5. South West Indian Ocean


  • Identify and prioritise remote locations where there is a need for observational data.

  • Prepare specifications for AWSs for the priority remote locations, purchase and install.

  • Acquire and implement Automatic Weather Stations (AWSs) at the following high difficulties stations (silent stations and stations making less than 20% of their daily observation programmes-Bouvet Island (1), Madagascar (1); at the following stations making less than 50% of their daily observing programme and Madagascar (3), Seychelles (1) and at the following stations making 50 to 100% of their daily observing programme-Comoro (2), Madagascar (12), Seychelles (2), Mauritius (4), Ocean Islands (13).

  • Rehabilitation of the climatological network of stations based on conventional instrumentation.

  • Evaluate the latest specific needs at the upper air stations: Ascension Island (61902), Diego Garcia (61967), Madagascar (67083, 197), Mauritius (61995), Ocean Islands (61901, 902, 976, 996, 998),

  • Reactivate the upper air observing programs at the stations by deploying at each station a system using GPS and reliable hydrogen producing equipment, where appropriate.

  • Acquire and implement a network of weather radars for cyclone warning and tracking.

  • Implement a sub-regional AMDAR project and operational programs addressing observations on ascent and descent at the main local airports, and during the en route flight.




  • Enhance marine observations through active participation of the countries in the Voluntary Observing Ship (VOS) Program and the other JCOMM and scientific programs such as ASAP, SOOP, DBCP, WIOMAP etc.




  • Identify the potential VOS and request for shipboard equipment and organisation of training of port meteorological officers.




  • Acquire and implement satellite data reception and assimilation programs in the different meteorological application areas with respect to the level of NWP development activities conducted at the NMC’s and the RMSC St, Denis.







  • Promote permanent access to the Internet and email for Seychelles, Mauritius, Madagascar, Comoros, NMCs.




  • Acquire and implement e-mail and internet facilities at the observing stations associated with Seychelles, Mauritius, Madagascar, Comoros, NMCs.




  • Acquire and implement computer based systems, with facilities for automatic request and retrieval of observed data from the observing stations, and capability to receive from the corresponding RTH graphic and Binary information, at Seychelles, Mauritius, Madagascar, NMCs.




  • Deploy DCPs, Digital HF SSBs and any other stand-alone telecommunication technologies to areas where the public telecommunication services are lacking (Deploy as required).




  • Upgrade the link Mauritius-La reunion.(missions and accessories).




  • Conduct sub-regional workshops for TSP, VSAT providers and NMHSs to explore the avenues for reducing costs of telecommunication services and possibility to establish a sub-regional VSAT system or any other cost-effective systems (2 sub-regional workshops (4 participants per country)).




  • Establish a sub-regional equipment and instrument maintenance workshop (feasibility study and workshop requirements).




  • Training on equipment operation and maintenance, GTS procedures, ICT, computer information processing and data-communications and GIS (2 sub-regional workshops (2 participants per country) and staff exchange programmes, short and long-term fellowships).




  • Acquire and implement high-speed workstations, or PC clusters and servers data processing and forecasting functions at St Denis, Seychelles, Mauritius, Moroni, Madagascar, RSMC/NMCs with a view to improve the transmission, provision and operational use of data and products at the centres to support meteorological services.
