Subject:- South West Monsoon 2005 – Flood Situation report.
A comprehensive status report on the flood situation in different parts of the country is given below:-
IMD
The upper air cyclonic circulation over Jharkhand and adjoining Orissa extending upto 5.8 km above sea level now lies over Jharkhand and adjoining Chhttisgarh. Another upper air cyclonic circulation lies over Punjab and adjoining Himachal Pradesh extending upto 1.5 km. The axis of the Monsoon trough is passing through Ganganagar, Agra, Kanpur, Daltonganj and Balasore.
Rain/thundershowers are likely at many places over Himachal Pradesh, Uttranchal, Northeast Haryana, West Uttar Pradesh, Kerala, Coastal Karnataka, Northeastern States and Sub-Himalayan West Bengal and Sikkim; and at a few places over Central India and Northern Peninsula during next 24 hours.
Heavy to very heavy rainfall is likely at a few places over Himachal Pradesh, Uttranchal and Sub-Himalayan West Bengal and Sikkim and isolated over West Uttar Pradesh, North eastern States, Kerala and Coastal Karnataka.
Central Water Commission
According to the Central Water Commission (CWC) report dated 11th July 2005, there are No Unprecedented or High flood situation sites. There are 04 Moderate and 17 Low flood situation sites. The 04 moderate flood sites are as under:


  1. River Brahmaputra at Dibrugarh (Assam) is flowing at 105.20 meters against its danger level 104.24 meter with a rising trend.

  2. River Dhansiri (South) at Golaghat is flowing at 76.94 meters as against the danger level of 77.42 meters with a rising trend.

  3. River Ganga at Ghazipur (Uttar Pradesh) is flowing at 63.20 meters against the danger level 63.11 meters with a falling trend.

  4. River Ganga at Ballia (Uttar Pradesh) is flowing at 58.46 meters against its danger level of 57.62 meters with a steady trend.


MAHARASHTRA


  • Moderate rainfall has been reported in some parts of the State.

  • Water level in Dhawanda river has receded. As per preliminary reports, 7 persons have lost their lives and 6 persons are reported missing. State Government is undertaking relief operations in the affected areas.



MADHYA PRADESH



  1. Present position:

  • Situation has improved substantially with the flood water receding in all the affected districts.

  • Though water has receded, some villages in Panna district are still inaccessible due to extensive damage to the roads and bridges. Essential supplies are being air dropped in these villages.

  • Disbursement of immediate relief to affected persons and restoration of infrastructure is under progress.

  • Relief camps are being run for affected persons.

  • There is continuous monitoring of health, sanitation and drinking water.

  • Restoration of infrastructure like road and bridges is being done in the affected areas.

2. Extent of Damage


i. No. and names of districts affected: 09 - [(1) Sagar, (2) Katni,

(3) Rewa, (4) Satna, (5) Jabalpur, (6) Damoh, (7) Narsinghpur,

(8) Panna, and (9) Chhattarpur]
[02 deaths have also been reported in Vidisa district and 01 in Umaria district due to heavy rains.]

ii. No. & Names of the districts severely affected: 2Damoh and Panna.


iii. No. of villages affected: 624
iv. No. of marooned villages: 25-30
v. Urban areas affected: 06
vi. Population affected: 12.00 lakh (9.5 lakh urban: 2.5 lakh rural)
vii. Loss of human lives: 49
viii. People missing: 13

3. Telecommunications:




  • A large number of landline telephones have been restored and work is in progress. Land lines are still down in Sagar, Panna and Damoh.

4. Roads:




  • Many local road links continue to be disrupted in Damoh and Panna districts. State PWD is working for restoration of links on an emergency basis.

5. Drinking water:




  • State Government is monitoring the supply of drinking water and ensuring that water is provided to the marooned villages in particular.

6. Rescue & Relief :


    • Relief materials being air dropped in inaccessible villages.

    • Relief camps operational : 142

    • No. of people in relief camps: 29,359 [Panna: 10,400; Damoh: 6,000; Katni: 4,300; Satna: 2580; Jabalpur: 2000 etc.]

7. Health Situation:




  • Medical Teams have been constituted in all affected districts to check possible spread of infectious water borne diseases.

  • Medical camps have been set up in Rewa and Satna.

8. Army assistance:




  • 4 Army columns, 15 motor boats deployed in Panna, Sagar, Damoh

districts.
9. Air Force assistance:


    • 02 helicopters have been deployed for relief and rescue operations in Damoh and Panna districts. The State Government will be assessing the requirement of helicopters further, keeping in view the position regarding accessibility of marooned villages through road communication.

10. Damage assessment:




  • Initial estimation of damage is being undertaken by the State Government.

  • State Government is likely to submit a memorandum to the Government of India by end of this week for deputation of Central Team.


HIMACHAL PRADESH


    • Water levels in Satluj, Beas, Ravi and other tributaries are receding.

    • Koksar-Keylong-Darcha portion of Manali-Leh road is likely to opened to vehicular traffic in the next 1-2 days.

  • Koksar-Kaza road between Grampho to Batal is still blocked and is likely to take 2-3 days to be made operational.

  • 02 Air Force, 01 BSF and 01 State helicopter are engaged in Kinnaur district for relief and rescue operations, provision of relief supplies and evacuation of stranded persons.

  • Chief Minister, Himachal Pradesh had a review meeting with DG, Border Roads and Regional Officers, Ministry of Road Transport & Highway in connection with the repair and restoration of damaged roads.

  • No loss of human life has been reported.


JAMMU & KASHMIR

  • In Srinagar division, river Jhelum is flowing below the danger level both at Sangam and Ram Munshi Bagh.

  • River Chenab is flowing below danger level with a rising trend.

  • Water levels in all rivers in Jammu Division at Udhampur, Akhnoor and Doda are receding.


GUJARAT


  • The flood situation in Gujarat has improved considerably.

  • Total rainfall received is 625mm against the State average of 863 mm which is 72.41 %.

  • No River is reported to be flowing at its danger levels.

  • About 2.98 lakh people had been evacuated by the State Government and another 4-5 lakh persons have been given shelter by communities and NGOs.

  • A total of 213 persons are reported dead while 11 persons are missing.

  • State Government in association with concerned Central Ministries/Departments is taking necessary relief and rehabilitation measures in the affected areas.

  • As per latest reports:




    • Power supply: Power supply is still to be restored in 3 out of 6719 affected villages.

    • Water supply: Water supply is still to be restored in 57 out of 5752 villages.

    • Roads: 8 out of 262 affected State roads and 57 out of 1561 affected Panchayat roads are pending to be repaired and made operational.

    • Bridges: The work for restoration of the two damaged bridges [namely Amreli (1-Raidi) and Limdi-Dhandhulu road] is in progress.

    • Health:

a) 1356 Medical teams, 559 medical officers, 3172 Para-Medical assistants have been deployed.

b) Chlorination of 50,576 tanks/wells and distribution of 83.36 lakh chlorine tablets, 75,127 packets of ORS and 31,186 kg. bleaching powder has been undertaken by the State Government.

c) Ministry of Health and Family Welfare is monitoring the situation and is in constant touch with their State counterparts. All the critical items required by the State such as 220 MT of bleaching powder, 1 crore Chlorine tablets, anti malarials, I.V. fluids, antibiotics and anti snake venom have been supplied. Rest of the items are under procurement and would be supplied shortly.

d) 3 Central Public Health teams including epidemiologists and experts in malaria, leptospirosis, plague reached Ahmedabad on 6th/7th July, 2005 and are assisting the State health authorities for instituting appropriate public health measures.




  • Relief:

a) Preparation and distribution of food packets through local initiative is continuing on a massive scale. Community kitchens and Langars have been opened by NGOs. 210 MT of food packets and other material has been air dropped till date. 13,50,838 food packets, 12.36 lakh water bottles and water pouches have been distributed in the affected areas.

b) State Government has disbursed an amount of Rs.912.29 lakh to 9,97,494 persons as Cash doles and Rs.934.95 crore for Household kits to 99,136 families. Death relief has been paid in 106 cases.




  • Central Assistance:

a) An amount of Rs.500 crore has been released as grant from NCCF, as announced by the Hon’ble Home Minister during his visit to Gujarat. In addition, first instalment of Central share of CRF for the year 2005-2006 amounting to Rs. 95.34 crore has also been released.

b) An Inter Ministerial Central Team is visiting the State from 10th to 13th July, 2005 to assess the damage caused by heavy rains and floods and requirement of funds for relief and rehabilitation operations.
UTTAR PRADESH

  • Light to moderate rainfall has been reported in some parts of the State.

  • As a result of release of 41,000 cusecs of water from Narora dam, the rivers Ganga and Yamuna at Allahabad is touching 81.6 m against its danger level of 84.73 m. It is expected that the water level in river Ganga will increase by about 2 inches and water may reach Allahabad during the next 48 hours (12th July, 2005) and affect 2000 to 3000 persons in Daraganj areas.

  • In Banda district, the water levels in the Ken and Yamuna rivers are receding. About 36,700 persons have been affected in 57 villages, of whom 7,500 persons are staying in the relief camps. 19 persons have died and 12 are reported to be missing. District authorities have initiated necessary rescue and relief operations including distribution of essential commodities.

  • In Kanpur city, 106 unauthorized “katcha” houses, of a village, built on the banks of the river Ganga, have been washed away. About 60 persons have been kept in relief camps.

  • In district Hamirpur 5 villages have been affected due to heavy rains and relief work is continuing.



UTTARANCHAL


  • There has been heavy to very heavy rainfall during the last 24 hours in the districts of Almora, Pithoragah, Bageshwar, Nainital, Udam Singh Nagar, and Champawat.

  • All the rivers are flowing below danger level.

  • The rivers Bhagirathi at Tehri and the Ganges at Devprayag, Rishikesh and Hardwar have reported a marginal increase in their water levels. In districts Rudraprayag and Uttarkashi some road blockades have been reported.

  • Situation in the State is normal.



ASSAM

  • River Brahmaputra at Dibrugarh (Assam) is flowing at 105.02 meters against its danger level 104.24 meter with a rising trend.

  • The levels of rivers Longai and Singla are rising and have affected 34 villages in Karimganj district.


ARUNACHAL PRADESH

  • Due to continuous heavy rains, floods have taken place in some parts of the Lohit, West Siang, East Siang, Anjaw and Dibang valley districts. Some houses have been submerged in Lohit district.

  • Road communication with the headquarters of these five districts have been cut off.

  • All rivers in the State are flowing above danger level.


SIKKIM

  • Due to heavy rains NH-31A has been damaged at 6th, 9th and 10th Mile from Gangtok in East District.

  • A landslide occurred at Geetang Karmatar on the night of 7th July, 2005 in West district, as a result of this some roads have been washed away.

  • In South district, Melli-Phong road has been blocked due to landslides and it is likely to opened after the monsoon only.

  • Mangan-Dikchu road in North district has been blocked at two places.


DELHI

  • The water level at Old Delhi bridge in Yamuna river was 203.63 meters at 0900 hrs as against the warning level of 204.00 meters and the danger level of 204.83 meters. The water level is receding.

General :

The situation in the States/UTs of: (1) Andhra Pradesh, (2) Bihar (3) Chhattisgarh, (4) Goa, (5) Haryana, (6) Jharkhand, (7) Karnataka, (8) Meghalaya, (9) Mizoram, (10) Manipur, (11) Nagaland, (12) Orissa, (13) Punjab, (14) Rajasthan, (15) Tamil Nadu, (16) Tripura, (17) West Bengal, (18) Andaman & Nicobar Islands, (19) Chandigarh, (20) Daman & Diu, (21) Dadra Nagar Haveli, (22) Pondicherry and (23) Lakshadweep is reported to be normal.
