The District of Has (Albanian: Rrethi Has) is one of the thirty-six districts of Albania and one of the smallest. It has a population of 22,500 (2004 estimate), and an area of 374 km². It is in the north-east of the country, and its capital is Krumë.

Has District ("Rethi i Hasit"), besides the town of Krumë, comprises a number of villages and they are well known for their help in 1999 in the Kosovo War against the Serbian Army, for the unprecedented hospitality given to the thousands of refugees from Kosovo (there were about 78,000 refugees staying in the homes of Has inhabitants, or more than threefold the population of the Has District at that time). Hasi is located in the border of North-East-Albania and South-West-Kosovo. The ethnographic region of Has is much wider than the District of Has, because about half of this region is located in the territory of Kosovo, from the Albania-Kosovo border to the gates of the cities of Prizren and Gjakova. Hasi Villagers are known throughout Albania as being Kosovans rather than Albanian; this is because they have a distinct accent which is very similar to Kosovan compared with other Albanian accents.

Sadly, year-by-year the population of Has has been falling dramatically. European studies show that the decline in the Has population is falling due to the lack of economy so there is a huge number of people from this area migrating to countries like the UK and USA but most are going to Tirana, the capital of Albania.

Vlahen is a village of the Has District of about 200 houses. It hosted many refugees from Kosovo. This beautiful village is surrounded by the Pashtrigu (1998m), Gajrepi (1875m), Maja e Kunores and Qafa e Kurrizit mountains.
