For the Ministry of Environmental Protection, Physical Planning and Construction the Institute develops and maintains a network application for displaying, processing, evaluating and informing the public on the microbiological quality of bathing seawater. (http://www.izor.hr/kakvoca). In addition to the Ministry the application is also used by the authorized institutions to conduct quality control of the sea (County Institutes of Public Health). An important part of the application is informing the public, which within the shortest possible period of time gives insight into the quality of the sea along the Croatian coast and is very well visited, especially during the bathing season (300-1100 visits a day).

Statistics of the users of the services provided by the Institute are kept by the Directorate of the Institute, including all the relevant documents, contracts and correspondence to and from the users of the services. Quality of the services is reflected in obtaining projects repeatedly, or in repetition of services, indicating the user satisfaction .

In particular it should be noted that the Institute of Oceanography and Fisheries is the only institution in Croatia, as well as on the entire eastern Adriatic coast, which holds accreditation for the research of toxic phytoplankton and toxicity of shellfish (PSP, DSP, ASP), and that due to the fact that in Croatia outside IOF there is no expert of the profile, the Commission on Accreditation necessarily includes EC experts.




4.3. Knowledge transfer and consultation

The Institution participates in public debates in several ways, depending on the level at which the debate takes place. For example, discussions of public interest in science and generally take place in the Institute through the meetings of the Scientific Council, which includes all scientists or their representatives at the Institute and provides high-quality discussion and feedback to the body that leads the public debate. The Institute actively participates in the discussions through its representatives in various scientific and expert bodies (see enclosed the list of public functions and memberships in international and national bodies) and thus actively determines not only the national policy in science, environmental protection, fisheries and other, but actively participates in defining the international criteria and regulations within these areas. Of course, arrangements and consultation of appropriate experts within the IOF are the necessity for a better quality of contribution to these discussions, depending on the subject and scope of the discussion. Within the institution information is transmitted over intranet, e-mail, web pages, notice board, meetings and laboratory sessions and meetings of the Scientific Council.


Institute of Oceanography and Fisheries actively participates in creating the scientific and other policies in the broad scope of its expertise. Thus, IOF has a representative in the National Council for Science, in the Regional commissions and Main committees. Because of the high-quality research activity and appropriate scientific staff, the Institute is authorized for electing to the scientific positions within the area of "Biology". Scientists of IOF, and IOF as "focal point" institution, are national representatives in many international bodies, such as the General Fisheries Commission for the Mediterranean (GFCM), the UNESCO Intergovernmental Oceanographic Commission (IOC), CIESM, and various specialized international bodies (e.g. for the Atlantic bluefin tuna, for the fish diseases) and they are members of the negotiating Committee for the Accession of the Republic of Croatia to the European Union (Chapter 27: Science and chapter 13: Fisheries). Scientists of IOF are members of the national expert bodies essential for the development and application of science in economy, such as the Council for the National Innovation System of the Republic of Croatia and the Government Committee for monitoring the FP projects of EU. Scientists of IOF have been actively engaged in the production of numerous documents regulating environmental and living resources of the Adriatic Sea, including fisheries policy, indicators of the state of the marine environment, etc. Finally, scientists of IOF are regular members of the Croatian Academy of Arts and Sciences, as well as members of various expert committees in the Academy in which they are actively involved.


Another important component of the transfer of the Institute's scientists knowledge to potential customers is through active participation in the progress of the specialized undergraduate, graduate and doctoral studies. Institute as a whole has a strong interest in organizing and performing postgraduate programs, such as postgraduate doctoral study “Applied Marine Science”, being together with the University of Split and the University of Dubrovnik one of the organizers of the study (Head of doctoral study Nada Krstulović is a scientist of IOF) and postgraduate doctoral study “ Oceanology “, organized in collaboration with the Faculty of Science, University of Zagreb and Rudjer Bošković Institute, while IOF scientists are actively participating in performing and conducting the undergraduate and graduate studies “ Marine Biology and Ecology" and "Marine Fisheries" organized by the University Center for Marine Studies, University of Split.



4.4. Public relations and communication of research results

Institute of Oceanography and Fisheries continuously cooperates with media including newspapers, journals, national and local television and radio stations aimed at the public presentation of scientific research, popularization of science and public involvement in the research processes. Education of the public is carried out also by publishing and distributing brochures, posters and information leaflets specifically related to the problem of invasive, endangered and economically interesting species.


It is interesting to note that over 120 000 brochures on the algae of the genus Caulerpa have been distributed, produced by the Laboratory for benthos in three languages, where everyone interested in sea is invited to actively participate in monitoring the spreading of invasive algae. Web site http://jadran.izor.hr/kaulerpa is also launched with all the data on invasive algae and their distribution, as well as the story on Posidonia on the page www.fauna.hr.


Laboratory for benthos produces documentaries and educational films in the independent production or co-production. Films are distributed to the educational centers, or are an integral part of the websites. Films have been shown at numerous international film festivals. In the period from 2006 to 2010 a total of 4 documentaries were produced, including:


- “Caulerpa Trilogy ", 2006, Documentary film, 3x7 min., the production of the Institute of Oceanography and Fisheries (available for viewing via http://jadran.izor.hr/kaulerpa); staff of the Laboratory for benthos - camera, directing and editing


- “Vis - Contemplation ", 2008, auteur film, 20 min., the COAST project, produced by Institute of Oceanography and Fisheries, Ante Žuljević - camera, directing and editing.


- "Protected Organisms of the Croatian Underwater", 2008, documentary short film. Production of Institute of Oceanography and Fisheries, (you can view it via http://www.jadranskomore.org). Staff of the Laboratory for benthos - camera, screenplay, directing and editing.


- "Open Sea", 2010, natural history film, 50 min., the production of Blue World (you can view it via

http://www.plavi-svijet.org/hr/posebni/PHARE/tvdokumentarac), Ante Žuljević - camera, scriptwriting, directing and editing.

Some experts of the Institute have participated in the documentary programs related to the sea and underwater. For example, Ivan Jardas and Leon Grubišić are experts who are engaged in documentary programs such as "Croatian Underwater”.


In addition to the films, employees of IOF (Ivica Vilibić) have participated as experts in the international documentary film productions, such as "Angst vor der Riesenwelle: Tsunamis im Mittelmeer" made in 2008 in production of the international TV station "3sat". The quality of the research in this field was recognized also by international publications - the German weekly "Der Spiegel", where, after the article in late 2006 entitled "Überraschende Flut: Schluckauf über dem Mittelmeer verursacht Tsunamis", an article "Tsunami-Forschung: Wie Luftwirbel Riesenwellen auslösen" was also published in August this year. Basis for both articles are scientific papers published in international scientific journals and conducted by the scientists of IOF.


The Institute of Oceanography and Fisheries is an active participant in the Festival of Science, being especially active during 2009, when the festival had the theme "Earth". Then the scientists of IOF held a number of popular public lectures, scientific discussions, photo exhibitions and film projections, they opened the research vessel BIOS 2 to the public, etc.


Within the projects COAST, AiA INTERREG and PHARE 2005 a series of workshops and round table discussions were held with stakeholders including representatives of fishermen, local population, guild associations, government, non-governmental organizations, diving centers and others. The held meetings have enabled the transfer of knowledge between the scientific community and other stakeholders and identification of the needs for further cooperation. Furthermore, within the same project brochures and posters were created with the aim of popularizing science and education.


The Institute develops and maintains database and indicators of the state of the marine environment, mariculture and fisheries (http://www.izor.hr/azo). The database was developed by the Institute for the needs of the Environmental Protection Agency. In addition to developing and maintaining the database, researchers from the Institute participate in the development of a number of indicators. The database provides a broad and multidisciplinary review of the environmental situation in the Adriatic Sea. Until October 2010, in the database you can find the total of 159 indicators described with the total of 1994 graphs and 402 photos.


On the website of the Institute (http://www.izor.hr) you can find, in addition to general information about the Institute, also the information on various international projects in which the Institute is involved. There is also a referral oceanographic database (database with metadata about the research cruises), data and graphical display of data from automatic measurement system in real time, library catalogs, and some issues interesting to the wider public (New species of fish in the Adriatic Sea; Phytoplankton species).



4.5. Utilization of results and technology transfer
Long-term monitoring of demersal, pelagic and coastal fisheries serves as a technical basis for enacting laws and subordinate legislation, as well as for the regulation on commercial sea fisheries. Furthermore, the collected data are used to create measures for sustainable management and protection of the sea and coastline, including proclamation of protected areas and organisms in the sea. It is important to note that the collected data are basis for negotiations of Croatia with EU in fisheries (Chapter 13).

Based on research activities and results, the IOF employees participate in working groups for drafting strategic documents for the Ministry of Environmental Protection, Physical Planning and Construction and the Ministry of Agriculture, Fisheries and Rural Development, such as: National Diagnostic Analysis (NDA) for the coastal area of the Republic of Croatia, Regulations on standards of sea quality on the marine beaches, Assessment of the condition of the Adriatic Sea within the implementation of the EU Directive on Marine Strategy, Implementation of the EU Water Directive: the determination of transitional and coastal water types, and reference environmental conditions, Quality monitoring plan for the sea water and shellfish in production areas for farming and harvesting shellfish, Regulation on the implementing measures for certain products concerned, Regulation on the hygiene of food of animal origin and for the organization of official controls to which it applies, Regulation on official controls of food of animal origin, Regulation on marine fisheries, and other.


Contracts stipulated with the economy represent an important determinant of expert activities of IOF, because the Institute is authorized to make environmental impact studies that are legally defined and represent assesment of the impact of a certain activity on the marine environment. In addition, the Institute conducts also the programs for monitoring the state of the Adriatic, as well as monitoring of individual mariculture farms, and monitoring the impact of these facilities on the environment, and detecting environmental changes relevant for the ecosystem.


Activities relating to patents, protection of property and licensing, and business start-up by employees of the institution (including the establishment of spin-off companies) is a strategic determinant of the development of the Institute (see the Development Strategy of the Institute of Oceanography and Fisheries 2011-2020, Chapter 5), but unfortunately the climate for such activities has not been encouraged and regulated at the national level, and hence the activities in IOF have not been significant.


In 2008, on the basis of scientific references and the international intercalibrations in the field of toxic phytoplankton and phycotoxins analysis, Laboratory of plankton and shellfish toxicity got accredited as per ISO / IEC 17025. As the only one in Croatia with accreditation in the field of toxic phytoplankton and phycotoxins analysis, the laboratory undergoes the nomination procedure for the National reference laboratory for shellfish toxicity. Due to increased workload in the Laboratory there are 4 vacant job positions for associates. Furthermore, the activities of the laboratory will allow the export of shellfish to the EU market, which will ultimately lead to new job opportunities in the economy.



4.6. Events

Institute of Oceanography and Fisheries organized or co-organized 26 conferences and workshops in the period from 2006 to 2010, while scientists of IOF were members of 14 other scientific committees (list of conferences, workshops and memberships in scientific committees is enclosed herewith). This list includes the scientific conferences and workshops, expert meetings and project workshops highly specialized within a specific project task. So, the international meetings include over 70% of all conferences and workshops organized or co-organized by IOF, while the national workshops were aimed primarily at the dissemination of specific project results towards the national expert and managing bodies of the local and regional government, and of the public administration.

Scientists of IOF were invited 11 times as keynote speakers at international conferences, being insufficient considering the potential of the Institute. However, with increasing quality and visibility of research at the Institute (see clause 4.1) it is to be expected that the number of invited lecturers of the Institute increases.



4.7. Positions and functions of importance

Enclosed herewith please find a complete list of scientists in the scientific organization who perform public functions and public duties, including membership in national and international bodies. Scientists at the Institute are members of 77 national and international bodies, of which in 19 they act as heads, national coordinators or national representatives. As of the total number, about a third of memberships (29) are in the international bodies, especially in bodies that coordinate the activities of Fisheries (General Fisheries Commission for the Mediterranean in - GFCM, International Commission for the Conservation of Atlantic Tunas - ICCAT), as well as in UNESCO's committees and Commissions (Intergovernmental Oceanographic Commission - IOC) and in CIESM (International Commission for Scientific Research of the Mediterranean Sea).



4.8. Awards and acknowledgements

In the period from 2006 to 2010 the IOF employees received the following awards and acknowledgments:


- State Award for Science for 2007 (Parliament of the Republic of Croatia), natural sciences, Frano Kršinić


- National Science Award for junior researchers in 2009 (Parliament of the Republic of Croatia), natural sciences, Jadranka Šepić


- Award of the Croatian Academy of Arts and Sciences for the highest scientific achievements in the Republic of Croatia in the field of natural sciences and mathematics for 2006, Mladen Šolić and Nada Krstulović


- Award of the daily newspaper "Slobodna Dalmacija" in science for 2009, Jadranka Šepić


- Acknowledgement of the University of Silesia in Katowice/ Poland for the contribution in cooperation of the Croatian GIS Association and the University of Katowice, 2007, Vlado Dadić


- Annual Award of the Croatian GISFORUM for promotion and improvement of the application of GIS technology in research, exploitation and protection of the sea, Zagreb, 2008, Vlado Dadić


- Acknowledgement of Polish GIS Association for contribution to the achievement of successful cooperation between the Polish and Croatian experts in the field of GIS technology, 2008, Vlado Dadić
