ASSIGNMENT TITLE: CONSULTANCY TO CONDUCT AN INSTITUTIONAL ASSESSMENT OF THE LUSAKA WATER AND SEWERAGE COMPANY LIMITED AND DESIGN OF TECHNICAL ASSISTANCE.
The Lusaka Water and Sewerage Company Limited (LWSC) has applied for financing from the World Bank toward the cost of the Lusaka Sanitation Project, and intends to apply part of the proceeds for consulting services.
The consulting services include conducting an institutional assessment and design of technical assistance to the Lusaka Water and Sewerage Company Limited.
The main objectives of the consulting services include;
Conduct an institutional assessment of LWSC and design technical assistance to improve its performance, build capacity in understanding and meeting its customers’ sanitation needs, improve the operation and maintenance of sanitation services, build appropriate development partnership with private and public sector and enhance the sustainability of the investment under the Lusaka Sanitation Program.
Carry out a sector mapping and an assessment of the roles and responsibilities of the key stakeholders in sanitation service provision, and recommend the necessary actions to improve its effectiveness, and work constructively to support drivers of change towards such effectiveness, or mitigate the obstacles to making progress and achieving the changes required.
The assignment is expected to start in February 2015 and has a duration of three (03) months.
The Lusaka Water and Sewerage Company Limited now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are: (i) experience in carrying out similar assignments, (ii) core business of the firm being in proposed area of the assignment, (iii) experience in similar conditions or sub Sahara Africa region and (iv) experience and qualification of the firms directors / or firms principals and not key staff who may be presumed relevant to carry out the assignment as these are not required at this stage. Specific key staff requirements will be considered in the next stage and not during EOI preparation, EOI evaluation and short listing.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011 revised July 1, 2014), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
A consultant will be selected in accordance with the Quality and Cost Based Selection Method (QCBS) set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011 revised July 1, 2014).
