GENERAL MANAGER’S MESSAGE

The information in this handbook has been prepared to familiarise you with some of the local rules, procedures and activities that collectively make up the lifestyle at Lotus Glen Correctional Centre (LGCC). For more detailed information relating to your entitlements and responsibilities you should consult the Queensland Corrective Services Prisoner Information Handbook (also provided at induction).


LGCC conducts a range of assessments, develops Offender Management Plans and holds a significant Aboriginal and Torres Strait Islander population. In this centre, a variety of dynamic offender management regimes are utilised in managing the diverse offender population that includes mainstream and youthful (17-year-old) offenders. The LGCC approach to prisoner management emphasises self directed rehabilitation in a secure and educational environment.
LGCC offers a range of offender programs that include pre release support and Educational and Vocational Programs. I encourage you to take full advantage of any programs offered whilst you are at LGCC and to further participate in programs that are offered at your placement centre. Participation in these programs will improve the quality of your life in prison and enhance your employment skills when you are released. Family Visits, Social Programs, Recreational and Sporting Activities are also available. LGCC recognises the inherent worth and dignity of all human beings, their potential for improvement and promotes a zero tolerance environment for Drugs, Bullying, Victimisation and Harassment.

Your Introduction to Lotus Glen Correctional Centre


This handbook sets out information about Lotus Glen Correctional Centre and your obligations and entitlements whilst at the Centre.
The handbook will give you local information on the day-to-day issues of the Centre. The material in this book should only be used as secondary source. More specific information regarding the Correctional System is contained in the QCS Prisoner Information Booklet provided to you at the Induction Program or located in the library.
Whilst in custody you are responsible for your own conduct. Your conduct will determine whether or not you receive any privileges as a prisoner. Along with your behaviour, your willingness and commitment to work, education, rehabilitation, recreation, and self development programs will also be considered when applying for parole or community based programs. Deliberate and continual breaking of rules and regulations can carry penalties ranging from loss of privileges to extra terms of imprisonment.
This is a guide only and does not have detailed information about everything to do with life at the centre.


If you have any concerns or need to know more information you should ask your Unit Officer or any other staff member.

Rumours in correctional centres are common. If you want to know the correct information, ask any staff member for assistance.

3.2 Required Room Standards


  • Room to be clean and tidy ready for inspection by unlock, including toilet and shower area of cell

  • Bed pack to be made up and ready for inspection by unlock (as per picture)

  • No posters, photographs or paintings to be stuck to walls (cork board only for displaying non offensive posters & photographs)

  • No posters, photographs or paintings that could be considered as offensive to be displayed in open view (may be kept in a personal folder)

  • Nothing to be hung over cell windows including viewing port in the cell door

  • No electrical cords to be wound around window bars or frame

  • All electrical items to be connected through an approved electrical board


3.3 Offender dress standards

Minimum standard of dress is to be footwear, shorts and shirt; underwear is not to be worn as shorts. While in the exercise yard and participating in recreation, a T Shirt or Singlet may be worn.

The wearing of socks with thongs is optional for the winter months, June, July and August only.




  • Thongs are COMPULSORY when going to visits.




  • It is COMPULSORY for industry workers leaving accommodation blocks to wear thongs out of the blocks and to access work boots in their work area.




  • The only prisoners permitted to keep work boots in the accommodation blocks are those working in the block kitchen and landscaping areas.

4. Communication

4.1 Visits

You are entitled to have visits each week. There are specific times scheduled depending on where you are living. Your visitors must book a visit by contacting the Centre on [07] 40 929 212. Bookings can only be made on Tuesday, Wednesday & Thursday’s between 9:00 – 11:00 am and 1:00 pm – 3:00pm.

4.1.2 Legal Visits

Legal visits can be arranged. Your legal representative should write to the General Manager at least 24 hours prior to the requested visit.




4.1.3 Official Visitor

The Official Visitor visits Lotus Glen monthly and to arrange a time to meet with the Official Visitor, please ask your Unit Officer to have your name placed in the Log Book in Movement Control.

NOTE: Friends and families should be advised to put return address on lower right hand corner of envelope. To post mail out, the envelope must be left unsealed with your name clearly written on the back and handed to the Unit Officer.
Envelopes, paper and pens can be purchased from the Main Store. Any parcels or letters that do not have a pre-paid stamp on them must have a 'Request to Expend from Trust Account' form attached so that the postage amount can be calculated and taken from Trust Account.
4.3 Telephone calls

On initial arrival at Lotus Glen Correctional Centre $3.00 will be deposited in to your offender phone account whether you have funds or not. The phone system can be used to notify family or friends of your whereabouts.


There are restrictions on how many numbers can be listed for your use (maximum of 10 numbers). All telephone calls are recorded. To change, remove or add numbers to your phone list you must fill in an ‘Application to Add/Remove Telephone Numbers’ form and hand it to the Unit Officer. Telephone calls to legal representatives will not be monitored or recorded.

The procedure for offenders to access these numbers is as follows:


  1. Enter your identification number

  2. Enter your PIN number followed by 01

  3. Each available service will appear with an allocated number – 1,2 & 3

  4. Push the corresponding number of the service required



5. Medical services
Lotus Glen Correctional Centre currently has a Medical Clinic with emergency overnight accomodation which has three Clinical Nurses on Duty from 6:30 am to 6:30 pm and one Clinical Nurse on duty over night.
There are two Visiting Medical Officer Clinics held on Mondays and Fridays with a visiting Psychiatrist on a Tuesday as well as a visiting Radiologist.
A Forensic Mental Health Worker is in the Centre four days of the week and any initial mental heath assessment issues are referred to them.
There is also a visiting Optometrist who conducts Clinics on average of every two months or so as well as a visiting Dentist who conducts a Clinic weekly.
Additional Medical Specialist Services are accessed at one of the local Queensland Health Public Hospitals as required and on referral from the Visiting Medical Officer.
If you need emergency medical assistance advise your Unit Officer or nearest Staff Member.
All requests to see a Nurse, Doctor or Visiting Clinician needs to be submitted on a Medical Request Form which you can obtain from your Unit Officer.
6. Prisoners with Disabilities
In the event that any prisoners with disabilities are transported to Lotus Glen Correctional Centre the normal induction/medical process will occur. Due consideration will be given to prisoners placement within the centre to facilitate ease of movement in the event of an evacuation. To facilitate this, prisoners with disabilities will be doubled up, if practicable, and placed on ground floor cells. If the event of an evacuation the officer assigned to the accommodation unit, programmes will oversee their evacuation.
7. Specialist staff and community support services
Various external agencies visit the centre throughout the week. These may include:

  • Centrelink

  • Legal Aid

  • Career Employment Agency (CEA) – Advance 2 Work Program

  • CEA – Offender Reintegration Support Service

  • Minister’s of Religion

  • Department of Families

  • Department of Child Safety

  • Department of Disabilities

  • Men’s Sexual Health

  • Mental Health

Other external agencies contact requests made by Arunta or through Counsellor



  • Child Support Agency (By unit phone)

  • Immigration (By mail)

  • Accommodation assistance (By unit phone)

  • (SPER) State Penalties Enforcement Registry


8. Sentence Management

Sentence Management does:-




  • Review of Classifications

  • Calculate sentences

  • Transfers between correctional centres

  • Arrange transport for court/medical appearances

  • Discharges

  • Process your application for Parole and submit to Parole Board

  • Offender Management Plans/Reviews

  • Video conferencing

Sentence Management does not:-




  • Make final decisions in relation to Parole (Community Release) (Parole Boards)

  • Transfers to other Blocks (Completed by Unit Staff)

Sentence Management enquiries can be detailed on an offender Request Form or Shopfront Log Book in the Unit office.


8.1 Transfer to Residential Village [K block] / Farm
The following is taken into consideration:-

  • Sexual offences in history

  • Escape history

  • Length of sentence

  • Institutional behaviour

  • You are ineligible if you have outstanding court matters of a violent or serious nature


Parole Eligibility
What happens to my Parole application?


Apply 180 days prior to Parole date via Form 29




1. Forward application to Sentence Management to initiate application




2. Request is forwarded to Parole Probation Office to conduct Home and Sponsor Assessment




3. You will interviewed by a Parole Probation Officer




4. Comprehensive report completed by an Assessment panel and then forwarded to relevant Board for consideration.




5. From the date you submit your application to the date you receive a response, may take 2 to 3 months.


What to attach to your application


  • Copies of certificates/exit reports from core programs only.

  • Just list the other courses you have done and this will be verified by the writer of your report.

  • Reference letters from your family or employer/s.

  • Letters regarding accommodation and/or rehabilitation or treatment on the outside (if applicable.)

  • Support letters from prospective employers if relevant.

  • Attached to the Form 29 is a questionnaire which you should complete.


IMPORTANT: NO ORIGINALS
Make a copy of your completed application and keep for future reference as copies cannot be returned to you. Your application is sent to the Board and a copy can only be accessed through Freedom of Information.
Can I appear before the Board in person?

Yes. You can request to appear before a Board in person if you wish. To do this, you need to complete a FORM 51. This form is available from Sentence Management.


Fine Option Orders

Offenders serving a sentence for failure to pay fines can not make application for a Fine Option Order.



9. The Offender Development Team

An offender development team is attached to each accommodation area, including Psychologists, Counsellors, ATSI Liaison Officers, Education and Activities Officers.


Availability – Psychology & Counselling services are available between approximately 8:30am and 4:00pm according to your blocks Shop-Front Service Time Table.
Appointments MUST be made using an Offender Request Form (B & C Blocks) or place your name with your Unit Manager in the Shop-front Register (Farm, L & K Blocks). One of the Offender Development staff will then see the offender as scheduled in the Shop-Front Service Time Table.

10. Cultural Liaison Officer

  • To access a CLO you will need to obtain a referral from the block counsellor

  • Provide links to the community (for example video conference)

  • Assist & provide guidance in cultural issues (for example traditional healing)

  • Assist with applications to attend family funerals or other culturally significant events

  • Provide assessments of At Risk offenders

  • Co-ordinate cultural events (for example NAIDOC)

  • Co-ordinate family grieving sessions

  • Facilitate Elder & Justice Group Visits

  • Conflict resolution issues


11. Religious and chaplaincy services

11.1 Religious Visits


You can arrange to attend religious visits on a regular basis. To achieve this you must put in a request form addressed to ‘Programs’. On the form please identify which day or denomination you wish to attend and your name will be placed on the list.

12. Education programs
You can continue your education while in custody by applying for:

  • Vocational training courses in the Centre

  • Literacy and numeracy classes (reading, writing, mathematics)

  • School of Distance Education (Primary or Secondary)

  • External TAFE studies

  • External University studies (including Tertiary Preparation)

  • Self-study

To explore the educational opportunities available to you at LGCC simply lodge an Offender Request Form with your Unit Manager


13. Employment / vocational training
Location – Industries operate 7 workshops across 2 separated wings.
Types of work available – At present the facility has work opportunities in the areas of light industries (metal work / fabrication), Carpenter’s Shop (woodwork/joinery), Laundry, Landscape, Food Services (kitchens) and Tailor’s shop. As this facility is highly geared toward work, each offender capable of performing a job is encouraged to seek and obtain employment.
Personal Protective Equipment (PPE) – You are required to wear the designated PPE issued to you, for the purpose required by your job or task without exception. Our purpose is to keep you and your workmates safe at all times and PPE is a part of this objective and is therefore not negotiable.
14. Criminogenic programs
You will be referred to Criminogenic Programs based on the nature of your offending behaviour. These programs will be identified in your Offender Management Plan and may be culturally specific or general in nature. Programs currently address Substance Abuse, General Offending, Violence, Sexual Offending and Transitional needs.



  • When a new program is about to commence, you will either be interviewed or advised in writing prior to the start of the program, and will be asked to indicate your interest in attending the program.




  • If you have a legitimate reason for not accepting the offer, you may be re-listed for a future program.




  • If the reason is not acceptable, you will be removed from the waiting list and a notation will be placed on your file. (Will be viewed when reviewing Classifications, Transfers, Parole Applications, etc).


15. How do I make a complaint?
If you have a complaint then you need to follow the following steps.

  • Lodge your complaint verbally with the unit officer. (Most complaints should be able to be resolved at this level)

  • If the complaint is not resolved then talk to the unit Supervisor

  • If the complaint is still not resolved then talk to the Accommodation Manager

  • If you are still not satisfied with the result of your complaint then you can write to the General Manager using a departmental complaint form or a letter. Your complaint can be placed in a blue envelope if you wish. Complaint Forms and Blue envelopes can be obtained from the Accommodation Manager.

  • Sent unopened

Once we receive your written complaint you will receive a written acknowledgement. Your complaint will be assessed as negligible, minor or major. This will determine the timeframe for dealing with your complaint. Complaints assessed as negligible or minor will, where practicable, be determined within 30 days of receipt. Complaints assessed as major will, where practicable, be determined within 60 days of receipt. You will be advised in writing if these timeframes cannot be met. You will also be advised in writing of the final outcome of your complaint.


If you are not satisfied with the outcome of your complaint, you may request in writing that your complaint outcome be reviewed. This request must be submitted to QCS within 28 days from the date of your complaint outcome advice. Your request for review will, where practicable, be completed within 21 days of its receipt. Where the 21 day timeframe cannot be met, you will be advised in writing. You will also be advised in writing of the outcome of the review.

Warning to Prisoners.

Recently there has been an increase in assaults, bullying and aggressive behaviour by offenders in this Centre.


This behaviour will not be tolerated here at Lotus Glen Correctional Centre.
In addition to the above, there has also been an increase in relation to threatening and aggressive behaviour toward staff.
Any prisoners demonstrating this type of behaviour will be subject to a review of their classification and placement, which may lead to a transfer out of this Centre.

All prisoners at Lotus Glen Correctional Centre are advised of the following;




  1. No articles or objects are to be placed on window sills or ledges in any cell.




  1. No articles or objects are to be tied or secured to any bars or windows.




  1. No windows or bars are to be obscured in any way by any object or article.




  1. Towels, clothing, blankets or any other items are not to be used as curtains over windows, bars or doorways.

Failure to observe this direction will result in disciplinary action and may involve the confiscation of that article or item. Any personal items will result in that item being placed in the offenders property and will not be re issued.

Drug and Alcohol Workshops
The Drug and Alcohol Counsellor runs a Drug ‘n’ Alcohol workshop each Wednesday morning. Each week a different drug is covered:


  • Alcohol

  • Cannabis

  • Amphetamines

  • Tobacco

  • Gambling

  • Inhalants

Future sessions on staying healthy in prison and anger management are also planned. The workshops are aimed at prisoners housed in L Block and are open to remand or sentenced offenders.
