SYLLABUS

M.A. (PUBLIC ADMINISTRATION) PART-I (ANNUAL)

(2011 & 2012 EXAMINATIONS)

OUTLINES OF TESTS

Note: Each Paper will carry 100 marks and of 3 hours duration. Pass Marks 35 percent.

Effective teaching hours 105 for each paper.

Paper-I: Administrative Theory.

Paper-II: Comparative Personnel Administration.

Paper-III: Indian Administration

Paper-Iv: Anyone of the following options.

Option (i) Financial Administration.

Option (ii) Research Methods in Public Administration.
PAPER -1 ADMINISTRATIVE THEORY.
INSTRUCTIONS FOR THE PAPER SETTER

The question paper will consist of five sections: A, B, C, D and E. Sections A, B, C and D will have two questions from the respective sections of the syllabus and will carry 15 marks each. Section E will consist of 10 short-answer type questions which will cover the entire syllabus uniformly and will carry 40 marks in all. Each short answeer type question carries 4 marks. The candidates are required to give answer of each short answer type question in 50 words i.e. in 7-10 lines.

Candidates are required to attempt one question each from the sec­tions A, B, C and D of the question paper and the entire section E. The candidates are required to give answers of each short answer type question in 50 words i.e. 7-10 lines.

Meaning, Nature, Scope and Significance of Public Administration; Public and Private Administration; Relationship of Public Administration with other Social Sciences. Public Administration as an Art and Science; Approaches to the study of Public Administration. Evolution .of Public Administration as a discipline and its present status; New Public Administration; Public Choice Approach; New Public Management Perspective.



SECTION-B

Theories of Organisation : Scientific Management (Taylor and his associates); Classical Theory; Bureaucratic Model (Weber); Human Relations Approach; " Behavioural Approach, The System Approach.

Principles of Organisation: Hierarchy, Unity of Command, Span of Control; Centralisation and Decentralisation; Authority and Responsibility; Delegation, Supervision, Co-ordination.

SECTION-C

Structure of Organisation: Chief Executive- Types, Role and Functions; Line, Staff and Auxiliary agencies, Forms of Organisation : Department, Company, Corporation, Boards and Commissions, Headquarters and Field relationship.

Administrative Behaviour: Leadership, Decision Making with special reference to Simon. Communication, Morale, Motivation (Maslow & Herzberg).

SECTION-D

Accountability and Control: Concept; Legislative, Executive and Judicial Control over Administration; Citizen and Administration.

Administration Law: Meaning and significance. Delegated Legislation, Administrative Tribunals: Meaning Advantages, Limitations and

Methods of ensuring effectiveness.

Social Research: Meaning, objectives, assumptions, types and utility.

Qualities of a good Researcher, Public Administration as a Science.

Scientific Method: Meaning, characteristics and various steps in scientific methods, value and use of scientific method in social sciences, limitations of scientific method.

SECTION-B

Objectivity: Difficulties in achieving objectivity in social research. Means of increasing objectivity in social research.

Hypothesis: Meaning and nature of hypothesis, characteristics of a good hypothesis, formulation of hypothesis, types of hypothesis, verification and testing of hypothesis, utility of hypothesis. Research Design: Meaning and preparation of research design in research. Sampling Design: Basis of sampling, types, how to select sample, advantages and disadvantages of sampling method.
SECTION-C

Methods of Social Research:

Experimental Method: Types of experiments, planning an experiment, merits and demerits of this method.

Statistical method: Significance of this method in social research, process of statistical research, limitations of this method.

Case study Method: Definition, assumptions, importance of this method, its relation with statistical method, limitations of this method.

Survey Method: Difference between social research and social survey, objectives of a social survey, planning a survey, objectives of a survey, merits and demerits of this method.



SECTION-D

Methods of Collecting Data: Interview Method, Observation,

Questionnaire and Schedule.

Processing of data: Editing, classification and tabulation.

Processing of data: Mean, Mode, Median, Content Analysis.

Preparation of Research Report.

Paper-2 ADMINISTRATIVE THOUGHT (COMPULSORY)

Paper-3 And IV (Optional) Any two from the following options :

(i) Local Government and Administration with special reference to India.

(ii) Labour Policy and Administration with special reference to India.

(iii) Economic Policy and Administration of Public Enterprises with special reference to India.

(iv) Social Policy and Administration with special reference to India.

INSTRUCTION FOR PAPAER - SETTER/EXAMINERS

1. "The paper-setter will set a total of nine questions, two from each of the four sections and one short answer type question which will be compulsory and will cover the whole syllabus. The short answer type question will contain 10 short answer type questions and will be of 40 marks. Each short answer type question carries 4 marks. There will be no choice in the compulsory question. From the remaining eight questions, the candidates will attempt one question from each section. Each question will carry 15 marks. Thus the candidates will attempt five question in all including the compulsory question.

2. The question paper should be strictly in conformity with the syllabus.

3. Language of the 4uestion should be simple, precise and straight

forward. As far as possible, quotations are to be avoided.

4. Questions on insignificant aspects of a topic need not to be asked. Stress should be on the important aspects of the topics.

5. If a question consists of some parts, weightage of marks given to each part should be indicated on the question paper itself.
