To Whom It May Concern:

With regard to the application for an A.T.A. Carnet, it is important for the applicant to note that the Dublin Chamber of Commerce require the following before we can process the Carnet:



  1. The completed application form that is supplied by the chamber.




  1. An itemised list of goods being carried abroad.




  1. A bank guarantee (see guarantee wording) or a bank draft, which is calculated at a set percentage, based on the kind of goods being carried and where those goods are going.




  1. The sufficient issuing fee.

If the goods are not re-exported within such period, I accept responsibility for any negotiations or proceeding with any Customs direct of indirect and agree to pay all duties, taxes and charges which may result from no re-export or failure to observe Customs regulations and requirements both in Ireland and abroad.

I agree that the Bank Draft on deposit or Guarantee may be used to reimburse for any duty, taxes or charges as above should these be incurred and for any fees charged by the Chamber for the issue or regularisation of the Carnet. I further agree to pay the Chamber immediately upon receipt of its demand in writing all or any such sum or sums of money which may have paid or be called upon to pay in respect of any professional or other fees, costs, liabilities and expenses of any nature whatsoever incurred by the Chamber as a result of, or in connection with, the issue of the Carnet.

The Guarantee/Deposit is calculated by the Country visited and type of equipment used by the Carnet Holder.

Any Guarantee/Deposit will be returned when the Carnet is returned to the Chamber and found to be correctly discharged.

A Carnet is valid for a year less a day for commercial samples and professional equipment. A Carnet used for exhibition material is valid for a period of six months.





The following is the wording for the bank guarantee.


Carnet Bank Guarantee

In consideration of the Dublin Chamber of Commerce issuing A.T.A. Carnet number _______ to (insert name of firm) _____________ in accordance with arrangements made under the Customs Convention regarding E.C.S. Carnets for Commercial Samples done at Brussels on the 1st of March 1956, or the customs convention regarding A.T.A. Carnets for temporary admission of goods done at Brussels on the 6th December 1961. We guarantee payment to you on demand of all or any such sum or sums of money as you may have paid or are called upon to pay in respect of customs duties and other charges relating to goods imported into any country concerned under cover of the Carnet (as well as any fee therefore) which this guarantee applies and such demand shall constitute sufficient evidence that moneys demanded by you are due and payable by us without further enquiry. Our liability hereunder shall be limited to a payment not exceeding ________ in the aggregate.



Instructions for completing the guarantee.


  1. The guarantee should be written on the official notepaper of the Guaranteeing body.

  2. An official representing the guaranteeing body, who has authority to do so, should sign the Guarantee; the capacity of the signatory must be shown.

  3. The signature of the official mentioned at 2 above should be witnessed.

  4. The guarantee must be dated and have no expiry date.

These fees are inclusive of 23% VAT, if your company is exempt from VAT please provide a copy of your 13B form


Please note that in order to get the 24-hour service, all required information must be given to the Dublin Chamber of Commerce 24 hours before the carnet can be processed.

It is of great importance that all required documents are given to the Dublin Chamber of Commerce together with the issuing fee.



Please note that the following must be typed on official company headed paper for ATA Carnet applications for the United States of America only.


I wish to confirm that we understand that failure to have a re-exportation voucher stamped by US Customs will result in a fine of US$50.00 being levied on this company by the US Customs authorities for each non-compliance.
Any such fines will be paid by us to the Dublin Chamber of Commerce on request.

NOTE TO THE HOLDER
It is the responsibility of the ATA Carnet Holder to produce the carnet at any relevant customs point in order to get the Carnet stamped on entry into and exit from a destined country.
It is of great importance to note that duties and taxes may be demanded on the goods being imported into a country if the Carnet is not stamped correctly by customs.
The customs authorities have ONE YEAR after the expiry of the Carnet to raise a query and in turn to demand payment of duties if the carnet has not been stamped. These payments are the responsibility of the Carnet Holder.
Deposits and guarantees are held by Dublin Chamber of Commerce until the carnet is returned correctly stamped and are then returned

on request.
Carnet deposits not claimed by the holder after 3 years from receipt will cease to be refundable
