|General visa and passport regime information in the Kaliningrad region
Foreign citizens and stateless persons can come to the territory of the Russian Federation and go back having Russian visas and valid documents proving person's identity and accepted by the Russian Federation in case otherwise is envisaged by the international contracts and agreements.
Foreigners in the Russian Federation must have a foreign passport that necessarily should be registered (the note with indication of place and period of permitted stay in the Russian Federation) in the MFA, department of internal affairs or in hotels.
Registration of visas is made on the basis of a written application of a hosting organization to the Passport and Visa Service of the Kaliningrad Department of Internal Affairs located at the following address: Kaliningrad, 13, Sovetskiy prospect, tel. (0112) 21-73-21. Applications may also be submitted to the district Passport and Visa Services. Visa extension is to be made only against a written application of a hosting organization to the Passport and Visa Service of the Kaliningrad Department provided that there are sufficient reasons for that.
As of 25 November 2002, all foreigners are obliged to fill in a migration card, which will be given to them the instant they cross the Russian border. It is required to put in the migration card: 1) personal information, 2) terms of stay in Russia and the purposes of the visit and 3) the prospective residential address. It is obligatory to fill in the name of the inviting company and the address of the inviting company (all this should be provided in your visa support paper -- write it down!). Everyone, who has not put a registration mark due to the address of prospective stay of residence within three days (in other words, visa registration), will be considered illegal. The card should be handed over to immigration officials on the border when leaving the country. The migration card is not something complicated, it's just another paper to fill in and is similar to the "landing card" given to non EU citizens when they fly to Europe.
Short-term tourist visas in the Kaliningrad region
However if the visit is only two to three days, short-term tourist visas can be obtained from Representative Office of the Russian Ministry of Foreign Affairs in Kaliningrad and it is not necessary to register the visa. The individual should ask his/her tourist agencies in Kaliningrad to perform the visa formalities.
Representative Office of the Russian Ministry of Foreign Affairs in Kaliningrad issues:
• short-term tourist visas (for stays of up to 72 hours on the territory of Kaliningrad oblast only) to foreign tourists (citizens of countries of the Schengen Treaty, the United Kingdom, Japan) on requests of Kaliningrad tourist agencies, that are registered for consular services at the Representative Office and have the right to issue short-term visas, but not later than 48 hours prior to a supposed entry of a foreign tourist at the price of $35 in the ruble equivalent. Short-term visas are issued at the Russian-Polish border in "Mamonovo" and "Bagrationovsk" border check points; In order to get the visa you need to book and pay for the hotel and visa, send to the one of tourist agencies listed below a copy of your passport and medical insurance, fulfil the form. The visa is glued into the passport in your presence at the border check points.
• as an exception urgent single entry-exit visas (at the price of $ 150 in the ruble equivalent) for up to 14 days, provided that before on request of Federal Government bodies of the subjects of the Russian Federation invitations were proceeded at the Representative Office for obtaining visas in Russian Consular Bodies, which were not issued due to force-majour.
The duration of stay of a foreigner in the territory of the Russian Federation is determined by the validity period of his (her) visa.
The foreign citizen is obliged to depart from the Russian Federation upon the expiry of the authorized term of stay. To extend the visa validity period and the duration of stay the visitor should apply to one of the Migration Service offices in advance, before the expiry of the above mentioned validity term and extend it for up to 10 days provided that the total duration of stay of the foreign national in the Russian Federation doesn't exceed 90 days in each 180-day period.
Or from the January 2009 he (she) can extend his (her) visa validity for period of up to 3 days at the Russian-Polish border in "Mamonovo" and "Bagrationovsk" border check points. The visa extension is executed by the Kaliningrad Regional Department of the Federal Border Service Guard. Visa extension fee is 300 rubles. Designated fee collected at the border check points.
