POSITION: RESEARCH & COMMUNICATION COORDINATOR

The Council of the Baltic Sea States
The Council of the Baltic Sea States (CBSS) serves as an overall regional forum for intergovernmental cooperation and coordination among the 11 CBSS Member States – Denmark, Estonia, Finland, Germany, Iceland, Latvia, Lithuania, Norway, Poland, Russia, Sweden, as well as the European Union.
A Permanent International Secretariat was established in Stockholm in October 1998. The budget of the Secretariat is financed by annual contributions from the CBSS Member States as well as through project funds. The Secretariat is organised in a core team and specialised units. Currently there are 20 employees at the Secretariat. Additional information about the CBSS is available on www.cbss.org.
About the position:

The position reports to the Head of Media & Communications and to the Senior Adviser of the economic portfolio of the Council of the Baltic Sea States Secretariat. This is a three-year position, linked to the INTERREG programming period until summer 2019.

The Research & Communication Coordinator will support the innovation and science related projects of the organization and communicate the work of the specific projects, as well as the work of the CBSS as a whole.

The position will aid the development of international exchange, clustering, and data access networks in the Baltic Sea Region. The position will be involved in the establishment of a Baltic Science Network and activities that enhance communication and cooperation between Baltic Sea Region science and research frameworks.

The research aspect of the position will hence focus on analyzing industrial clusters, national strategies (national or regional Smart Specialisation Strategies and roadmaps in science), existing research infrastructure, funding access and statistical usage of Research Infrastructures.

The position also serves to ensure that the above-mentioned topics are also well-communicated in a clear and simplified manner to the wider public. Technical capacities and interpersonal communication skills are crucial for this role, and close collaboration with stakeholders in the Baltic Sea Region, especially the project partners and the scientific community, is a must.

The responsibilities will include the following:


  • Provision of analytical and secretarial support to the project leaders

  • Project support and report delivery

  • Monitoring the implementation of projects, including awareness building and disseminating project results

  • Coordinating, networking and liaising with other organisations and regional stakeholders

The job description is intended to describe the general nature and level of work being performed by the incumbent of this position. It is not intended to be an exhaustive list of all responsibilities and activities required of the position. Responsibilities may vary and change over time, depending on the development of the CBSS and of the Secretariat in the general framework of Baltic Sea cooperation.


The position of Research & Communication Coordinator involves frequent travel to destinations in CBSS Member States and occasionally beyond.

Selection Criteria

All internationally recruited staff members of the Secretariat are nationals of a Member State of the Council of the Baltic Sea States and are nominated on the basis of merits in a manner which strives to take account of geographical representation, gender balance and the principle of rotation.


Individuals applying for the position should possess at least the following qualifications:


  • An advanced university degree in a field relevant to the position

  • At least 3-5 years professional experience from the fields of innovation, science & research policy, regional cooperation and/or relevant experience from the academic world or private sector

  • Knowledge of research infrastructures (the MERIL database, European Strategy Forum on Research Infrastructures ESFRI, national databases etc.)

  • Ability to navigate in a complex international environment, including the EU Strategy for the Baltic Sea Region, as well as having knowledge of national strategies

  • Experience of regional funding mechanisms (such as INTERREG, European Commission)

  • Strong organizational skills – a team player able to handle a multitude of tasks and prioritize

  • Proven ability to coordinate regional cooperation projects (including drafting and project reporting skills)

  • Clear analytical skills and ability to make sound judgments, critical thinking and problem solving skills

  • Excellent communication skills (knowledge of Wordpress and social media channels considered an advantage)

  • Excellent command of oral and written English is required

  • Command of oral and written German is a strong benefit



Terms of employment

The Research & Communication Coordinator will be appointed for a period of three years with possibility of prolongation depending on funding. The suggested starting date for the position is 3 May 2016. The place of employment is Stockholm.
