Minutes of the Agenda and Regular Meetings

Wednesday, November 12, 2014

The Monroe Township Board of Fire Commissioners of District No. 2 met at the Monroe Township Fire District #2 & EMS building, 10 Halsey Reed Road, Monroe Township, New Jersey for an Agenda and Regular Meeting.

Chairman Mahler called the meeting to order with a Salute to the Flag at 7:00 pm. Chairman Mahler asked for a moment of silence for all firefighters, police and military, who have died in the performance of their duties, and in remembrance of Veterans Day.
UPON ROLL CALL made by Commissioner Jason Martin, the following members of the Monroe Township Board of Fire Commissioners of District No. 2 were present: Martin Berkowitz, Glenn Borsuk, Maurice Mahler, Jason Martin and Edward Mitnowsky.

ALSO PRESENT: Attorney Susan DiSimone and Val Cier, Recording Secretary.

There was one career firefighter present: Chief Carbin.

There was one volunteer/support firefighters present: Jeff Dunham

There was one member of the public present: Bob McGee


Chairman Mahler announced that the meeting was being held in accordance with the Open Public Meeting Act, having been published in the newspapers, and posted on the bulletin board of the Office of the Township Clerk.

AGENDA MEETING

Chairman Mahler asked the board to review the minutes. Commissioner Borsuk had corrections to various pages in the September and October minutes.


7:06pm President Jeff Dunham arrived.
Chairman Mahler asked the board to Review claims against the board. Commissioner Mitnowsky stated there are charges still coming in for Commissioner Reisch’s phone. Chief Carbin stated it should say Deputy Chief on the claim.
Chairman Mahler mentioned that Waterside Villas is looking for assistance regarding fire drills.
UPON MOTION MADE by Ed Mitnowsky and seconded by Martin Berkowitz, the agenda meeting was adjourned at 7:11pm.

REGULAR MEETING
Chairman Mahler called the regular meeting to order with a Salute to the Flag at

7:30 pm. Chairman Mahler asked for a moment of silence for all who have died in the performance of their duties.


UPON ROLL CALL made by Commissioner Jason Martin, the following members of the Monroe Township Board of Fire Commissioners of District No. 2 were present: Martin Berkowitz, Glenn Borsuk, Maurice Mahler, Jason Martin and Ed Mitnowsky.

ALSO PRESENT: Attorney Susan DiSimone, and Val Cier, Recording Secretary.

There was one career firefighter present: Chief Carbin.

There were two volunteer/support firefighters present: Jeff Dunham, Mark Davis.

There was one member of the public present: Bob McGee.

MINUTES
Chairman Mahler asked for a motion on the Minutes.
UPON MOTION MADE by Glenn Borsuk and seconded by Martin Berkowitz, a motion was adopted to approve the minutes of the September 10, 2014 and October 8, 2014 agenda and regular meetings, as amended.

CLAIMS AGAINST THE BOARD
Chairman Mahler asked the board to review the claims against the board.
Commissioner Berkowitz read the report:

General Operating Claims Total $188,272.43

Net Payroll Claims Total $ 68,924.66

Total Claims Against the Board $257,197.09

Period ending November 12, 2014

UPON MOTION MADE by Martin Berkowitz and seconded by Glenn Borsuk, claims against the Monroe Township Board of Fire Commissioners of District No. 2 were approved in the amount of $257,197.09.

TREASURER’S REPORT
Chairman Mahler asked for the treasurer’s report.
Commissioner Berkowitz reported the following as of November 12, 2014.

Hudson City Savings Bank:

Undesignated Funds $1,058,715.78

Designated Funds $168,789.33

Total Balance $1,227,505.11


CORRESPONDENCE
Chairman Mahler stated he had an email from Waterside Villas regarding fire drills. Chief Carbin stated they do the drills during the day with them. Chairman Mahler extended the invitation to the Volunteers to participate in the drills.
FIRE PREVENTION BUREAU REPORT
Chairman Mahler asked for the Fire Prevention Report.

Chief Carbin reported on the following:



  • Ebola training

  • 31 smoke detector inspections

  • Reviewed Incident run log calls

  • Ground water testing next week and will do reserve tower too

  • Recall on lower control arm of tower

  • 577 (Fire prevention vehicle) went to fire alarm to assist tower in maneuvering at location. One firefighter spotting front of tower, driver was using mirrors but 577 was not visible at one point. Truck hit the hand rail and did $2900 damage on 577. There is $1000 insurance deductible.

  • Meeting tomorrow with Waterside Villas (presentation and fire drill)

  • December 17th at 7pm there is a fire safety presentation at Encore

  • Would like to award the conversion of the new utility vehicle to Blaze Emergency Equipment LLC. Chief Carbin did receive 3 quotes.



UPON MOTION MADE by Glenn Borsuk and seconded by Jason Martin, to award the conversion of the new utility vehicle, 575, to Blaze Emergency Equipment LLC in the amount of $13,000.00.

Chief Carbin stated his other quotes were from East Coast Lighting, P&L and Absolute.


APPLEGARTH VOLUNTEER FIRE COMPANY

President Jeff Durham reported:



  • Membership has been increasing – 5 juniors and 3 probationary members

  • Starting to run out of lockers

  • Drills average 13-14 people

Commissioner Berkowitz asked where volunteers are coming form. The volunteers are coming from various locations, such as Monroe Manor, Union Valley Road, and near Regency. Commissioner Berkowitz asked if any are from high school. There are 4 total from high school. Three members will be 18 years old in the spring. The mailer was sent out and some members by word of mouth,

  • 3 -4 going to junior training

  • One Volunteer has graduation from Fire Academy on 11/24. Chairman Mahler would like him to come to the December board meeting



MEETING OPEN TO THE PUBLIC
Commissioner Martin offered his condolences to Jeff Dunham on the passing of his grandmother.
Commissioner Martin stated the Open House turnout was good. There were about 70 kids and 30 adults, and the volunteer Pancake breakfast did well too.
Commissioner Martin read the Resolution for Certifying the 2013 Audit Report from Board Accountant Dan Carlstrom.
UPON MOTION MADE by Glenn Borsuk and seconded by Martin Berkowitz, to approve the Resolution Certifying the 2013 Annual Audit Report.

MEETING OPEN TO THE PUBLIC
Chairman Mahler opened the meeting to the public. Public had no questions.
CLOSED SESSION
Chairman Mahler stated there was no need for a closed session.
ADJOURN
Chairman Mahler asked for a motion to adjourn.
UPON MOTION MADE by Glenn Borsuk and seconded by Martin Berkowitz, the meeting was adjourned at 8:05.
