Partnership for Achieving Chemical Safety in Armenia”

On October 29, 2007 in Yerevan, at 9:00 a.m. a regional conference entitled “Partnership for Achieving Chemical Safety in Armenia” will be held at the “Congress” Hotel (hall “Picasso”). The conference is organised by Armenian Women for Health and Healthy Environment NGO with financial support of Women in Europe for a Common Future (WECF, the Netherlands), Organisation for Prohibition of Chemical Weapons (OPSW), Organisation for Security and Co-operation in Europe (OSCE) and Civic Development and Partnership Foundation (CDPF).

The goal of the conference is to identify gaps in response to chemical pollutants and propose measures to strengthen the capacity of appropriate authorities to respond to chemical risks in Armenia.

Official representatives from the RA Ministries of Foreign Affairs, Defence, Health, Nature Protection, from the Rescue Service of Armenia, governmental focal points, local self-governmental authorities and NGOs will participate in the conference. A number of international and local experts will make presentations at the conference.

The conference aims at drawing public attention to the problem of environment pollution caused by different chemical factors (pesticides, chemical weapons, hazardous waste, etc.), that have a negative impact on human health and the environment.

According to WHO, the number of healthy years lost due to environmental risk factors is approximately 5 times greater in children under five years old than in total population. The incidence of cancer in children in Europe is increasing 1 % a year and it is the second cause of mortality. It should also be noted that women are particularly affected by the disease burden and also have a unique vulnerability in their reproductive organs.

According to statistical data of the RA Health Ministry, there is an increase in some diseases associated with environment pollution, such as neoplasms and birth defects.

We call for strengthening the national policy aimed at protecting environmental and public health, which in its turn will strengthen the national economy in Armenia.

Draft recommendations

29 October 2007

We, the participants in the conference, "Partnership for Achieving


Chemical Safety in Armenia", held 29 - 30 October 2007 in Yerevan, Armenia
make the following recommendations to promote achieve chemical safety in
Armenia:

1.  Develop and sustain an integrated approach to managing chemicals


including an inter-ministerial arrangement that encompasses concerned
national departmental interests and ensures that all relevant substantive
areas including health are addressed.

2. Identify important contaminated sites and hotspots and develop and


implement contaminated site remediation plans to reduce risks to the
public and to the environment.

3. Strengthen the role of stakeholders in environmental health issues


including local communities, local self-government institutions, academia,
and public interest NGOs.
4. To improve the implementation process of Aarchus Convention, particularly to carry out commitments related to ensuring public participation in decision making processes and an access to information about hazardous chemicals closely connected with public health and social security.

Summary of activities undertaken


  • The back ground information around the problem was gathered and prepared for introducing to interested stakeholders and key–note speakers

  • The situation in Armenia on chemical pollution was estimated according existed information

  • The information materials were printed and disseminated during the Conference

  • All necessary accessories like badges, banners, pens, folders, notebooks, etc. were prepared

  • Technical support for the conference was provided by AWHHE

  • Food and accommodation for participants was provided

  • Field trip visits to the Burial of obsolete pesticides and stockpiles were organized with participation of conference participants and international experts see www.awhhe.am

  • The press release was developed

  • Recommendations were prepared and disseminated during the Conference

  • Final report back from conference is prepared

  • All information and power point presentations of speakers are put on the website www.awhhe.am
