Señores :

Nos permitimos transcribir a ustedes, la Resolución aprobada por la Comisión Nacional de Bancos y Seguros, que literalmente dice:
“RESOLUCIÓN No.959/12-08-2003.-  La Comisión Nacional de Bancos y Seguros,
CONSIDERANDO:  Que con base en los convenios internacionales vigentes, la Secretaría de Relaciones Exteriores del Gobierno de la República, ha solicitado bloquear todas las propiedades e intereses de las personas naturales o jurídicas ligadas con acciones terroristas en diversas partes del mundo.
CONSIDERANDO:  Que en vista que por los canales oficiales respectivos se ha recibido información adicional sobre personas naturales y jurídicas que se sospecha están ligadas a redes de terrorismo internacional y de acuerdo con la Resolución No.1483 emitida por el Consejo de Seguridad de la Organización de las Naciones Unidas, es necesario congelar cualquier tipo de cuentas relacionadas con los 55 nombres de la lista adjunta.
POR TANTO:   Con fundamento en las facultades que le otorgan los artículos 6, 13, numerales 1), 2), 4), 13) y 25), y 26 de la Ley de la Comisión Nacional de Bancos y Seguros; en sesión del 12 de agosto de 2003, resuelve:


  1. Solicitar al Sistema Financiero y Asegurador brindar información a la Comisión Nacional de Bancos y Seguros, respecto a que si las personas naturales o jurídicas o sus equivalentes listadas en el anexo de esta Resolución poseen depósitos o cualquier otro tipo de inversión, indicando el monto respectivo y tipo de transacción.




  1. Si se detectaran transacciones con las personas naturales o jurídicas o sus equivalentes listadas en el anexo, deberá procederse de inmediato a bloquear las cuentas relacionadas.




  1. Girar las instrucciones necesarias para que en el futuro se tomen las medidas de prevención para evitar que se realicen aperturas de cuentas a nombre de las personas naturales o jurídicas o sus equivalentes listadas en dicho anexo.




  1. Guardar la debida confidencialidad.




  1. Quedan en vigencia las Resoluciones 853/15-11-2001, 925/11-12-2001, 013/08-01-2002, 063/22-01-2002, 165/05-03-2002, 205/12-03-2002, 285/09-04-2002, 344/30-04-2002, 377/14-05-2002,  655/13-08-2002, 739/10-09-2002, 810/08-10-2002, 870/29-10-2002, 940/12-11-2002, 968/26-11-2002, 1028/16-12/2002 y 204/18-02-2003, 271/25-02-2003, 321/04-03-2003, 426/25-03-2003, 608/13-05-2003, 741/17-06-2003 y 867/15-07-2003.
