INVITATION TO BID
FOR THE:
CONSTRUCTION OF PORT FACILITY (PHASE I) AT MACONACON, ISABELA
The Philippine Ports Authority, PMO-NORTHERN LUZON, through the DOTC budget under the 2015 General Appropriation Act (GAA), intends to apply the sum P 38,647,264.01 being the Approved Budget for the Contract (ABC) to payment under the contract for the CONSTRUCTION OF PORT FACILITY (PHASE I) AT MACONACON, ISABELA. Bids received in excess of the ABC shall be automatically rejected at bid opening.
The Philippine Ports Authority now invites bids for the following Scope of Works:

GENERAL EXPENSES
SUB-BASE COURSE
CONCRETING WORKS
STEEL REINFORCEMENT
ROCK AND FILL WORKS
MOORING FIXTURE

Completion of the Works is required in ONE HUNDRED FIFTY (150) CALENDAR DAYS. Bidders should have completed, within three (3) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II, Instructions to Bidders.

The Equipment Requirement, (Owned/Leased), for this project is:
1 – Road Grader, 125Hp

1 – Road Roller, 10T Vibratory

2 – Concrete Mixer, 1 Bagger

2 – Concrete Vibrator, 3.5Hp

2 – Bar Cutter

2 – Bar Bender

1 – Backhoe, Hydraulic, Crawler-Mounted, 148Hp
Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (R. A. 9184), otherwise known as the “Government Procurement Reform Act.”
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.
Interested bidders may obtain further information from the Bids and Awards Committee and inspect the Bidding Documents at the address given below from 8:00 a.m. to 5:00 p.m.
A complete set of Bidding Documents may be purchased by interested Bidders from the address below and upon payment of a non-refundable fee for the Bidding Documents in the amount of TWENTY EIGHT THOUSAND PESOS (P 28,000.00), VAT Inclusive.

The Bids and Awards Committee will hold a Pre-Bid Conference on November 5, 2015, 10:00 A.M. at the Conference Room, PMO Northern Luzon, Poro, San Fernando City, La Union, which shall be open to all interested parties who have purchased the Bidding Documents.

Bids must be delivered to the address below on or before 8:30 A.M. of November 16, 2015. All bids must be accompanied by a Bid Security in accordance with Section 27.2 of the Revised IRR of R.A. 9184. Bids will be opened in the presence of the bidder or its authorized representatives who choose to attend at the Conference Room, PMO Northern Luzon, Poro, San Fernando City, La Union on November 16, 2015 at 9:00 A.M. Late bids shall not be accepted.
Required PCAB Registration: MEDIUM A, CATEGORY B – “PORTS, HARBOR & OFFSHORE

ENGINEERING”
The Philippine Ports Authority, PMO Northern Luzon reserves the right to accept or reject any Bid, to annul the bidding process, and reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
