5. ORGANIZATION AND ADMINISTRATION

5.1. Organization structure

Work at the Institute of Oceanography and Fisheries is taking place within the eight laboratories, while the organizing of work in each laboratory is operated by the Head of laboratory. The Head of the laboratory is appointed by the Director upon the proposal of laboratory employees. General Services Dept. consists of the Department of Legal Affairs, Personnel and Administrative Affairs and the Department of bookkeeping, accounting and financial affairs and at the forefront of every department is a head of the lodges. Job positions of department heads are filled by public competition. Organizational Unit Technical Services makes the crew of research vessel, a unit managed by the captain of a research ship. Organizational units of the Information Service (communications and database) are managed by the CIO. Organizational unit of Library and Publishing Activity consists of the institute Library and publishing activities are related to the international scientific journal Acta Adriatica. Library is managed by the Librarian and publishing activities are managed by the Editors of the journal Acta Adriatica.



5.2. Management bodies

The Institute is managed by an Administrative council consisting of five members, three of which members are elected by Ministry of Science; the fourth member is elected by the Staff Council and the fifth is elected by the Scientific Council of the Institute. Members of the Governing Council and Chairman of the Board are appointed by the MSES.

Governing Council passes the Statute of the Institute and other regulations of the Institute, together with the Scientific Council participates in drafting the Institute Strategy; elects and dismisses the Director of the Institute; approves the annual financial plan and semiannual and annual financial report of the Institute; in consultation with the Director decides on the investments undertaken by the Institute of own resources (purchase of capital equipment, laboratory space planning, etc.) and in consultation with the Director of the Institute shall decide on participation in various scientific and technical projects and programs.

Director of the Institute organizes and manages the work of the Institute. The Director shall be elected through a public tender, or the Governing Council decides on the selection of a principal basis of the proposals of the Scientific Committee. Scientific Council of the Institute is composed of scientific advisors and senior scientific staff, and representatives of the scientific staff and research assistants.

Scientific Council discusses and decides on the overall scientific policy of the Institute; conducts scientist election/promotions; proposes regulations of the Institute, makes the proposal on the election of Director, and makes suggestions on Institute’s Investments.

5.3. Activities: research and services

Activities of the Institute are fully consistent with the mission of the Institute, and are implemented through three main areas:


- Pure scientific research of the sea,

- Application of scientific results in practice (applied research),

- Educational activities, publishing, communicating with the public.
The largest part of the Institute's activities related to scientific research activities is carried out through basic and applied research. A result of this activity is reflected by the number and quality of published scientific papers, reports and studies.

A big part of the scientific research results is used in making various kinds of professional background for managing marine resources (the basis for drafting legislation on environmental protection, biodiversity, fisheries law, food law, ballast water, etc.). Scientific knowledge and experience are used in teaching activities, as well.



Description of activities:
The IOF Scientific work is multidisciplinary, because it conducts research in the field of biological, chemical and physical oceanography, sedimentology, fisheries biology and aquaculture. The work of the Institute is organized within the framework of eight research laboratories, so that every laboratory makes a thematic whole.

Laboratory of Physical Oceanography - an exploration of the dynamics of the sea, exploring thermohaline properties; research of the optical properties; development and testing of new oceanographic tools and measurement systems; the creation of the base of oceanographic data; hydrodynamic modeling.

Laboratory for Chemical Oceanography - research related to nutrients, heavy metals and organic contaminants in the water column, but also in the sediment. Research related to increasing trophic status of enrichment from urban agglomerations, industrial and port facilities, aquaculture facilities, tourist sites, etc.

Laboratory of Plankton and Shellfish toxicity – research of taxonomy and ecology of phytoplankton and zooplankton; primary production studies; the toxicity of shellfish. Research related to increasing trophic status of enrichment from urban agglomerations, industrial and port facilities, aquaculture facilities, tourist sites, etc.

Laboratory of Microbiology - study of the role of viruses, bacteria and flagelata in the food chain, research and sanitary quality of sea water. Research related to increasing trophic status of enrichment from urban agglomerations, industrial and port facilities, aquaculture facilities, tourist sites, etc.

Laboratory for Benthos - the research of plant and animal bottom communities, taxonomy and ecology of macroalgae. Research related to increasing trophic status of enrichment from urban agglomerations, industrial and port facilities, aquaculture facilities, tourist sites, etc.

Laboratory of Ichthyology and coastal fishing - research into the biology and ecology of fish, juvenile fish survey, assessment of fish resources in inshore fisheries and their threats.

Laboratory for Fisheries and management of pelagic and demersal resources - exploring spatial and temporal distribution of small pelagic fish, demersal survey settlement of commercially important organisms, and assessment of the condition of pelagic and demersal resources.

Laboratory for Aquaculture- research related to fish and shellfish, the impact of fisheries on the environment, and research related to parasitology of fish and shellfish.

The IOF scientists are involved in teaching at undergraduate and postgraduate studies at the University of Split and Zagreb University.

A part of its activities the IOF carries out through applied research.

The IOF is constantly involved in international cooperation on a number of international projects.

The IOF issues only Croatian scientific journal of the Sea, "Acta Adriatica”.

5.4. Planning


The program and plan of the institution are determined by the Scientific Council in accordance with the needs of society and the trends of interest in the scientific community.

Selection criteria are primarily based on scientific interest, but due to the fact that research in this field of science is extremely expensive, it is necessary to take into account the financial viability of the project. Specifically, research in the field require great expense (research vessel, oil, specific and very expensive research equipment with relatively short lifetimes, the possibility of loss of expensive equipment – current meters), which is why it is imperative that the financing of basic scientific research is of particular interest to the Institute and is partly financed by the Institute of earnings from professional activities (environmental impact studies, surveys, etc.).

In the long term and even short-term planning of activities and income in the current situation is extremely difficult, since the funding of research by the MSES is significantly reduced, and all other sources of funding are due to global recession are also greatly reduced. Thus the Institute for its normal continuation of the research considers the largest and the only chance to work on international projects, so there are currently 4 international projects in the evaluation (IPA Adriatic), while 2 international projects are in preparation (FP 7).

Although there is no specific person responsible for managing and coordinating research work in the Institute, but the managing and coordination of research work does Director in consultation with project managers and the Scientific Council, the research at the Institute is carried out without major problems due to a high degree of cooperation between scientists of the Institute, that are linked by work on joint projects. There is a need to emphasize that there has been obtained a very good cooperation between scientists in the field of oceanography, as well as between scientists in the field of fisheries, but still all the possibilities of cooperation between these two groups of scientists haven’t been sufficiently exploited yet.




5.5. Quality management

The Institute provides the quality of research in a number of ways:



  • Continuous training of scientists through participation in scientific workshops, courses, congresses, specialization, etc.

  • continuing concern about the recent acquisition of research equipment (MSES funds and own funds)

  • investing its own funds in the education of missing personnel (financing of doctoral studies)

  • accreditation of laboratories (in 2011 microbiological laboratory requires accreditation)

A director manages Institute and brings most decisions in consultation with group leaders and the President of the Scientific Council. Organization of work in laboratories and care for laboratory research equipment is one of the duties of the head of laboratory. The captain manages the research vessel and is responsible for ship and marine equipment, as well as for the work of crew. Project managers are responsible for the execution of the agreed work on projects, and the whole process of contracting projects, while project implementation and final report are carried out in consultation with the Director. Since most of the projects of the Institute are an interdisciplinary, a cooperation is needed between scientists from different laboratories, so as a rule, on each project are involved as many laboratories as possible. Scientists of the Institute achieve close cooperation with colleagues from other national and international institutions (HHI-Split, Split, Faculty of Science, Science Zagreb, RBI Rovinj, RBI Zagreb, Rijeka Natural History Museum, Natural History Museum in Zagreb, Veterinary Institute, University of Split, Dubrovnik University, University of Sarajevo, NIB-MB-Piran Ljubljana, Institute of Biology, Kotor, OGS-Trieste, IRPEM-CNR-Ancona, CRM Cesenatico, ISMAR-Venice, University of Bologna, HCMR Athens) in joint projects and publication of joint papers.

Research equipment is purchased from the MSES in the research projects, and for taking care of the equipment is in charge the laboratory which has procured the equipment through the project. The Institute procures needed equipment from its own funds, but also within projects and in consultation with project managers and laboratories involved in the project. The equipment can also be used by employees of other institutions, but in consultation with the Director. From the Institute’s own funds is sponsored the participation of scientists in congresses, workshops and courses, based on an agreement between the project manager and Director.

Laboratory of Physical Oceanography is engaged in applied and theoretical oceanography, with the aim of studying the thermohaline, hydrodynamic and optical properties of the Adriatic Sea. Laboratory staff collects and analyze data in situ and remote measurements, developing measurement systems in real time and explore the processes in the sea using numerical hydrodynamic models. In addition, the laboratory staff actively participates in educational activities within the undergraduate, graduate and doctoral studies at the University of Split, University of Zagreb and the University of Dubrovnik.

In this laboratory are examined the processes of change of mass and energy in the boundary layer between the atmosphere and the sea (Ad HOC), which occur on synoptic, seasonal and multiannual scale. Researchers examine the connection between the Adriatic Sea thermohaline characteristics of the hemispheric meteorological processes and analyze their joint effect on the thermohaline circulation and the ecosystem of the Adriatic.

Laboratory activities include satellite oceanography and measuring of optical properties of the sea which are the result of complex biophysical interactions. Measurements of dynamic properties must be carried out by using anchor and moving your meter, high-frequency radar and autonomous oceanographic-meteorological stations on buoys placed in the open and coastal waters of the Adriatic, with stations set up on land and coastal vessels (link to Bios Two; Liburnija).

Studies of unusual phenomena, such as meteorological tsunamis, are realized with the use of specially designed measurement system, which measures the relevant parameters on a time scale of seconds.

Besides the analysis of measured data, laboratory staff is dealing with the hydrodynamic numerical modeling, and develop and apply models of finite differences with a vertical σ (POM model) and the layers according to potential levels (Adria model). The results of numerical models are used in the analysis of various physical processes caused by the atmospheric and hydrological effects, while applying of the model ranges from modeling the entire circulation of the Adriatic Sea to Adriatic shelf, the coastal restricted domain, and the motion in small semi-enclosed coastal basins.

Laboratory participates in a variety of scientific, technical and economic projects as well as international research projects that take place within the Framework Research Program of the European Union and bilateral cooperation with several countries.

In the Laboratory for Chemical Oceanography and Sedimentology are examined the biogeochemical processes and cycles of different elements in the water column and the sediment of the Adriatic Sea. Field research is conducted in areas of different trophic status (estuaries, bays, open seas, fish farms) in order to observe any changes brought under the influence of anthropogenic or climatic factors.

Research also includes examinations of the state of chemical parameters in seawater, sediments and organisms (algae, shellfish, fish). Measurements in seawater samples include pH, dissolved oxygen content, concentrations of dissolved inorganic forms of nutrients (nitrate, nitrite, ammonia, orthophosphate, silicate) and organic phosphorus and nitrogen.

In the sediment are examined: redox potential, grain size composition, carbonate content, organic matter, organic carbon, total nitrogen, phosphorus speciation and concentrations of heavy metals and organic pollutants which are determined in the organisms.

The laboratory is equipped with a range of devices, photoelectric colorimeter (Seal Analytical AA3), spectrophotometer (Shimadzu UV Mini 1240), atomic absorption spectrometer (Perkin Elmer AS 800), GC gas chromatograph (Agilent 6890), pH-meters (Mettler Toledo, Sartorius), analytical balances (Mettler-Toledo), deionization (Millipore Synergy), distiller (Inko), laboratory drying ovens and annealing furnaces.

Laboratory Staff is involved in basic scientific research programs and projects of developing professional and applied studies (environmental impact assessments, monitoring of fish farms), the IOF’s international programs and teaching activities in undergraduate, graduate and doctoral studies at the University of Split.

Plankton studies in the Institute of Oceanography and Fisheries have very long tradition, dating since the very beginnings of the Institute. Working in the lab combines research in ecology and taxonomy of phytoplankton and zooplankton, and research processes of primary production. Taxonomic studies have largely focused on microzooplankton, mezozooplankton and microphytoplankton, while in the ecological research the largest attention is paid to the study of changes in phytoplankton and zooplankton communities occurred under the influence of anthropogenic activity and climate changes.

In these investigations a long-term data series are of a great help (phytoplankton, zooplankton, primary production, chlorophyll / a /) and they represent a particular value of the laboratories and institutes.

Special laboratory activity is related to basic research of toxic phytoplankton from which originated (and is applied) the research related to examination of the toxicity of shellfish.

On the basis of scientific references associate laboratories, as well as international intercalibration in toxic phytoplankton and analysis phycotoxins, the Laboratory in 2008 has received accreditation to ISO / IEC 17025, and as the only Lab in Croatia with accreditation in this area, is in the process of nominations for the National Reference Laboratory.

In the Laboratory of Microbiology, conducted research into the ecology of marine organisms (viruses, bacteria, cyanobacteria, heterotrophic nanoplankton), and the research of alien microorganisms which from different sources enter to the marine environment.

Ecology of marine microorganisms includes studies of the structure of microbial communities (composition, abundance, biomass, production and operations) and the role of microbial food webs in the flow of matter and energy through the pelagic ecosystem. Related to the problem of alien organisms, is conducted a research on presence of fecal contamination indicators in seawater and organisms (especially shellfish), and occasionally on some groups of pathogenic microorganisms. The results of these studies are essential for assessing the quality of sea bathing and marine organisms and the potential risks to human health. Research on survival of microorganisms in the marine environment, and speed of their concentration in shellfish in different ecological conditions in the environment has been also conducted. Within this issue, Laboratory of Microbiology, organizes national and international workshops related to the introduction and training of new methods as well as their apply.

Laboratory of Microbiology, is a certified laboratory for scientific analysis and assessment of water quality, according to the solution of the Ministry of Agriculture, Forestry and Water Economy of Croatia, the Board of Water Management (CLASS: UP/Io-034-04/08-01/16; Reg.no.: 538 -10/1-4-64-08/6; of 10 December 2008).

Our group conducts research on marine benthic macroalgae (red, brown and green algae), sea grasses and different groups of marine invertebrates (echinoderms, mollusks, sponges, meiofauna). Topics of research are taxonomy, Phytosociology, zoo-sociology, ecology and biogeography. Most of our research focuses on the marine flora and fauna of the central Adriatic.

We also conduct projects that include the monitoring of coastal benthic communities, environmental impact studies and monitoring of the spread of invasive species such as algae of the genus Caulerpa. Laboratory of Ichthyology and Coastal fishing at the present has staff that consists of 5 scientists, 2 research assistants and professional associate.

Since the monitoring and changes of ichthyic communities is a complex study, the Laboratory seeks to cover as many areas as possible in order to get a better picture of the situation through:



  • systematic research into the biology and ecology of fish (the composition of coastal fish communities, biological characteristics and distribution of species);

  • population dynamics and assessment of the living resources of commercially important coastal fish species

  • qualitative and quantitative structure of the catch, the demographic structure of the most important stocks

  • levels of exploitation, the composition of the catch

  • Determination of selectivity and damaging effect of the fishing techniques and tools

  • assessment of potential impacts of global climate changes on the diversity of fish and other organisms

  • preparation of recommendations for the protection, sustainable use and management of coastal living resources

Activities of the Laboratory of Ichthyology and coastal fishing are supported through various national projects and monitoring mainly financed by the MSES and SCOs, but it is important to emphasize that our study of coastal ichthyo-communities initiated 65 years ago and continues up to now. Also, there is good collaboration with marine biologists from the Institute of neighboring countries. Moreover, every year post doctoral and Fulbright scholarship students spend some time working and participating in all our activities. Research that is carried out at the Laboratory of Fisheries Science and Management of Pelagic and Demersal Resources is basic and applicational. It encompasses research of sea (pelagic) and demersal fish, crustacean, cephalopods and shellfish settlements. It mainly refers to the economical important species in the Adriatic: tuna, sardines, anchovies, mackerel, hake, bream, John Dory, monkfish, barbel, squid, shrimp, and other species. The Laboratory is systematically monitoring their status based on composition, structure and their distribution, studying the biology, ecology and population dynamics, and estimating abundance. The possibility of application of marking for registering trends of marine organisms and their biological-ecological characteristics is also being researched, as estimating the level of sustainable exploitation, and proposing effective measures for protection and preservation.

Furthermore, research is carried out in populations of critical habitats (nursery and fry carp growing areas) of economically important species, their identification and sites, analyzing by-catch (a direct indicator of the degree of endangerment of habitats), monitoring possible changes in biodiversity, analyzing the impact of fishing on biodiversity, and proposing the measures for protection. Research of pelagic fish due to their use in aquaculture is also being performed.

In addition to contributions to general knowledge about the biology, ecology and population dynamics of species studied, the fundamental aim of the research that is carried out in the Laboratory is to find and recommend ways to implement the sustainable exploitation of marine organisms for the purpose of their preservation and protection.

In the Laboratory of Aquaculture the research is focused on the issue of introducing new species in aquaculture with emphasis on high-value species: dentex (Dentex gibbosus) and grouper (Scorpaena scrofa). The method of collecting stems specimens, their adaptability to conditions of captivity and feeding has been determined. Biotechnology research is based on the possibility of cryopreservation experiments of fish jelly, and the production of polyploids, mono-sex or stocking sterile materials.

Research covers the farming of tuna (Thunnus thynnus) which is based on fishing. Taking into account the economic value of the tuna and possible poor diet impact on them, it is especially important that the procurement of frozen food is checked on basis of the content of volatile amines. By the method of visual observations are estimated impacts of tuna farms on the white fish, shellfish and in natural populations of fish that live in the vicinity. Researches are conducted to the spatial and temporal distribution of natural populations, its biodiversity and biometrics, and are compared with habitats which are unaffected by the farms. In progress are population-genetic study of microsatellites and the population of wild and farmed sea bream.

Laboratory conducts research diseases of marine organisms, with emphasis on parasitic diseases of fish and shellfish in aquaculture, especially those zoonotic characteristics (Anisakis spp, Cryptosporidium spp.). Approach to research is holistic and includes the basic microscopic identification of parasites (luminous and transmission electron microscopy), molecular identification of pest and phylogeny (COX markers, ITS, rDNA), and the detection of pathological changes induced in the host (the classic histology, IHC, IF). To complete the picture of effect of pathogens on susceptible hosts in the system of breeding in aquaculture, we initiated a study of functional genomics of fish, with emphasis on the expression of genes involved in the immune response (cytokines, Toll-like receptors, lysozyme) as well as indicators of stress genes (qPCR, microarray).

One of the activities of the Laboratory of Aquaculture is mathematical modeling of the impact of fish farms on the environment. So we made two computer programs (TunaMod and AquaKult) used in the preparation of environmental impact studies of fish farms.
