  1. PURPOSE

The purpose of this standard Operating procedure is to establish a uniform policy to guide members of the Marlboro Township Police Department and the Department Chaplains and alternate Chaplains as to their anticipated duties and responsibilities.




  1. DISCUSSION

The anticipation and expectation is that the department Chaplains will be representative of their individual denominations (Protestant, Catholic, Jewish, etc.) but ecumenical in service to the department as needed.




  1. POLICY

There shall be appointed chaplains (attached list), to assist both officers of the department and victims (civilians). They will provide solace and aid as needed to the officers and personnel of the Marlboro Police Department as well as to victims of crimes, survivors of sudden and unexpected deaths, along with others who are in need and should have the benefits of spiritual help and counseling in their time of crisis.




  1. PROCEDURE




    1. Duties

Although not all encompassing, the fourteen (14) broad areas of responsibility listed below are intended to be guidelines that will be followed by the Chaplains and the personnel of this department.

      1. Assist in making notification to families of department members who have been seriously injured or killed.

      2. After family notification, they will respond to the hospital when an officer has been seriously injured or killed.

      3. Visit sick or injured police personnel in the hospital and home.

      4. Attend and participate, when requested, in the funerals of active or retired members of the department.

      5. Counsel with officers and other personnel having personal problems, at their request.

      6. Participate in in-service training classes for department personnel.

      7. Attend department graduations, promotional activities, award ceremonies, dinners, social events, etc. and offer invocations and benedictions.

      8. Represent the department before official bodies and at public functions upon the request of the Chief.

      9. Be responsible for the organization and development of spiritual organizations within the department.

      10. Respond to all major disasters such as bombings, building collapses, explosions, multiple fire alarms, unusual industrial accidents, and similar situations.

      11. Be involved in public relations efforts.

      12. Provide liaison with other religious leaders in the community.

      13. When responding to the scene of death or injury, whether departmental personnel or private citizens, the chaplains will notify the person’s personal clergy person as soon as practical.

      14. Will make referrals in cases where specialized attention is needed, or in those cases beyond the Chaplains ability to assist.




    1. MECHANICS

      1. Personnel who encounter persons in crisis such as death of a family member, suicides, serious injury cases, etc. should offer the services of a department Chaplain or contact the personal clergy of choice for the victim in need of help or counseling.

      2. There will be no intent to force the services of a Chaplain on a victim if such service is not desired or wanted.

      3. If the victim wishes the temporary help of a department Chaplain, the officer will attempt to contact the Chaplain of the faith held to by the victim requesting assistance.

      4. If it is not possible for any reason to contact the Chaplain of choice then one of the other Chaplains would be expected to respond and handle the situation in an ecumenical manner until the victims own personal clergy is able to respond.

      5. Sworn and non-sworn members of this department needing the help and services of a Chaplain are urged to contact the Chaplain of their choice.

Please note: rotate this list in order each time there is a call out. If a family specifically requests a particular Chaplain, contact the Chaplain they request. There is no need to refer to the list if the family has a personal request.
