Case 1

Victim: Falun Gong practitioners Liu Xuguo

Suspect Criminals and their work unit: Forced-labor camp and Jining City Justice Bureau Wang XX, Wu Guanzheng (Province Communist Party Committee Secretary)

Means Adopted: Force-feeding, inhuman treatment

Detailed information: On January 29, 2000, Falun Gong practitioner Mr. Liu Xuguo, a former Assistant for Zoucheng City, Shandong Province was abducted from home and was sent to Jining City's Labor Camp along with three other practitioners. A female practitioner was sent to Jinan City's Female Labor Camp. They were the first group of Falun Gong practitioners illegally sentenced to forced labor in Jining City. On January 30, Liu Xuguo and two other practitioners went on a hunger strike. They were required to perform manual labor on the fourth day of the hunger strike. The head of the labor camp and a person named Wang, the head of Jining City's Legal and Judicial Bureau, persuaded, enticed, and threatened Liu Xuguo, trying to make him give up the hunger strike. After Liu refused, he was barbarically force-fed.
At noon on February 4, 2000 [New Year's Eve on Chinese lunar calendar], Liu Xuguo was on the brink of death because the force-feeding tube punctured his trachea. He was sent to the affiliated Hospital of Jining Medical College. The doctor found Liu Xuguo to be close to death upon arrival and blamed the police for delayed action, and didn't want to admit him. In the evening, Liu Xuguo's wife arrived and saw that he was skin and bones, his lips were black and blue. Liu was constantly looked over by guards from the Jining Labor Camp while he was in the hospital. The Supreme Court in Beijing said if emergency treatment wouldn't revive him, then no one would be held responsible for his death.
Around 11:00 a.m. on February 10, 2000, the hospital officials suddenly announced Liu's death and immediately sent his body to the morgue without his family's consent.
Liu Xuguo once wrote a protest letter asking for unconditional release. The draft of the protest letter that was at one time circulated among a small group of practitioners and its whereabouts are unknown. Wang, the head of Legal Bureau said, "This issue [Liu Xuguo and other practitioners who were sent to forced labor] was the direct order from Provincial Party Secretary Wu Guanzheng. We cannot do anything about it.

Case 2

Detailed information: From February 17 to March 1 of 2003, an 11-member delegation from the Labor Reeducation Bureau of Shandong Province (including Director Li Tinglu) conducted a survey in ten labor camps in Jiangsu Province, Zhejiang Province and Shanghai City. The findings of the survey were unveiled in a survey report. According to the report, "The labor camps of these areas have very actively engaged in forced labor production and have made remarkable profits. The forced labor production has not only provided financial support to the labor camps' operation, but has also brought material benefits to the police staff." The labor camps in the three areas "Enjoy positive financial status. Personal incomes of police officers are substantially higher than that in Shandong Province. The bonus for each police officer in Shiliping Forced Labor Camp is always about 20,000 yuan every year." [500 yuan is equal to the average monthly salary of an urban worker in China.]
In March 2003, the "Shandong Province Working Conference on Production from Forced Labor Reeducation" was held, with the objective of learning from the experiences of other labor camps on how to exploit the detainees' productivity. Division Chief Zhong Gongchang, from the Labor Reeducation Bureau of the Ministry of Justice attended the seminar. The so-called Top Ten most profitable labor camps and individuals in Shandong Province were shamelessly announced during this conference. The names are as follows:

According to AFP report as of Feb 22, 2000, a human rights organization said on Tuesday, “Due to Chinese policemen force-feeding a Falun Gong spiritual group member who was on hunger strike, he was seriously wounded, and died as a result. A 20-years-old factory engineer Lu Xuguo died of a wound on his lung, which was caused by the police forcefully putting a pipe into his stomach.”


This human rights organization based in Hong Kong said that, “Liu Xuguo who was detained at a certain forced-labor camp of Jining City in Shandong Province, started a hunger strike soon before the Chinese New Year of February 5.” From its report faxed to AFP, it says that after one week since Liu started on hunger strike, he was taken to a hospital located in downtown and was “brutally” forced fed. Which led to many wounds in his trachea and lung. Consequently, Liu died on February 11.
The fax mentioned that, “The hospital makes use of a brutal way to force feed. After his lung was seriously wounded, the hospital did not adopt necessary means to treat him.” Liu’s death has been proven and witnessed by hospital staff. The hospital refused to comment on this report of AFP, while the detention center claimed that it was fake.
The report from the Human Rights Center says that Liu was arrested in October when he was at Beijing to protest the government’s ban of Falun Gong in July. It also mentioned that he was sentenced to three years imprisonment in a forced-labor camp early this month. The Center said that since Falun Gong was banned in China, there were about 5000 practitioners who were sentenced to forced-labor camps, and there were another 300 sentenced to up to 18 years imprisonment. It also adds that hundreds of practitioners were detained at mental hospitals, and that there have been up to 10,000 practitioners dismissed from their jobs.
The Chinese government has admitted that there were more than 35,000 members of their organization who have been arrested and taken away from their positions for appealing for Falun Gong between July and November. (Compiled and translated in February 2000)

He went on hunger strike during the Chinese New Year, he was then force-fed with a rubber pipe forced into his stomach. Due to the police being very rude, his trachea was seriously scratched, which led to lung infection, and was unable to be cured, so he died on February 21st. This has been the 10th Falun Gong practitioner who died in custody of being mistreated since last July when the persecution started.
The Center points out that: 29 years old Liu Xuguo was a technician of Zoucheng City Chemical Fertilizer Factory in Shandong Province. He has been detained since he went to Beijing to appeal to the government last October, until the Chinese New Year. He was sentenced to three years in a forced-labor camp. In order to protest the government in sentencing him to the forced-labor camp, during the Chinese New Year, he went on hunger strike in the Jining City Forced-labor Camp, in Shandong Province. He fainted when it was close to one week. Then the police sent him to Jining Medical School Affiliated Hospital Patients unit to be watched. The hospital police, along with hospital staff, inserted a rubber pipe into his esophagus to force-feed him. Due to their rude behavior, they caused Liu’s trachea serious injury, which led to an acute serious lung infection. However, the hospital failed to provide efficient treatment, so he finally died on February 21. Staff from the central monitoring room and mortuary of the affiliated hospital proved that Liu was from the forced-labor camp and died as a result of no cure. Another Falun Gong practitioner Zhao Jinhua of Zhaoyuan City, Shandong Province was brutally beaten up to death by the police on October 7th. Since last July when Falun Gong was outlawed and persecuted, Zhao Jinhua, Gao Xianmin, Liu Xuguo and other practitioners have added up to 10 practitioners that have died because of hunger strikes or committing suicide because they were cruelly beaten up or could not stand the ill treatments. (Editor’s note: whether practitioners committed suicide can not be proved at this point.)
Since last July, there have been more than 5000 Falun Gong practitioners sentenced to forced-labor camps, 300 practitioners have been sentenced by the court, with terms reaching up to 18 years. There are hundreds of normal people sent to mental hospitals. Tens of thousands of people were dismissed from their posts or universities. The scale of the persecution of Falun Gong exceeds that of the 89’ students’ movement in many aspects. However, before the government persecuted Falun Gong, it underestimated the coherence of the Falun Gong spiritual group and its spirit of being willing to sacrifice everything for the sake of upholding Falun Dafa. So for the time being, they are in a dilemma, in addition, the escalation of persecution has led to a greater and greater difference within the Communist Party. RFA: Falun Gong practitioners on Hunger Strike
(February 14, Monday)
A Human Right Group said on Monday that, “Over 100 Falun practitioners have started a hunger strike since February 2nd, in order to protest the Chinese government’s detention.”

This Human Right Center said that 140 Falun Gong members in China of Northeast City Changchun, started their hunger strike appeal from February 4th, the night before the Chinese New Year. It did not mention when these 140 members were detained.


This Hong Kong-based group said that since last October, one Falun Gong practitioner died in jail four days after he started his hunger strike appeal..
