Festivals of Fenglin Town (鳳林鎮的節慶)

Name of Festival: Kuankung’s Rise to Heaven (關聖帝君升天紀念)

Place of Festival: Shou Tien Temple, Fenglin Town, Hualien County

Time of Festival: 13th Day of the First Moon
Brief Introduction: In 1948, Fenglin local squires Peng Chin-shao, Shih Ching-shui, Shih Jui-yang, and others raised a fund to renovate a warehouse into a temple to worship Kuan-kung, and named it Shou Tien Temple. In 1964, many worshipers felt that the structure of the temple was too simple and also rundown, and motioned to have the temple rebuilt. On September 1, 1966, the opening ceremony of the new temple was held, and the temple has stood since. There are a lot of worshipers, and it is one of the biggest temple in town. According to Mr. Peng Chin-shao, there was only one Town God Temple in Fenglin in the period of Japanese Occupation, and it was destroyed because of the Japanese Naturalization Movement, and the idol of the Town God was burned at the place in front of the site of today’s Fenglin Land God Shrine. After Shou Tien Temple was built, the Town God began to be worshiped again, although as a “deputy” god in the left hall of the temple. However, the historical significance is very important. In the right hall, Yi-min-ye, the greatest Hakka god, is worshiped. Fenglin has the largest Hakka population in Hualien County, and the worshiping of Yi-

min-ye shows the local significance of this guardian god to the Hakka settlers.

Ritual of Festival:

Inspection Parade: On the 13th day of the First Moon, a big ceremony is held at Shou Tien Temple, and the idols of the gods are borne on sedans for an “Inspection Parade” of the town. Worshipers burn incense and pray. There are also activities like Taiwanese Opera shows, palm puppet shows, and movies, to add to the joy of the Festival. The Temple also holds rituals on important days like the Heavenly Mother’s Birthday on the 23rd day of the third moon, Kuan-kung’s Birthday on the 24th day of the sixth moon, and the Ghost Festival on the 15th day of the seventh moon.

Transportation: Take a Hualien Bus to Fenglin Station, and walk for a few minutes.

Name of Festival: Joint Harvest Ritual (聯合豐年祭)

Place of Festival: Fenglin Town, Hualien County

Time of Festival: August or September

Brief Introduction: The major native tribes in Hualien are the Amis, the Atayals, and the Bunnons. The Amis hold harvest rituals from the south to the north from mid-July to late August to celebrate the harvest of crops. The whole tribe can be divided into three major clans according to differences in geographical locations, customs, and phonetics, namely the Northern Amis, the Central Amis, and the Southern Amis. The Northern Amis reside between the north of Fenglin to Hualien City, including Shoufeng Township and Ji-an Township, and are also called Nanshih Amis. The Harvest Rituals used to be held locally in villages. In recent years,

At the encouragement of the government, a Joint Harvest Ritual of the forty villages of the East Coast is annually held, with a duration of one to seven days.

Ritual of Festival: In July or August, the golden waves of ripe rice in the fields of the East Coast shine and dance with the singing and dancing of the native tribes. Originally, the Harvest Rituals were held to celebrate the harvest of millet and to show respect to the ancestors. But now, the Amis have changed to grow rice. Therefore, when rice is ripe for reaping, it is time for the Amis to start the Harvest Rituals.

四、瑞穗鄉

Juisui Township (瑞穗鄉)
Name of Township: Juisui

Name of County: Hualien County

Area: 13.5862 Square kilometers

Population: 14,866

Administrative Districts: Juisui consists of eleven villages. They are

Juisui, Juimei, Juiliang, Juihsiang, Wuher, Juipei, Hekang, Chimei, Fuyuan, Fumin and Fuhsing

Location: Longtitude 121.5* E. Latitude 23.5* N. Juisui is west of Fengbin, south of Kuangfu, east of Wanrong and Juoshi, and north of Yuli. It is located in the central- southern part of Hualien County, with the Tropic of Cancer running through its middle. Most of the county is hilly land and riverland, with one third of the land arrable.
First Mayor: Jao Hsinchi.

Brief History: Juisui was put under sub-prefecture jurisdition of Peinan Office in

the fourth year of the reign of Emperor Hsienfung of the Ching Dynasty

(1854) when Shen Paochen was Governor of Taiwan. Brigate-General Wu

Kuangliang switched it to the District Jurisdiction of Taitung in 1862. General Hsu Hsienhsiu and General Wu Likwei led a troop of five hundred Manchurian soldiers to station in its vicinity Shuiwei, which is now the site of Juimei Elementary School. The soldiers opened up virgin soil and brought a vast area of wasteland under cultivation. The fertility of the land soon attracted large crowds to settle down. Before long it became an important strategic pass in eastern Taiwan. The eastern line of the railway system began its operation in 1925. A train station was installed one and a half kilometers west of Shuiwei which became a gregarious location shortly. Naturally, a clear distinction has to be made between these two populous spots sharing the same name of Shuiwei. Eventually the name was given to the new location, whereas Chiushuiwei (Old Shuiwei) was re-designated to the old one.

A few years of great harvest caused the government to reconsider its name

while Taiwan was under the rule of Japan. “Juisui” (Auspicious Rice Spikes)

was finally decided to christen the place with the allusion of "good omen

of auspicious rice spikes and excellent crops" of a Japanese temple divination.

When autonomy was put into practice in Taiwan in 1937, Shuiwei was renamed

Juisui Village and an administrative office was built in Juisui which in turn was put directly under the jurisdiction of Hualien Harbor Sub-prefecture. The

domain included Juisui (Shuiwei, Chiushuiwei, and Damayuan Tribe), Wuher

(Saopating, Kanana, and Maliyun Tribes), Hekang (Wulou, Wuahli, Chingshan

Tribes), Chimei (originally called Monkey Mountain), Paichuan (today's

Fuyuan), and Tahe (Kalewan, Kanchenhsiang, the Great Farm, and Ahlolang

Tribes).
Special Features: Juisui, located in the midway of Hua Tung Valley, has beautiful natural sceneries,a pleasing climate, and cultural attractions, which make it an ideal tourist spot for all seasons. In addition to rafting in the internationally renowned Hsiukuluan River, tea drinking in Chimei and Wuher Terrace, other distinctive delicious snacks have become famous, such as Green Tea Powder, Green Tea Shortbread, Glutinous Rice Tea Dumplings, and Scrambled Tea Eggs. Its Wentan Pomelo is particulary fragrant and smooth of taste around the Mid-Autumn Festival

season; and Pineapple Blossoms are simply gorgeous to look at during the Christmas season. Fuyuen Forest Recreation Area provides a good place for you to discover the richness of nature. As Juisui is well-known for its dairy products, fresh milk and iced milk-candies are highly praised products. Maple Leaf Hotspring has had a great reputation ever since the period of Japanese reign. It is an ideal place for hot spring, spa, and relaxation.

of Tigerhead Mountain (Hutou Mountain). It is on the passage way to the Central Mountains and surrounded on three sides by high mountains. To the south is Wuher Terrace and the Maple Leaf River and Hsiukuluan River. The fountainhead of Juisui is the upper stream of Maple Leaf River on the southern side of Tigerhead Mountain. The water supply is replete and steady. Some Japanese enterpreneurs first set up a public bath named Titsuike (Dripping Verdancy Pavilion) in 1919. Later it was passed on to a series of Taiwanese businessmen. The name was changed to Juisui Hot Spring Hotel but the tradition remains. It used to be one of the eight most spectacular sights in Hualien and it still is. The spring contains ferric choride carbonate, rustic in color, with an average temperature of 40 degrees Celsius and PH valued at 7.

Catergory of Scenic Spot: Vacation Resorts

Brief Introduction: Juisui used to be called Shuiwei (Water End), because it was the

convergent place of five rivers or streams. The waters have their mainsprings deep in the Central Mountains. The grassland irrigated by such clean water fosters rich and bright green pastures that nourish thriving cows. Each cow here produces an average of 20-odd kilograms of milk, which tops the island. The quality of the milk is also deemed topnotch, because of the spacious grazing land, fresh water and air, and the leisurely atmosphere the cows here enjoy. The milk produced on Juisui Pasture sells under the brand name of President Fresh Milk stands for top quality dairy products.

In recent years, the government devotes vigorous efforts to promoting tourist-

oriented recreational agriculture. Juisui Pasture, with its excellent

natural endowments, becomes an ideal place for tourism development projects.

Currently, the Pasture is open on the weekends for tourists with a lot

of promotional activities, offering sample trials of fresh milk, fresh

Wuher Tourist Tea Farm (舞鶴觀光茶園)

Name of Scenic Spot: Wuher Tourist Tea Farm

Name of Town: Juisui

Name of County: Hualien County

Catergory of Scenic Spot: Vacation Resorts

Brief Introduction : The Wuher Terrace is located in the southern-most tip of Juisui. It is swashed by the Hsiukuluan River (the Cute Damsel River), and

alluviated, at the same time, by the Maple Leaf River, making it a typical example of alluvial plain. In 1963 a large group of pineapple growers from Fenyuan, Changhua moved here to plant coffee, rice, anthoxanthum odoratum, tree potatoes, and pineapples. They had a hard time experimenting on finding the most suitable vegetations to plant here. In 1973, the Agriculture Council of the Executive Yuan and Provincial Department of Agriculture and Forestry, and the Tea Improvement Commission (of Taiwan) joined together to help plan tea in the Wuher Terrace. Because of its peculiar geographic location and climate and environment, the varieties of tea planted here, Chinhsuan, Tsuiyu, Blue-nucleus Oolung and Large-leafed Oolung, all have thick but tender leaves, and permeate excellent fragrance. Local tea farmers organized a tea association to produce, promote, and sell their half-fermented tea varieties. When Dr. Li Chungtao of the Joint Commission on Rural Reconstruction visited here in 1979 and tasted the tea offered to him, he was so impressed by its quality that he regarded it an outstanding tea plantation and christened it Tienho Tea (Heavenly Crane Tea) to commemorate Dr. Chien Tienho, who pioneered the improvement of tea varieties here. Today Wuher Tea Farm offers well-equiped vacation facilities and homestay services. It has become a wonderful place for holiday recreation.

Breif Introduction: The section of the Hsiukuluan River between Juisui Bridge and Long Rainbow Bridge is 25 kilometers long. The Hsiukuluan River is particularly

turbulent in this section, with a lot of rapids. However, the sights on both banks are extremely beautiful. The white rocks of the riverbed, having been washed and polished by the torrents for ages, are smooth as jades, hence they are nicknamed “ The Cute Damsel’s White Jades.” The water is clean and clear, furnishing a feeding ground for a large variety of fishes. The view of the valley, hidden among high mountains and neighboring a band of curving river, has long been one of the eight most beautiful scenic spots of Hualien. Today it is also one of the internationally well-known places of rafting.

Ever since 1981, the town has held rafting activities. Now it has become the

most well-known rafting place in Taiwan, and attracts tens of thousands of tourists to experience the fun of rafting. To serve 5,000 tourists that come for rafting each day there are now more than ten rafting companies here, and most of them have branch offices in Hualien City. The authorities have taken the responsibility of sponsoring international rafting competitions since 1989. The latest tournament attracted over 1,000 participants on 200 teams, thus making the tournament site, Hsiukuluan River, a renowned place of international rafting.

The route of competition begins at the Juisui Bridge, behind Juisui Rafting Center, and ends at the Long Rainbow Bridge near the river estuary. The competing distance is about 22 kilometers with a midway stop at Chimei. Opening hours begin at 7:00 AM and end at 3:00 PM. It takes about three to four hours to cover the distance. At the points on the river where water flows mildly, there will be speedboats to tow your raft to the next torrential section for the competition. Normally, the rafting season begins in April and ends at the end of October. Winter, with the cold weather and low water level, is not suitable for rafting.

Ching Dynasty. Formerly, it was a mud hut bearing the title Tsushengkung (Merciful Saint Palace). It was reconstructed to be a temple with three brick-and-tile halls and two yards and renamed “Juisui Blue Lotus Temple” by a celebrated scholar Chang Tsaihsiang in 1924. After that, several stages of expansion and reconstruction were taken. The task was finally completed in 1986. The temple now has snake-veined marble walls and floors all materials taken from Juisui's special marble production. The temple enshrines Sakyamuni Buddha, Matsu (Goddess of the Sea), Kuankung, and a very special treasure—Sakyamuni’s bamboo deathbed. Chimei Tribe (奇美部落)

Name of Scenic Spot: Chimei Tribe

Name of Town: Juisui

Name of County: Hualien County

Catergory of Scenic Spot: Others

Brief Introduction: Chimei Village used to be called “Chimi Sheh” during

the Japanese reign and was later changed to the present name. It was the place of origin of the Ami Tribe and a prosperous land. According to a statement in the County Documents, the place used to abound in "Sea-Golden-Sand", a kind of wild vegetation, so the tribemen called it “Chimi”. Before the construction of Jui-kang Highway, people had to walk for four or five hours from Juisui to get here. And because of its seclusion, it was barely knwon to the outside world. People

who lived inside were blocked by a chain of mountains, and they cultivated their

own terraced fields while listening to the murmuring sounds of springs and rivers. It truly was a haven of peace.

After the harvest in July or August each year, the Ami Tribemen will hold a

“Harvest Festival,” a religious rite, to celebrate for a good year and an appreciation for their ancestors' protections. The motif of the rites is to reconfirm the authorities of the male class. The ceremony is an amalgamation of etiquette, folklores, and trainings of dance—in short, a presentation of its political, cultural, and moral value of the tribe.

Saopa Historic Spot (掃叭遺址)
Name of Scenic Spot: Saopa Historic Spot

Geographic Location: Juisui, Hualien County

Class Of Historic Site: Third Class Historic Site

Catergory of Historic Site: Big-stone Culture

Builder of Historic Site: People before the Amis settled in the eastern part of Taiwan.

Time of Establishment: Neolithic Period, about 3000 years ago.

Brief History: The Ami tribe legend has it that in the beginning, two gods Kakuwangta and Pachalu ( or Budaisha) descended from heaven and took their residence in the Wuher Terrace. Soon a son (Suloche) and a daughter (Liaochiao) were born to them. They were the immediate ancestors of the Ami Tribe. One day two hunters arrived at their field; they had discovered that the Suloche family had large herds of domestic animals. Having failed to persuade Suloche to sell the animals, the two hunters engaged witchcraft to persecute the family; suddenly strong gusts of wind and mighty torrents of flood came from nowhere and bursted in and shattered their house. After the wind and water subsided, two huge door pillars were the only remains of the house. The two pillars stand 6 meters tall each, and are said to be fossilized timbers carried over from the Hokang Mountain.
Special Features of the Historic Site:

The third class historic Saopa Stone Pillars are located on the Wuher Terrace in Juisui. They belonged to the Peinan branch of the Neolithic civilization. The historic site covers an area of six hundred meters from north to south, and four hundred meters from east to west. It is roughly in an oval shape. There are plenty of stone pillars,

as well as stones in the shapes of phallus or vagina. Among them the two Saopa Stone Pillars are the most famous. Each of the Pillars is six meters tall, 1.75 meters in width, and 0.75 meter in thickness. Legends about the origin of the Saopa Pillars are manifold, including the legend of the curses of the Hunters, that of the Ami forefathers, that of the transformation of logs into stones, and the theory of a misspelling of timber log. Because of its topographical height, from the site, people can see the valley of Hsiukuluan River, and the hills across from the river. The views are extremely serene. Today a circumference of 72 meters around the two Saopa Pillar Stones has been put under the management of the administrative office of the Tourism Office of the Hua Tung Valley. It has become a tourist resort of Juisui, a popular resting place for passengers and tourists.
Address: Wuher Village, Juisui, Hualien County. On the western slope of Wuher Terrace, close to the central section where the Tropic of Cancer crosses the Hua Tung Valley.

Rice (稻米)

Product: Rice

Nickname of Product:

Growing District: Juisui, Hualien
Brief Introduction: Ever since the Chinese migration to eastern Taiwan, rice has

become the most important crops; it is not only the main food, but also the most important economic agricultural produce here. During the period of the Japanese Occupation, the drainage region of Fuyuan River (Malankou River) was one of the three major rice-producing regions of the then Hualien Habor Sub-prefecture. The reasons were simple—the abundant and steady supply of the clear water of Fuyuan River, plus water irregation ystems constructed in Ching Dynasty such as Patsechun waterway, enabled local farmers to plant rice. Rice was very scarce at that time, so the farmers took great pride in being able to eat rice. This has been a cherished memory of the local people.

Today rice is produced in river banks, drainage regions, and gentle terrains where the water supply is abundant and the irrigation systems function well. The drainage regions of Fuyuan River, Hsiukuluan River, and the Maple Leaf River are the major rice producing areas of this town. In terms of administration, Fuyuan Village, Fumin Village, Fuhsing Village are the most important rice producing places, whereas Juipei Village, Hokang Village, Juisui Village, Juimei Village, Juiliang Village are the minor producing ones. However, because of the change of time and of the society, of the outflow of the village population, and of the government's encouragement of “Cease-growing policy,” the actual cultivated area and the output amount of rice of the town have been greatly diminished. The actual cultivated area maintains at about only 300 hectares.

Topography and Geology of Juisui Township(瑞穗鄉的地形地質)

Name of Topography: Longitudinal Valley Plain, Western Hills of East Coast Mountains, and Eastern Part of Central Mountains

Name of Town: Juisui Township

Place of County: Hualien County

Category of Topography: Alluvial Plain and Gravel Terrace, Elevated Mountain Range

Brief Introduction to Topography of Town: The administrative district of Juisui Township is between the Central Mountains and the East Coast Mountains, covering part of Hua Tung Valley plain, part of East Coast Mountains, and the eastern part of the Central Mountains. Because of the mountains on the two sides, the width of the Valley in the Township is apparently narrower. The rivers in the Township belong to the Hsiukuluan River system, including Fuyuan River in the north and its tributary Hekang River, and Hongyeh (Red Leaf) River and the middle section of the mainstream of Hsiukuluan River in the west. These rivers washed and formed the plains in the Valley and the Wuher Terrace, and Hsiukuluan River also cut through parts of the East Coast Mountains to form a lot of curving streams and rivers terraces. Because the current is torrential, the river is a favorite rafting site in Taiwan.

Geological Category of Town: Holocene Alluvium, Late Pleistocene Conglomerate, East Coast Mountain Stratum, and Ta-nan-ao Metamorphosed Complex.

Brief Introduction to Geology of Township: The geological feature of the Township can be divided into three parts, from east to west. The first part on the east is the East Coast Mountains, including the Miocene pyrogenic rocks of Duluan Mountain stratum, the early Pleiocene interbedding of mudstone and sandstone of Fan-shu-liao stratum, and the Ba-li-wan sand-shale between the early Pleiocene period and the early Pleistocene period. The second part is the longtiudinal valley plain, consisting of Holocene alluvium and late Pleistocene fluviatile facies gravel of Wuher Terrace. The third part on the west is the eastern wing of the Central Mountains, including Yuli stratum of mica-schist, phyllite, and green schist between the late Palaeozoic era and the Mesozoic era, with the Lunshan stratum, probably formed by the slate of the Mesozoic era, and the Damayen block, which consists of glaucophane schist, amphibolite, and serpentinite.
