REPORT OF THE CHIEF ARBITER – H E Price IA (RSA)

This tournament, the first team-event ever in Zone 4.3, was held in Maputo, Mozambique from July 13th to 19th. Players were accommodated in the Hotel Turismo while play took place in the Public Library a few hundred metres away. The Mozambique Chess Federation, under President Pedro Chambule, is to be congratulated for undertaking the event, which proceeded very smoothly, although the torn-out was a bit disappointing. The venue was spacious and well lit. The only negative feature, not under the organiser’s control, was occasional noise from building operations and repairs in the adjoining road. Lewis Ncube, Fide Vice-President, attended the last two days and handed out the trophies at the closing ceremony, adding a touch of glamour to the proceedings.

The spirit and behaviour of the players was excellent. Not a single incident took place! Rounds lasted typically 4 hours and my impression, although no complaints were received, is that the players would have appreciated some form of beverage service, although cold-water from a water-cooler was usually available.

I would like to thank the organisers for the invitation to officiate, and my assistant, Alex Mpuisang of Botwana, for taking an enormous load off my feet. Thanks, too, to our hosts in the library, and Angola and Mozambique for putting up with my zero Portuguese.

Special mention should be made of Burundi. This was their first international venture and their play was much stronger than indicated by their points-score. One hopes to see them in future as regular participants.


DECISIONS TAKEN AT TECHNICAL MEETING 20h30 2008jul13


3 delegations had arrived (and, of course, Mozambique). Angola had phoned from Johannesburg to say they were on their way. It was resolved to play the tournament as a double round-robin, two rounds per day, with a slightly faster time-limit (15 minutes for phase II instead of the originally announced 30 minutes). The first round would start at 11h00 with the next three morning rounds starting at 10h00 and round 9 starting at 09h00. Afternoon rounds would be at 16h00 except for round 10 which would be at 14h30. After the draw, with the CA drawing for Angola, it was resolved to change numbers so that Angola would have the bye in round 1 (in case they did not arrive in time – which, in fact, they did not).

It appears that some countries misinterpreted the pairings and played with colours reversed – this was, of course, corrected in the re-match.



TIE-BREAK. Original schedule was a 9 - round Swiss based on game-points:

In view of the change of format the CA felt that these criteria alone might not resolve ties so extra criteria were agreed as follows:

For board prizes the overall percentage would count, provided at least 5 games had been played (3 games for board 5). If equal percentages then the number of games would count. If still tied money would be shared.

TIME LIMIT 40 moves in 90 minutes, add 15 minutes and play to a finish

30 seconds per move increment from move 1
