work, yet we feel the need for additional laboratory space and especially the lack of storage space. Specific oceanographic equipment is extremely voluminous, and also very expensive, therefore for are its storage are essential indoor storage areas, which the Institute lacks.
According to owned research equipment the Institute is relatively well equipped, since it has relatively new and modern research equipment:
