REGULAR MEETING JULY 16, 2012 Mayor Clinton Baze opened the regular meeting of the Goldendale City Council followed by the Pledge of Allegiance. 7:00:57 PM PRESENT: Council Member Lucille Bevis Council Member Len Crawford Council Member Andy Halm Council Member Mindy Jackson Council Member Guy Theriault Mayor Clinton Baze STAFF: City Administrator Larry Bellamy Clerk-Treasurer Connie Byers Public Works Director Keith Grundei Public Safety Director Rick Johnson ABSENT: Council Member Gary Hoctor Council Member Steve Johnston It was moved by Council Member Len Crawford, seconded by Council Member Guy Theriault, to excuse Gary Hoctor from the meeting.

MOTION CARRIED UNANIMOUSLY 5-0. MOTION CARRIED UNANIMOUSLY 5-0. DEPARTMENT REPORTS 7:01:41 PM Rick informed council that earlier today there was a grass fire that was started by three juveniles setting a popcorn bag on fire. The Fire Department is purchasing fire shelters, gloves and foam from DNR with a grant. We are also looking for a replacement for the old command pick-up, and a response vehicle to access the water shed. On the police side, things are going well. Fewer fireworks were seized this year than last and all in all the 4th went pretty smooth. Keith reported that on the 20th we will have the preconstruction meeting for East Collins Drive. Also the new pick-up for Public Works arrived and Bert likes it very much. COUNCIL BUSINESS 7:05:26 PM Larry explained that a draft of the Head End Lease Agreement was reviewed by the City Attorney and the Ordinance Committee along with John and Nancy Kusky. Their recommendations have been incorporated into the attached final draft. It is recommended the full council approve the Head End Lease Agreement with J & N Cable Systems Inc. It was moved by Council Member Len Crawford, seconded by Council Member Guy Theriault, to authorize the Mayor to execute the cable television Head End Lease Agreement with J & N Cable Systems Inc. 7:08:35 PM AYES: Council Member Lucille Bevis Council Member Len Crawford Council Member Andy Halm Council Member Mindy Jackson Council Member Guy Theriault
MOTION CARRIED UNANIMOUSLY 5-0. ORDINANCES 7:08:43 PM Larry stated that upon acceptance of the first reading of this rezone ordinance, the City Attorney has reviewed it and made some changes. The changes have been incorporated into the final attached document and it is recommended the council adopt the ordinance. It was moved by Council Member Len Crawford, seconded by Council Member Guy Theriault, to adopt Ordinance No. 1415 which is a map/zone change request from two-family residential to general commercial. 7:09:47 PM AYES: Council Member Lucille Bevis Council Member Len Crawford Council Member Andy Halm Council Member Mindy Jackson Council Member Guy Theriault
MOTION CARRIED UNANIMOUSLY 5-0. Larry stated that a draft of proposed changes to the existing Franchise Agreement for cable television services has been reviewed by the City Attorney. The Ordinance Committee along with John and Nancy Kusky has also reviewed the document and it is recommended the full council approve the Franchise Agreement.

MOTION CARRIED UNANIMOUSLY 5-0. REPORT OF OFFICERS AND CITY ADMINISTRATOR Mayor Baze thanked J & N Cable for their services and what they do for the community. Guy stated that the Show N Shine during the Community Days had 93 vehicles. Len inquired if letters are still be sent regarding weeds and clean-up. Larry stated that we are in fact three more letters went out today. Larry informed council that Andy O’Connor is our new WWTP Operator and through in-house advertizing Robert Thompson from Public Works has accepted the Building Inspector/Code Enforcement Officer position. There will be an announcement in this week’s paper to fill Roberts’s position in Public Works. Larry explained that at the time of a bid, a bid bond is collected to secure that you can make good on the bid and be able to complete and execute a contract. Artistic Excavation’s bid bond was in the amount of $17,185.27 and a cashier’s check was provided to the city in the amount of $20,000.00. They were not able to come up with the bonds in order to sign the contract. We are in the process of determining how much will be reimbursed to Artistic Excavation and it may be in the next council packet. We received the award from the Department of Ecology for the Little Klickitat River Sewer Project and will be meeting with Pioneer Engineering on scope of work issues. We have received an award of outside financing for a loan from the Department of Health to put together a facility plan for the water reservoir through the planning, designing, and construction.
