This year, the World Show of the Southern Hemisphere will take place during the second week of July 2002 in Brazil. The program of this 39th World Championship – S.H. in Cascavel (PR), to be held from 9th to 14th July 2002, is the following:

9th and 10th July : admittance of the birds;

11th and 12th July : judging of exhibits;

13th and 14th July : open to the public from 09.00am to 05.30pm;

15th July : removal of the birds.

  • Below, a résumé of the regulations governing the distribution of duties of the C.O.M. Board of Directors:

  • Please find at the hereto attached Annex nr. 1 the up-to-date list of all National C.O.M.s or equivalent entities which are members of the C.O.M.. They are always asked to let us know in due course every eventual individual rectification to be introduced in this general information, and we thank them in advance. We also insist so that in future all changes of address, telephone, fax and/or e-mail be notified, without delay, to our General Secretary with a copy to our General President.




  • The C.O.M. is holding a stock of its banner (flag) (1,75 x 1,75 m) available to the National C.O.M.s or other equivalent entities, at an unit price of EURO 73,00 plus postage (EURO 5,50 to Europe, or EURO 8,50 to non-European countries). Orders should be sent to the General Treasurer and paid through a bank transfer to the C.O.M. account (see page 1).




  • Countries, Associations, Clubs, etc. inviting and/or requesting the presence of members of the C.O.M./B.D. and/or O.M.J./E.C. and/or C.O.M.P.E. and/or C.R.O. in their bird exhibitions, meetings, briefings, etc., are obliged to cover all travelling and stay expenses of those invitees. If the invited person(s) takes the decision to travel by aircraft, the ticket out and home will be paid in full by the inviter. Whatever is the case, the trip cost has to be setlled in advance by the previous sending of either the required ticket(s) or an international cheque covering all expenses.




  • Every purpose to put the name(s) of any member(s) of the C.O.M./B.D. and/or O.M.J./E.C. and/or C.O.M.P.E. and/or C.R.O. in Commissions or Committees of Honour of such events has to be object of a written request through the respective National C.O.M. or equivalent entity. A copy of that letter should be sent to the C.O.M. General President.




  • Interested individuals or entities may subscribe «  Les Nouvelles de la C.O.M. »  (published twice a year, in French language) by transferring the amount of EURO 15,00 from Europe (postage included) or EURO 20,00 from non-European countries (postage included) to the bank account of C.O.M. (see page one), with the mention “Nouvelles subscription”

  • The C.O.M. Statutes, the Internal Regulations, the Specifications (with the proceeding norms for the organisation of a World Championship) and the Regulations to C.O.M. Shows and Competitions (existing only in French language) are available for a total price of EURO 10,00 (postage included).




  • The O.M.J. Internal Regulations, Information-Instructions to the O.M.J. judges, Controlling Commission’s Proceedings, Examinations of O.M.J. judge candidates, Technical Information (existing only in French language) are available for a total price of EURO 10,00 (postage included).




  • A « Document-Synthèse » (« Synthesis Document ») of 171 pages, written in French by Mr. J. Faivre, the former C.O.M.P.E. responsible, has been published by C.O.M.. This manual explains what C.O.M. is and what it does for the Ornithology; it also shows in particular what represents the activity of bird domestication and reproduction by fanciers. This excellent work can be bought by transferring, per copy, an amount of EURO 25,00 from Europe (postage included), or EURO 28,50 from non-European countries (postage included) to the bank account of C.O.M. (see page 1), mentioning « Document-Synthèse subscription ».




  • The Information Bulletins published by the C.R.O. about the « Half-Siders », the «Melanine », the « Carduelines » and the «Agapornis » are available for a price of EURO 10,50 per copy to Europe (postage included) or EURO 12,50 to non-European countries, amount to be transferred to the C.O.M. bank account (see page 1), with the mention «Bulletins Half-Siders, etc.».

IMPORTANT

In order to avoid high bank fees for cheques drawn in US$, the General Treasurer demands every payment (including membership rates) through a bank transfer FREE OF CHARGE to the credit of C.O.M.


  • C.O.M. rules to be followed for the recognition of « International » bird shows or championships :

Every Club, Association or Federation wanting to obtain from the C.O.M. the recognition as « International » to a bird exhibition or championship, must put a formal petition via its National C.O.M. or equivalent entity. This application, in case of approval, will be sent to the C.O.M. General President. Under such an agreement, the National C.O.M. or equivalent entity takes the responsibility not only for the event scheduled dates but also, addable to the required foreign judges, for the appointment of the necessary O.M.J. national judges.

Every petition must be in C.O.M. possession at the longest until the 31st December of the year preceding the concerning exhibition. Furthermore, this application should state the exact duration dates of the exhibition.

The petition also has to include the payment of EURO 350,00 to the C.O.M. General Treasurer, as a contract amount owed to the C.O.M. by the concerning Club or Association.

All applications will be mentioned at the C.O.M. Statutory Congress of January and will be published in « Les Nouvelles » (« The C.O.M. News ») of March and September.
During the judging period of the championship, a member of the O.M.J. Executive Committee must be present to control with the organisers the full accomplishment of the regulations. A member of the C.O.M. Board of Directors, being an O.M.J. judge, may also fill this office.

This O.M.J. and/or C.O.M. member must be foreign to the organising country and, if accorded, he may judge too at the exhibition.

His travelling expenses (by plane, train or car), as well as his eventual stay costs, will be supported by the organisers.

The daily individual judging allowance to be paid, also by the organisers, will be the one rated (at the C.O.M./O.M.J. Congress of August) for the «World Championship» of the current year.


The Clubs, in their request, must confirm that they will rigorously honour the following points :

  • the participation of exhibitor-breeders from 3 different countries at least, including the organising one;

  • every exhibitor-breeder has, obligatorily, to be a member of a Bird Society and/or Federation affiliated with C.O.M.;

  • the judging must be only done by O.M.J. judges from 3 different countries at least, including the organising one;

  • the judges list drawn up by the organisers should be addressed to the O.M.J. Secretary at least 30 days before the judging date;




  • the O.M.J. Secretary will confirm to the organisers the proposed judges and the designated supervisor;




  • the official C.O.M./O.M.J. judging score cards must obligatorily be utilised;

  • the prizes catalogue has to mention the names of the officiating judges and their countries;

  • copies of an entry form and a prizes catalogue must be sent to the C.O.M. General President and to the O.M.J. Secretary as soon as the exhibition/competition closes.


A special attention is called to the importance of the above requirements. Any fail may force the C.O.M. to refuse, in future, the “International” recognition for the exhibition(s)/competition(s) to be organised by the Club/Society which has not performed its duties and engagements.



  • Examinations of O.M.J. judge candidates


According to the Regulations :

  • the candidates should be introduced by the National C.O.M.s or equivalent entities ;

  • the theorical and practical examinations will take place during an international or national-wide show.


Terms :

  • the O.M.J. Secretary has to be informed, before June 30th, of the examinations place, date and number of candidates for each section;

  • the examinations must obligatorily be supervised by an O.M.J.-E.C. or a C.O.M.-B.D. member, necessarily O.M.J. judge foreign to the organising country.

Over 10 candidates to go in for examination, the presence of two above supervisors is required;

  • the examiners must be O.M.J. specialist judges;

  • the examinations consist of a theorical test (questionnaires in supervisor‘s possession) and a practical test for which the examiners and the candidates will be provided by the exhibition organisers with the following birds: at least 3 teams and 10 individual specimens for each category (section), except for Singing Canaries (with 2 teams and 4 individual specimens);

  • complete dossiers (containing the C.O.M. identity form, the theorical test and both sets of judging score cards filled out by the examiners and by the candidates) with valuation reports will be signed by the supervisor and directly passed on to the O.M.J. Secretary;



  • each candidate is allowed to pass the O.M.J. examination for a sole main specific branch (section), taking however into consideration that, regarding Coloured Canaries, Exotics and European Fauna, the Hybrids may eventually be accepted as a complementary branch;

  • every O.M.J. judge candidate must have been a national judge of the chosen section for at least the last 5 entire years (to be checked by the supervisor);

  • the country that organises the examinations has to assume all the involved costs, including travelling and stay expenses of the O.M.J.-E.C. or C.O.M.-B.D. supervisor(s).







  • Delivery of the yearly rings : member-countries are reminded that the rings should be delivered to the breeders at the earliest from the 1st October of every year, and this applies to all kind of birds. (see « Les Nouvelles » nr. 85 of March 1991).



Attention : Only the breeder himself is responsible for the size of the rings he makes use of.

Every ring deformed, illegible or too large causes the disqualification of the bird wearing it.


  • To participate in World Championships with birds wearing rings delivered by a member-country, the exhibitor-breeder must, OBLIGATORILY, have his main residence in that same country. Every infraction will lead to a disqualification of all his birds.




  • Breeders « in duet » (not singly) are not allowed to enter World Championships and/or International Shows organised under the patronage of the C.O.M.. The countries involved cannot admit them, and every irregularity observed during said exhibitions will be sanctioned by the disqualification of all enlisted birds of such breeders.


  • Yearly membership rates are fixed, at present, as follows :




  • C.O.M.

EURO 150,00 for less than 2000 members

EURO 300,00 from 2001 to 3000 members

EURO 400,00 from 3001 to 4000 members

EURO 500,00 from 4001 to 5000 members

EURO 600,00 from 5001 to 6000 members

EURO 700,00 from 6001 to 7000 members

EURO 800,00 for over 7000 members



  • O.M.J.

EURO 10,00 per O.M.J. judge.

EURO 10,00 for entrance fee of each new O.M.J. judge (to be paid only once).




  • ATTENTION: it is reminded that membership rates must be settled before March 31st of each year.

Payments can be made in US$ on basis of the US$ / EUR exchange rate running on the date of payment. Anyway, this exchange rate must be fixed between the concerning member-country and the C.O.M. General Treasurer.



  • The listing of the active members of the Ornithological Research Commission (C.R.O.) can be found in the herein Annex nr. 2.



  • The C.O.M. is registered under the number V.413.416 at the Chamber of Commerce in The Hague (Netherlands).

The General President opens the meeting at 10:15am.

The C.O.M. General President says a special welcoming word to the Honorary President Mr. Lucien van Roelen, to the Honorary Vice-president Mr. Walter Dennler and to his predecessor as President Mr. Jacques Philippe.

He also welcomes de Belgian friends, organisers of the 50th C.O.M. World Show.

Are present: the members of the C.O.M.-B.D., O.M.J.-E.C., C.O.M.P.E. and C.R.O., as well as the representatives of 20 member countries.


Mr. Christian De Scheerder, President of the C.O.M. Belgium (U.O.B./B.O.U.), says some welcoming words to the delegates of the member countries.
The General Secretary calls over the attending mandated countries, namely:

Austria, Belgium, Brazil, Cyprus, Czech Republic, France, Germany, Great Britain, Greece, Hungary, Israel, Italy, Malta, Netherlands, Portugal, Slovak Republic, Slovenia, Spain, Switzerland and Venezuela.




  1. Speech of the C.O.M. General President (see Annex nr. 4).

  2. The General Secretary reads the activities report (see Annex nr. 5).

  3. Financial report of the General Treasurer: a copy of the Sheet Balance is handed to the delegates of the member countries (see Annex nr. 6).

  4. The General President asks if anybody has questions to put. There being no remark, the accounts are approved and discharge is given to the General Treasurer and to the other members of the Board of Directors.

  5. Mr. Gaston Van Limbergen reads the C.O.M.P.E. annual report (see Annex nr. 7).

  6. Mr. Louis Gonnissen reads the C.R.O. annual report, followed by a good-bye speech by the C.O.M. General President to this C.R.O. responsible (see Annex nr. 8).

  7. Administrative proposals (results). This year there is no C.O.M. administrative proposal.

8. Elections (re-elections) for the offices of C.O.M. Vice-President and Assistant General Secretary:

  • Vice-President candidate: - Rolf Hoffmann (Switzerland), re-eligible.

Being him the only candidate, there is no voting, and he is re-elected for a three years mandate finishing in 2005.

  • Assistant General Secretary candidates: - Mario Picco (Italy), re-eligible, and Christian Lemée (France).

The U.O.F. President, Mr. Alain Chevalier, informs the Congress that the candidature of Mr. C. Lemée is withdrawn. Therefore, resting Mr. M. Picco the only candidate, there is no voting and he is re-elected as C.O.M. Assistant General Secretary for a three years mandate finishing in 2005.
9. Next World Championships (places and dates): see all information on page 6 of the present “Les Nouvelles” (“The C.O.M. News”).

  1. Candidatures for the World Championships of the Northern and Southern Hemispheres: see page 6 of the present “Les Nouvelles” (“The C.O.M. News”):

  • Both C.O.M. Netherlands and F.O.I. (Italy) have introduced their candidatures to organise the World Show in the year 2006. The C.O.M.-B.D. decides unanimously: Netherlands. The team of Zutphen is attending this Congress.

  • For the year 2007, we have now candidatures from the F.O.I. (Italy) and from the C.O.M. Belgium. Other eventual candidatures should be produced only by the National C.O.M.s or equivalent entities through a letter to be addressed to the C.O.M. General President before the 30th June 2002, expiry date for decision about the World Championship 2007 and for information to the C.O.M./O.M.J. Congress of Amiens (France).

  1. International Exhibitions: this year (2002), 17 International Shows will be organised: 5 in Italy, 4 in Spain, 3 in Belgium, 3 in France, 1 in Germany and 1 in Netherlands. The list of these international exhibitions recognised by the C.O.M., considering their organisers accept the new established regulations, is reported in the present “Les Nouvelles” (pages 12-17).

  2. According to the C.O.M. Statutes, the O.M.J. administrative and technical decisions taken on the 18th January 2002 (see Record of the O.M.J. Congress, hereafter reported) are submitted to this C.O.M. Congress, that ratifies them.

  3. Presentation of the booklet “The history of the C.O.M. – 50 years”. The C.O.M. General President invites the author, Mr. Henk van der Wal, to offer a copy to Messrs. Van Roelen, Dennler and Philippe. He also thanks the author and all the people that assured the achievement of such a new C.O.M. important document. This unique edition, available in seven different languages to be easily understood in a large number of countries, proves that our C.O.M. results from a great Family!

  4. Unofficial drinking party to commemorate the 50th anniversary of the C.O.M. Worls Championships.

The O.M.J. President, Pierre Groux, starts the meeting at 06:00pm.


Mr. Christian De Scheerder, President of the C.O.M. Belgium (U.O.B./B.O.U.), as well as the C.O.M. General President, say some welcoming words.
Are present: the members of the Controlling Commission (Mr. Alessandro Paparella and Mr. Rolf Hoffmann are absent, but excused), the delegates of 16 member countries and the O.M.J. judges appointed to judge this World Championship.
The O.M.J. Secretary calls the attending countries, namely: Argentina, Austria, Belgium, Czech Republic, Denmark, France, Germany, Great Britain, Italy, Malta, Netherlands, Portugal, Slovenia, Spain, Switzerland and Venezuela.
Then, the Secretary puts into circulation the list of presence and demands the judges to sign it one by one.
The President, Mr. Pierre Groux, says some welcoming words.


  1. The O.M.J. President reads his speech (see Annex nr. 9).

2. The O.M.J. Secretary reports the activities of the Executive Committee relating to the year 2001 (Annex nr. 10).

There is no need to vote. Mr. G. Huysman is automatically elected for a three years mandate finishing in 2005.

- Election for the office of O.M.J. Member, responsible for Sections G / H:

Candidate: Gino Cortese (Italy), re-eligible.

There is no need to vote. Mr. G. Cortese is automatically elected for a three years mandate finishing in 2005.

- Election for the office of O.M.J. Member, responsible for Sections I / N:

Candidate: Jean-Pierre Rotzetter (Switzerland), re-eligible.

There is no need to vote. Mr. JP Rotzetter is automatically elected for a three years mandate finishing in 2005.


4. Administrative proposals (results):



  • Nr. 1 (Germany): After the 1st January 2001, specific rings in silver colour are obligatorily prescribed for the protected species. To avoid changes by confusion with rings of the year 2003 and the following years with the concerning colour, the C.O.M. Germany proposes that the silver rings (RAL 9007) are eliminated without substitution, going on the other five colours.

Motive: By this measure, the “rings of the protected species” will be easily identifiable. Obviously, nothing should be changed regarding the silver rings alternatively accepted for the birds.

Congress decision: YES, unanimously. 


Technical proposals (results):

  • Nr. 1 (Belgium), section B – Malinois: Demands a rigorous respect for the existing regulations, mainly:

  1. In case of an equality on points, the bird team (“stam”) or the individual bird with more points (score) in the item “coup d’eau tinté” will be classified as the best.

  2. When the equality subsists, the item “coup d’eau bouillonnant” will rank first.

  3. After that, will come into account the “coup d’eau roulant, chor and knor with sons métalliques, flûtes, woutes, clochettes tintées, clochettes roulées, flûtes roulées, tjoks and tjoks roulées, berceuse, tours imprévus and impression”.

  4. Finally, will be taken into consideration the faulty trills.

Motive: In Alicante 2000, a remarkable fact took place. After the judging of the Malinois individual class, the three best birds had obtained a score of 117 points. The responsible person for that section kindly asked us to adapt the points, taking into consideration the main trills, in order to award the medals to those three birds. We are confident that the solution by rising the points to 117, 120 and 123 as in Alicante, can be avoided in the future.

Congress decision: YES.



  • Nr. 2 (Belgium), section B - Malinois: Placement of the cages during the judging:

Two cages, one on top of the other, separated by a screen from other two cages, also placed one on top of the other. The two upper cages are covered with a thin board. The cage with the lowest number is place top left. The cage with the 2nd lower number is placed down left. The 3rd lower number is placed top right and the 4th down right. The same proceeding should be used both in the individual class and in the “singing-colour” class.

Congress decision: YES.




  1. Various issues:

  • O.M.J. judge examinations: In 2001, no member country assumed the organisation of examinations for O.M.J. judge candidates.

  • Conferred medals: during the Statutory Congress, the most senior O.M.J. judges have been honoured, namely:

  • Technical communications:

As decided in Palaiseau (France) with the experts of the sections F (Exotics) and G-H (European Fauna and Hybrids), the classes of the sections F2 and G-H are updated and will enter officially into force in the World Championship 2003, in Amiens (France). See the Annex nr. 3, attached hereto.

  1. The new role of the Controlling Commission and the introducing of Mr. J. Faivre (France) as responsible for the sections F-O-P, to substitute Mr. Alessandro Paparella.

  • COLOURED RINGS

The RAL colours of the rings for the following years are:

  • NEW MUTATIONS AND BREEDS UNDER STUDY


Recognition of a new mutation or breed:


  • has to be requested by a member-country which must supply the concerning Standard and detailed documentation;

  • requires a minimum bird showing « out of competition » (no medals) of : one (1) team of 4 specimens and five (5) individuals per exhibitor-breeder or several different ones, for at least three (3) successive years at World Championships.

  • The judging is done by five (5) O.M.J. judges from different countries (excluding the origin country of the birds) ;

  • the judges will valuate the birds taking as basis the supplied Standard, and will pass their expert’s opinion in writing ;

  • the exhibits must, at least, perform 87% of the characteristics established by the Standard.

  • If during a year these requirements are not accomplished, all proceeding returns to the beginning.


Note: merely in a consultative position and only to answer complementing explanations eventually required by the O.M.J.-E.C. responsible people or by the five appointed judges, the country that requests recognition of the mutation or breed may send an expert on the subject.


  • « Melado Tinerfeño » type canary

The recognition of this breed has been requested by Spain. For the third successive year, these birds have obtained an enough score (points). Therefore, they are officially recognised by C.O.M. / O.M.J.


  • « Spanish Llarguet » type canary

The recognition of this breed has been requested by Spain. For second year, these birds have obtained an enough score (points). Therefore, the established required procedure may progress for one (1) year more.


  • The other new breeds under study: Irish Fancy, Makige, Mehringer and Rheinländer

All these remaining new breeds under study have not obtained enough score. The total points of the exhibits have not reached the required arithmetic mean for the recognition. Therefore, further procedure has to start again from the very beginning.



  • OFFICIAL LIST OF SECTIONS AND CLASSES

This complete and updated list will be published every year in “The C.O.M. News” of September (Annex nr. 3).




  • INFORMATIONS FROM THE O.M.J. EXECUTIVE COMMITTEE

Resulting from the enlargement of the O.M.J.-E.C. (2 members more), has been decided, in Alicante 2000, that the post of Vice-presidency could not anymore be connected to a particular section. As well, the O.M.J. Vice-President would be, from such a decision on, elected among the O.M.J.-E.C. members for a two years mandate.



  • During the « World Championship 2002 » in Ypres, Mr. Adolf ZAGER was unanimously re-elected O.M.J. Vice-President, finishing his mandate in the year 2004.



  • TECHNICAL MEETING FOR THE SECTIONS I / N “PSITTACINES”

As announced during the O.M.J. Congress of the 18th January 2002, a technical meeting of O.M.J. experts on sections I / N will be organised on the 19th, 20th and 21st April 2002, in Palaiseau (France).



Aims of this meeting:

  • Eventual updating of the classes in each section.

  • Eventual changing of the “standards” in the section I.

  • Setting up of the “standards” in the sections J, K, L, M and N.

  • Judging score sheets.



  • SHARING OF O.M.J. JUDGES FOR THE NEXT WORLD CHAMPIONSHIPS (NORTHERN HEMISPHERE)

The new adopted arrangements for the judging system at World Championships, decrease the number of necessary judges. To afford a more equitable participation of O.M.J. judges from each member-country, the O.M.J. Congress has decided to establish the following sharing rule, to come into force as from the « World Show 2002 » :



  • To authorise every C.O.M. member-country, when having disposable O.M.J. judges of its own, to appoint at least one of them to officiate at each World Championship.

  • The member-countries will be classified into two groups A and B. 

  • To belong to the group A, any member-country must :

  • exhibit an important quantity of birds;

  • have 20 (twenty) operating O.M.J. judges at least.

  • Every country that does not comply with these two conditions will belong to the group B.

These groups A and B will be yearly revised, and any member-country will have an automatic access to the group A whenever satisfying the above requirements.

  • Obligatorily, such proposals should be formulated in French, the official language of the C.O.M.



  • Concerning this matter, see here-below some extracts of the « O.M.J. Internal Regulations » (paragraph 1 – Congress – Meetings) :




  • Meetings of experts from different member-countries are held at least once a year, in order to create and/or change Standards and/or descriptions of birds permitted to be exhibited or to compete.




  • During these meetings, the O.M.J. also reviews the nomenclature of the classes of the examined section(s).

In case of advisable modification, the O.M.J. introduces a technical proposal to the approval of the member-countries.


  • The periodicity between introductions of new technical proposals to a section is, at least, of three (3) years.




  • So, it is useless, for the member-countries, to introduce technical proposals of this type (trying to change the existing ones) during the referred period of three years. They will simply be automatically refused.




  • During the usual Congress of September, the Executive Committee examines the administrative and/or technical proposals received from the member-countries (except, of course, the above mentioned refusable ones) and gives its pre-announcement regarding their eventual suitability. When justifiable, the O.M.J.-E.C. introduces itself administrative and/or technical proposals.





STATEMENT FROM THE C.O.M. BOARD OF DIRECTORS


  • To render financially easier and rather more attractive the organisation of a World Championship, some significant changes have been introduced in the judging system and in the duration of the World Bird Shows.

The duration of any C.O.M. World Championship – N.H. cannot exceed a maximum of twelve (12) days, starting always on the third Thursday of January.

Read the C.O.M. General President’s speech at the Statutory Congresses held in Pescara 1999 (Italy), Alicante 2000 (Spain), Santa Maria da Feira 2001 (Portugal) and Ypres 2002 (Belgium).



  • According to the regulations, the next World Bird Show 2004 in Lausanne (Switzerland), will start on Thursday 22nd January 2004.
