Angola has come a long way since gaining independence from Portugal in 1975. The country has transformed from an agriculture-based economy to one of sub-Saharan Africa’s major oil and mineral producers, thanks to the onset of stability in 2002 after a 27-year civil war. This, along with the commodity boom in recent years (mainly in oil) has attracted significant inward investment despite the country’s huge infrastructure deficit.



  1. Basic facts


1.1 Location of Republic of Angola
Angola is bordered by the Atlantic Ocean on the west and by Namibia to the south. Zambia and DRC border Angola on the east and north respectively. Angola has a 1,650 km-long coastline and four major ports to cater for the shipment of goods.

1.3 Climate of Angola
The climate of Angola is semi-arid in nature towards south and along the coast to Luanda while the north has cool, dry season from May to October and hot, rainy season from November to April. Average temperature 17-27 degrees Celsius.

Petroleum products dominate Angola export trade figures. Diamond is another significant contributor. These two products constitute more than 96% of the total Export value. Other major agricultural items of export are: Coffee, Sisal, Cotton, Lumber, and Fish.

Angola exports products mainly to China, USA, India, South Africa, Portugal, Canada and UK. Angola export figures have almost increased threefold in the period 2009-2014 as shown in the table below. Angola's export growth is driven mainly by oil.

2.21.3 Angola’s Principal Imports
The country imports floating or submersible drilling or production platforms,other petroleum oils and preparations, machinery and electrical equipment, vehicles and spare parts; medicines, food(fowls, wheat or meslin flour, palm oil, rice etc), textiles, military goods and many other consumer goods.
2.21.4 Major import partners
Portugal is the leading trade import partner of Angola. Other key import partners are Chine, USA,South Africa, Brazil, UK, France, Belgium, Holland and India A graph below shows that there is a gradual increase in imports for Angola. However, its balance of payment remains favorable over the years with exports much higher than the import value.

  1. Opportunities for Turkey

The tables shows the products that Turkey exported to Angola and the values imported by Angola from world over. The difference in value shows that Turkey can increase its market share in Angola for the products that it is currently exporting. Turkey’s exports to Angola are on a steady increased since 2010.

4. Procedures for Doing Business in Angola
Products imported into Angola of more than $5.000 CIF are subject to pre-shipment inspection. The inspection is to verify the quality, quantity and value of the goods. For individuals the value of the goods should be more than US$10.000. The official inspection authority in Angola is the Bureau de Veritas (BIVAC). SGS is the second authorized company to conduct pre-shipment inspection for Angola. If the goods arrive in Angola without the pre-shipment inspection, fines ranging from 100% to 1.000% will be charged on the applicable tax/ duty. The pre-shipment inspection still has to be done at the point of entry, at the importers cost.
Import Licenses
The commercial laws of Angola stipulate that only Angolan registered companies can import products into the market. Angolan registered companies can easily obtain import licences. Import licences are required for all imports above US$5000.00. The licenses should be obtained from the Ministry of Commerce by the importer.

Documents to be submitted to Customs
The following are the documents that need to be submitted to Customs:

- Original commercial invoices in Portuguese or English in duplicate

- Pro-forma invoice is required in obtaining the import permit/license

- Certificate of inspection (clear report of findings)

- Loading Certificate (NCA) from the Angolan Shippers’ Association. Issued at the time of shipping

- Bill of lading or any other transport document

- Veterinary or sanitary certificate in the case of animal or vegetables (original in duplicate)


  • Fumigation documents for used clothes

When all documents are available goods should be cleared within 48 hours. Goods that stay in customs for more than 48 hours will be subject to a fine of 5% of value of goods. Goods not cleared within 60 days will be sold to the public to defray expenses.
CNCA Certificate:

A CNCA (Conselho Nacional de Carregadores) certificate is mandatory for Angola. The loading certificate must be obtained by the shipper/forwarder before loading the cargo, and it should be obtained from one of the CNCA agents around the world. (http://www.cncangola.com/index.php/agentes).

Import Controls
Tariffs
Angola's customs tax rates are applied between 0-50%. All imports are also subject to a consumption tax at rates of 10%, Stamp duty 1%, general customs fees 2%, port charges ($500 per day per 20 foot container or $850 per day per 40 foot container), and port storage fees (free for the first 15 days, then $20 per 20 foot container or $40 per 40 foot container per day).
Most imports into Angola are subject to customs duties. Exporters can verify import duties by contacting the website of the Department of Customs (Alfandega) by emailing to info@alfandega.gv.oa or visit their website on www.alfandegas.gv.oa Alfandega continually revise its Customs Handbook.

Non tariff controls
Sanitary/health certificates: are required for plants, seeds, animals and unprocessed foods

Standards: Pharmaceuticals imports must be registered in advance with the Ministry of Health

Labelling: Canned goods and foodstuffs must be labelled in Portuguese, marked with net weight and country of origin. Where necessary, directions of use must be provided. For all goods with limited shelf life, the expiry dates must be specified. The concept of “Best Before” date is not generally there.
Tax structure overview
Income from certain activities, such as agriculture, forestry and cattle raising, is subject to tax at a rate of 20%.

Angola may levy tax at a reduced rate of 17.5% for companies operating in a disfavored location or in industries that use local resources.

Income from oil extraction is subject to oil income tax of either 50% (production-sharing agreements) or 65.75% (other joint ventures).

  1. Transport


Air: TAAG (Linhas Aereas de Angola) connects main urban centres. The airline operates regional and international flights.
Road: The internal road networks have been rehabilitated or are in the last stages of rehabilitation. Goods and passengers can now move between major cities using the roads. Identity papers should be carried to facilitate passage through any checkpoints encountered. A valid national or international driving license is required. Driving is on the right side of the road. In Luanda driving can be a nightmare. It is advisable to use local drivers.
Buses: Extensive routes, but crowded conditions exist using this form of transport. There is a flat fare within Luanda. Provincial services need to be boosted and the Angolan Government plans to allow privatized bus services.
Rail: The Benguela railway is under repair after the civil war. The coastal stretch between Lobito and Benguela operates a regular passenger service and there is irregular freight traffic between Lobito and Huambo. The port of Lobito can also be used to receive cargo.

5.1 Transporting Cargo from Turkey to Angola
Air: The Angolan Airlines (TAAG) services Luanda/Johannesburg route every day except Tuesday. However, the airline offers limited cargo space. Air cargo facilities are also available through Johannesburg. Charter services to Angola are also available. Emirates, Lufthansa, KLM, TAP services also from Luanda

Sea: Cargo can be shipped to Angola via the Ports of Turkey. It takes about four weeks from Turkey to

Luanda by sea.
