1. The information of the head of ANO “AID RME” I.L.Gubin for this question has to be taken into account.

2. Approve the account statement of ANO “AID RME” for the year 2014 in accordance with the Enclosure No.1 of this report.

2. The performance effectiveness indicators of ANO “AID RME” and its employees for the year 2014 in accordance with the Enclosure No.2 of this report are satisfactory.

2. Approve the accounting balance of ANO “AID RME for the year 2014 in accordance with the Enclosure No.3 of this report.

The account statement of ANO “AID RME” for the year 2014
ANO “AID RME” carried out the following operations as of December 31, 2014.

For performance of the public contracts closed between ANO “AID RME” and the Ministry of economic development and trade of the Republic of Mari El, the Agency held three economic missions in the following countries: in the Turkish Republic – in April, 14-17, in the Republic of Belarus – in September, 15-20, in the Republic of Kazakhstan – in October, 26-29. During these missions the head of the Agency together with representatives of executive authorities and enterprises of the Republic of Mari El held presentations of economic and investment opportunities of the Republic of Mari El and business negotiations in the enterprises and institutions of a number of cities in these countries.

Early in September the Agency held the presentation with participation of the representatives of two Japanese companies: ANO “The Japan Center in Nizhny Novgorod city” and Mitsuba Teklas Rus, LLC, and also the Japan and Asia-Pacific Region Counselor of Industrial parks Association in Russia.

On 19-20 November ANO “AID RME” in cooperation with the Ministry of economic development and trade of the Republic of Mari El and Global Markt Group Ltd (Nizhny Novgorod city) organized the workshops “Successful marketing of regions: from strategy to result” and “Business communication without any limits: effective presentation and negotiations of an export-oriented enterprise in international markets” for representatives of executive authorities of the Republic of Mari El, local government bodies of the Republic of Mari El and enterprises of the Republic of Mari El.

For performance of the public contracts the Agency translated information about the Republic of Mari El into English: printed editions “The investment passport of the Republic of Mari El” and “Investment opportunities of the Republic of Mari El - 2014”, presentation multimedia materials “Economic and investment opportunities of the Republic of Mari El”.

The head of ANO “AID RME” carried out the following operations as of December 31, 2014.

Early in the year 2014 the head of the Agency organized the meeting in the Consulate General of the Islamic Republic of Iran in Kazan’ city and held the presentation of halal production of the agriholding “Akashevo”.

On 20^th February he took part in the Road Show Инвестклимат.РФ and the School of the Standard of ANO «The Agency for strategic initiatives on new projects’ promotion» for the regions of the Volga federal district in Kazan’ city. The information about the best practice of the Standard’s introduction in the regions of the Russia was received. Participation in the Standard’s School became the start point for new work step in the regional investment Standard – in 2014 the Republic of Mari El as well as most regions of the Russian Federation input monitoring stage.

On 2-3 April the head of the Agency participated in the II Forum of development institutions in the International Exhibition Center «Yekaterinburg-Expo» in sections of PPP, the best practice of development of industrial parks in Russia and development agencies. Iwao Ohashi confirmed his visit to the Republic of Mari El to discuss cooperation in development of industrial and technological parks.

On 4-6 April the head of the Agency participated in the international conference in Tashkent city (Uzbekistan) and held a number of business talks with entrepreneurs of the countries of Central Asia about distribution of production of the Republic of Mari El. In particular production of the agriholding “Akashevo” was presented for enterprises of the Republic of Kazakhstan and the Republic of Uzbekistan.

On 13 May the head of ANO «AID RME» Igor L. Gubin took part in the Annual Investment forum of Finnish companies in the Embassy of Finland in Moscow. The presentations of successfully realized investment projects and joint enterprises of Finnish companies in the territory of the Republic of Mari El. They agreed to hold a presentation of the Republic of Mari El in the Embassy of Finland in 2015.

On 13-15 May the Agency performed the public contract in cooperation with the Chamber of trade and industry of the Republic of Mari El and organized the exposition of the Republic of Mari El in the Federal Fair and Exhibition «Days of small and medium-sized business».

On 16 May the meeting of the Deputy Chairman of the Government of the Republic of Mari El, the Minister of Industry, Transport and Road facilities of the Republic of Mari El Vyacheslav P. Pashin with the CEO of «Interkontaktservis spol s.r.o.» Pavel Tůma (the Czech Republic) was held. The Czech delegation visited manufacturing ventures of the region on May, 17.

On 5-6 June he took part in the Sixth International economic summit of Russia and the countries of the Islamic cooperation organization KazanSummit 2014. Also the head of ANO «AID RME» and the head of the division of the Embassy of the Republic of Belarus in the Russian Federation in Kazan city talked about economic mission of the Republic of Mari El to the Republic of Belarus. The Chief Executive of Tatarstan Investment Development Agency offered to take part in a tripartite project of an agro-industrial park at the boundary of the Republic of Mari El, the Republic of Tatarstan and the Kirov Region.

On 19-20 June I.L.Gubin took part in the VII Cheboksary economic forum «The regions of Russia – sustainable development», in the training of the Ministry of regional development of the Russian Federation “Improvement of the Russian regions’ investment attractiveness” and in the training «Protection of the internal market within the membership of the Russian Federation in WTO». During the trainings problems in realization of import substitution programs, safety of domestic market were discussed. In 2015 import substitution program will be prepared in the Republic of Mari El.

On 20 June the head of the Agency took part in the educational training of the Agency for Strategic Initiatives on new projects’ promotion in Cheboksary city, there the results of practical approval of the National Rate of investment climate status in the regions of the Russian Federation (hereinafter – the National rate) and the case “Experience of realization of the big investment project in the territory of the subject of the RF”. The most successful regions on the National rate are the Kaluga region, the Krasnoyarsk region, the Ul’yanovsk region and the Republic of Tatarstan. This rate is planned to be implemented in all regions of the RF, including in the Republic of Mari El. So participation in this educational training allowed to learn the most successful examples of implementation of the National rate in one region or another.

On 25-26 June the meeting with the representatives of the Turkish companies “Maysan Mando” and “ITB Consulting” was organized and prospects of automotive components’ production in the territory of the Republic of Mari El were discussed.

On 29-30 July the head of the Agency organized the business meetings of the representatives of the Czech companies with the Minister of economic development and trade of the Republic of Mari El Svetlana I. Miloserdova, the First Deputy of the Government of the Republic of Mari El, Minister of Agriculture and Food production of the Republic of Mari El Aleksandr Y. Yegoshin. The Czech representative offered deliveries of milk farms’ utilities, mobile boiler-houses and gas-generatoring boilers, which are able to produce as thermal, so electric energy. The meeting with the Head of municipal institution’s administration «Medvedevo district» Dail G. Shagiakhmetov was held. During the meeting opportunities of cooperation with the Czech enterprises on modernization of boiler-houses in Medvedevo district were discussed. The meeting with the private farmer A.A.Babushkin was held in the Gornomari district of the Republic of Mari El. There was presented the Czech equipment for refrigerated vegetable storage warehouses.

On August, 15 the head of the Agency took part in the business trip to the Agency of investment development of the Republic of Tatarstan and learned advanced experience in creation of agricultural and industrial parks.

On 25-26 August the head of ANO «AID RME» took part in the International training on Public Private Partnership (PPP), which was held by the World Association of Investment Promotion Agencies in Kazan city. The experience of PPP application in the countries of the South Africa and Great Britain was learned. As well as the interaction between ANO “AID RME” and the Russian investment agency “Invest in Russia” (Moscow city) was discussed.

On September, 5 the second meeting of the working group on interregional cooperation of the Sustainable Russian-Iranian commission on trade –economic cooperation was held in Pyatigorsk city. The Ambassador Extraordinary and Plenipotentiary of Iran to the Russian Federation Mehdi Sanaei has agreed to visit the Republic of Mari El and discuss the possibilities of economic cooperation.

On 9-10 September the head of the Agency took part in the Third International Business Summit in Nizhny Novgorod city. The investment opportunities of the Republic of Mari El were presented to the representatives of the Consulates of the following seven countries in Nizhny Novgorod: the Republic of France, the Republic of Abkhasia, the Republic of Slovenia, Hungary, the Democratic People's Republic of Korea, the Republic of Austria, the Kingdom of Sweden.

In October the head of the Agency took part in the Round Table “The Russian-Tajik cooperation in agriculture”. Interregional cooperation with the countries of the Central and Latin America in Moscow city were held. Also he discussed opportunities of economic mission to the Republic of Tajikistan in 2015 with the Russian Federation Trade Representative in the Republic of Tajikistan.

At the end of October the head of the Agency took part in the training “Investment project formulation. Financial support and recommendations of the SME Bank (the Bank for Development and Foreign Economic Activity Group)” in Cheboksary city. Further to the training the head reached an agreement with the branch of Chuvashkreditprombank, PJSC in Yoshkar-Ola city on signing a Cooperation agreement.

The head of the Agency held the meetings in the General Consulate of the Republic of Kazakhstan in Kazan city, in the General Consulate of the Republic of Turkey in Kazan city, in the division of the Embassy of the Republic of Belarus in the Russian Federation in Kazan city. They discussed the results of the economic missions in 2014 and prospects of further interaction and cooperation. There is an opportunity to organize a meeting with the Extraordinary and Plenipotentiary Ambassador of the Republic of Belarus in the Russian Federation in the Republic of Mari El in the first half of 2015.

The head of the Agency took part in the meeting of the Working group on creation of rapid developing Interregional territory on the borders of Kirov Region, Mari El Republic and Tatarstan Republic. There prospects of the project were discussed.

The head of the Agency took part in the Second Conference “Foreign economic activity as a factor of effective development of the regions of the Russian Federation” which was held in Ul’yanovsk city. There the business talks on mutual profitable projects with the director of the Russian-British chamber of commerce were held. Also the head of the Agency met with the general director of the Russian agency of support for small and medium entrepreneurship V.P.Yermakov on creation of the European Information Consulting Center in the territory of the Republic of Mari El.

The head of the Agency visited the second annual conference “Russia and WTO: 2-years participation”, which was organized by the newspaper office “Vedomosty” and the Chamber of Commerce and Industry of the Russian Federation in the World Trade Center in Moscow. After the conference the Agreement on cooperation on projects between ANO “AID RME” and Intersectoral leasing company, CJSC (Moscow city).

Within the year the head of the Agency participated in the regular meetings of the Investment council of the Republic of Mari El, the Expert council of the Republic of Mari El on introduction of the Standard of ANO “The Agency of strategic initiatives on new projects’ promotion”. At the end of the year 2014 the action report of ANO “AID RME” was presented.

In 2014 the Agency closed 3 (three) Agreements on support for investment projects with the following enterprises: Construction materials, LLC, Service Bar, LLC and Stroypodryad, LLC. The total volume of investments on really realized investment projects within the closed agreements with the Agency is 166,79 million RUB.

Within realization of the investment project on technical reequipment in Yoshkar-Ola meat processing plant, CJSC 51 new work places were created.

4 (four) addresses of subjects of investment and entrepreneurial activity on support for investment projects on “one stop shop service” basis were received by the Agency in 2014. ANO “AID RME” helped the production enterprise “Promteks” and the construction company “The Group of Engineering Support” to find foreign partners for development of foreign economic activity. The Agency helped Stroypodryad, LLC in documentation agreement, and Service Bar, LLC in receipt of the license for realization of alcohol production.

As of December 31, 2014 the Agency considered 6 (six) addresses for selection of production spaces (investment areas) and land plots. Including the addresses of the following subjects: the Mari regional division “OPORA ROSSII” – for construction of an auto service, the corporation “SBR” – for placement of a construction supermarket Metrika, Agava, LLC - for placement of a supermarket Megastroy, the company Cashman and Wakefield – for placement of a commercial real estate, Vyatich, OJSC – for construction of a beer factory, the company “Mir piknika” – for construction of a plant for production of char coal.

The Agency presented required analytic and support information about social-economic development of the Republic of Mari El to 20 (twenty) subjects of investment and entrepreneurial activity: the General Consulate of the Republic of Kazakhstan in Kazan city; the General Consulate of the Republic of Turkey in Kazan city; the division of the Embassy of the Republic of Belarus in the Russian Federation in Kazan city; the Extraordinary and Plenipotentiary Ambassadors of the countries of the Latin America (Mexico, the Republic of Ecuador, the Republic of Cuba, the Republic of Paraguay, the Republic of Columbia, the Republic of Guatemala, the Republic of Chile and the Argentine Republic); the Consulate of the French Republic, the Republic of Abkhazia, the Republic of Slovenia, Hungary, Democratic People’s Republic of Korea, the Austrian Republic, the Kingdom of Sweden in Nizhny Novgorod Region; the International company Khan’ – Most, LLC (Moscow city); the company Interkontaktservice (the Czech Republic). The Agency presented widespread information about economic and investment opportunities of the Republic of Mari El: the presentational multimedia material, the investment passport, the information about the Southern Industrial Area of Yoshkar-Ola city.
