COMMENTS ON THIS BALANCE

We give here-below some information regarding the most important differences existing between the budget and the real incomes and expenses:


C.O.M. Income
Rates: + NLG 4.000,00 resulting from payments received for 2001; NLG 800,00 overdue.

Already received NLG 2.000,00 for 2002.

Interests: + NLG 1.800,00. The deposit outstanding balance is NLG 15.000,00 and a slightly higher interest was credited in the beginning of the year.

The other incomes are according to the budget.


C.O.M. Expenses
Board of Directors meeting at the World Show in Santa Maria da Feira: - NLG 1.000,00.

Board of Directors meeting at Ypres in August: + NLG 1.600,00 due to higher travelling costs.

Presidency and Secretary: - NLG 4.500,00 thanks to lower expected expenses.

Other directors: - NLG 1.500,00.

“Les Nouvelles”: + NLG 800,00 due to an increase on postage.

Purchasing and various: - NLG 1.500,00.


O.M.J. Income
Rates: + NLG 800,00 already received for 2002.

“Standards” sold: - NLG 875,00. A good quantity of these manuals is no more in stock.


O.M.J. Expenses
Expenses: - NLG 4.000,00.

Executive Committee meeting at the World Show in Santa Maria da Feira: - NLG 1.800,00.

Secretary and other members: - NLG 1.000,00.

Purchasing and various: - NLG 1.300,00.

This is the last financial report made in Dutch guilders. The Congress decided that from now on all payments to C.O.M. or O.M.J. should be done in Euro currency (see “The C.O.M. News” nr. 106).
I thank you cordially for your co-operation during last year and I hope everything is developed in the same way along 2002, especially because we are just commemorating the 50th anniversary of the C.O.M.

REPORT FROM C.O.M.P.E. - WORLD ORNITHOLOGICAL COMMISSION

FOR THE PROTECTION OF SPECIES,

AT THE C.O.M. STATUTORY CONGRESS IN YPRES / IEPER (BELGIUM)

ON THE 26TH JANUARY 2002

Mr. President,

Ladies and Gentlemen,

The task I had set myself for my second year as responsible person for the C.O.M.P.E., was to collect in one volume the summary of the various legislation with regard to the native fauna of the C.O.M. member countries. This brochure is now finished and it will be available to the concerning responsible people of the affiliated countries. It will be duly complemented according to the evolution of the coming legislation.


A renewed and adapted list of birds covered by the CITES legislation is finished too. This booklet is also available for the member countries.
Required information to recognise the official bird rings of the C.O.M. member countries was given to Great Britain.
At request of some C.O.M. affiliated national federations, I have examined the new draft texts about the protection of birds in the Walloon region in Belgium and I have provided them with the necessary advice.
The C.O.M.-Italy received the required information to the obligations regarding the Red Siskin (Carduelis cucullata) in the C.O.M. member countries.
I hope the C.O.M. member countries will appeal more to the services offered by C.O.M. via C.O.M.P.E. in the future.

REPORT FROM C.R.O. – ORNITHOLOGICAL RESEARCH COMMISSION,

AT THE STATUTORY CONGRESS IN YPRES / IEPER (BELGIUM)

ON THE 26TH JANUARY 2002

“Aviculture” definition: leisure of cultural nature presenting at the same time esthetical, sportive, scientific and thus also educational aspects.


Its scientific aspect increases rapidly as one may notice everywhere in the world, in the breeders’ environment and in the scientific environment concerning Aviculture, as well as in the protectionist environment.

2. Observations of behaviour of the Amaranth and the Vinegar Tail Astrild, by Alamanno Capecchi (C.R.O. Italy).

3. The acromelanisation of the Laughing Dove with the co-operation of C.R.O. members (text composed by Louis Gonnissen).

4. Carduelis carduelis (Louis Gonnissen).



  1. Domestication as a secular right (Louis Gonnissen).

For health reasons, I retired myself from the office of C.R.O. responsible, but I would like to remain as C.R.O. member, since, amongst the other Belgian members, I am the only one of Dutch Flemish) expression.

I thank you all for the trust you had in me and I hope the Ornithological Research Commission may put ever more in evidence the scientific aspect of Aviculture.

SPEECH OF GOOD-BYE TO LOUIS GONNISSEN, C.R.O. RESPONSIBLE,

AT THE C.O.M. STATUTORY CONGRESS ON THE 26TH JANUARY 2002
Today, we have to part from a very meritorious person who has accomplished a considerable work in the C.O.M. (World Ornithological Confederation):
Mr. LOUIS GONNISSEN

Responsible for C.R.O. (Ornithological Research Commission)

Since January 2000 and during a period of two years, Louis Gonnissen has assumed the final responsibility for the activities and management of the Ornithological Research Commission.

Under his leading, he has contributed to the important place that C.R.O. occupies in the midst of our ornithological organisation.

For health reasons, he retires himself from his former responsibilities, but he wishes to stay as C.R.O. member, and we are quite sure that we will may always appeal to his help and support.

Dear Louis, a cordial thank you for everything!


During the Congress of Ypres in August 2001, the C.O.M. Board of Directors has unanimously decided to combine, at the moment, the offices of responsible for C.O.M.P.E. and C.R.O.

Mr. Gaston Van Limbergen (Belgium) was then appointed to fulfil such a task.


In our Organisation’s name, I offer to you, dear Louis, a lasting souvenir to demonstrate our gratitude.

O.M.J. PRESIDENT’S SPEECH

AT THE O.M.J. CONGRESS HELD IN YPRES / IEPER (BELGIUM)

ON THE 18TH JANUARY 2002

General President, Ladies and Gentlemen, dear Congressmen, dear Friends,


I thank you very much for your presence, I hope you have had an excellent trip and I welcome you to Ypres for this 50th World Show.

One year went by after the World Championship of Santa Maria da Feira (Portugal), during which several of our friends unfortunately left us forever. In memory of them, you are asked to guard a moment of meditation.


You have certainly noticed a reduction in the number of O.M.J. judges appointed to judge the present Show, as a result of the changes introduced in the organisation of the World Championships. We recognise this new system may worry some of you when imagining a lower possibility of being chosen to judge at other World Championships, owing to an existing good quantity of OM.J. judges.

Be calm. If we are calling now less judges, on the other hand the alterations introduced in the International Shows begin to fructify, and the quantity of such events is increasing a lot. Last year we had 13 international exhibitions and much more are foreseen during the coming years.

The request of judges will go up, permitting a fair rotation and the possibility of everyone to judge at international level.

In May 2001, we had an experts’ meeting for “European Fauna” and “Hybrids”, in Palaiseau (near by Paris). This was an important meeting, as we established the “standards” of the new mutations lately found. Considering that they have been exhibited and judged along the past years, the situation is finally regulated to enter in force from this World Show in Ypres. I thank all the experts having participated so enterprisingly in that meeting, and especially Karl Fauconnier for his technical and practical contribution, which allowed the recent execution of the Standard’s manuals in three languages (French, Italian, Dutch), other translations being in progress.

I am grateful to Gino Cortese, O.M.J. responsible for the sections G and H, for the work he did during such a meeting. I also thank F.O.I. and its President for their help to the publication of the “Standards”, already available.
In next April, another important meeting of experts on the sections J, K, L, M and N will take place, to re-arrange the concerning classes and define various “standards”. The member countries will be informed as soon as the exact place and date of this meeting are scheduled.

Regarding the updating of the section F, we have enquired the countries that attended the experts’ meeting of May 2000, and we are now in conditions to publish the arrangement of classes in this section. We will do it in “Les Nouvelles de la C.O.M. (“The C.O.M. News”) of March 2002, to be taken in account already during the World Championship of Amiens (France) in 2003.


The new versions of the manuals of “Standards” for “Type Canaries”, “Harz Canaries” and “European Fauna” have just been published, as well as a document for the recognised and authorised Hybrids.

As far as the “Coloured Canaries” are concerned, we faced new difficulties with translations, not enabling us to publish this manual before the end of February 2002.


Before finishing, I wish to thank our General President, the C.O.M.-B.D. members in general and too particularly my O.M.J.-E.C. colleagues, for the support I got from them in the course of last year.

Previously, I thank you for the work you will perform during these next judging days.

O.M.J. SECRETARY’S REPORT

AT THE O.M.J. CONGRESS HELD IN YPRES / IEPER (BELGIUM)

ON THE 18TH JANUARY 2002

General President of the C.O.M.,

Ladies and Gentlemen, dear friends,
Just like last year, general information concerning the O.M.J. activities was reported by the O.M.J. President in his annual speech. So, I will simply relate my own work.
Management of the O.M.J. judges

Complete and updated lists of the O.M.J. judges, with adequate data, are available to the C.O.M. Board of Directors and to be spread via Internet.

During next March/April, each member country will receive the list of its O.M.J. judges, to check it and introduce any eventual amendment, having to send it back to the O.M.J. Secretary until the 1st May 2002. The total number of judges therein enrolled will fix the amount of the concerning O.M.J. rates for 2002, which has to be paid afterwards.
Examinations of O.M.J. judge candidates

In 2001, no country assumed the organisation of examinations for O.M.J. judge candidates.


International Shows

During 2001, 13 international exhibitions have been held under C.O.M. patronage.

As no problem was noticed, we can congratulate, with satisfaction, the concerning organising Societies.
Presence’s list at the O.M.J. Congress

In this Congress, we will list the present people. The appointed judges to judge the World Championship must obligatorily attend this Congress, and the non-fulfilment of such a duty, without a valid reason, is liable to regrettable consequences.


After this résumé, I wish now to call your particular attention to a matter mainly involving judges and breeders of Type Canaries. Further to what was informed last year regarding the concerning “Standards” publication, I have to let you know how things have been developed:

The new O.M.J. “Standards” manual for Type Canaries is ready. It has been a long task, accomplished with the help of some friends: Juan Moll Camps, Desio Toggnarini, Rui Viveiros, Hans ClaeBen and Ernesto Gracia, who have translated it into their national languages.

I also thank all the people and federations that have facilitated several sketches and pictures.

This manual of “Standards”, made according to the descriptions by experts from the breeds’ origin countries, is updated and should be considered as a world-wide O.M.J. official norm.

It contains drawings of each breed in natural size, as well as the description of the 24 different breeds, item by item, in twice four languages:


  1. French, German, English and Dutch

  2. French, Italian, Spanish and Portuguese

It is also illustrated with some good coloured photos.


This is a needful document for every O.M.J. judge of the section “E”, at the fair price of 12,50 Euro.
To avoid additional postage fees, the “Standards” booklet can be delivered in quantity to the delegates or conveyers of the member countries attending this World Championship of Ypres/Ieper 2002. Their invoicing will remain up to the C.O.M. General Treasurer, Mr. Wim Mulder.

ANNEX Nr. 11 March 2002
DISQUALIFICATION LIST OF THE “WORLD CHAMPIONSHIP 2002” (YPRES, BELGIUM)
A serious disqualification was verified in this World Show 2002, in Ypres (Belgium):

All the birds of Mr. H. ZOCHER (Germany) in the Section G1-9 and G1-10 were wearing widen rings.

So, disciplinary proceedings will be instituted.

Mr. H. Zocher will be convened by the O.M.J.-E.C. and he will may present his defence in August 2002 in Amiens (France).

CONTROLLING COMMISSION’S REPORT OF THE “WORLD CHAMPIONSHIP 2002” (YPRES)
Caging of the birds

The area reserved to the birds’ admittance was very ample. The foreign escorts and the assistant-personnel appointed by the Organising Committee were really competent. The caging was developed rapidly and perfectly.


Judgements

This delicate phase was well performed with a very good understanding amongst judges, chiefs of section and cages’ conveyers.


Rings control

The rings’ control was done correctly and in a continuous way, without any registered delay.


Exhibition halls

The halls were rather ample with wide alleys permitting a good circulation to the visitors.


Assistant-personnel

All Organisation staff was competent and efficient. We may congratulate the computing team for his professionalism and performance.


Removal of the birds

The removal of the Belgian birds was perfectly accomplished, although calmly thanks to an organisation quite in place.

The removal of the foreign birds started Monday morning in the best conditions.
Catalogue

Was made and entered within the foreseen schedule.


Prize giving

The Gala dinner was really the “sore black point”, as many foreign bird fanciers that had paid their tickets to attend this ceremony could not enter or get a place there, because of an irresponsible organisation’s overbooking.

It was regrettable!
Conclusion

This 50th World Bird Show has been well performed and well succeeded, we may say. “Bravo” to its organisers!
