Project Rayons: A Snapshot of the Official Information

14. Overall, 23,300 people (6,645 families) live in villages covered by the pilot project area. Total land area in these villages is 19,373 ha, of which about 55 percent are distributed to private landowners. Thirty-eight percent of the land is classified as municipal property, and 6.7 percent stayed in the State. These rayons are distinctive in terms of their progress in land and equipment privatization, types of land available and types of crops that can be cultivated. The following gives an overview of each of the project rayons and the official land distribution situation in project farms in each rayon (figure --: Azerbaijan: Pilot Project rayons).
15. Barda rayon is situated on the northern part of the Karabakh plain. Climate in the rayon is soft hot, semi-desert and dry subtropical, with dry winters. Temperatures in January average 2.1o C, and during summer they fluctuate between 26-40o C. The land area of the rayon is 957 km2. Tartar and Khachin rivers flow through the rayon and the Kura River flows through the eastern part of it. Irrigation sources are the Upper Karabakh canal and the Tartar reservoir as well as Mil-Karabakh collector and artesian wells. Seventy-six percent of the rayon population live in villages. The rayon is 319 km away from Baku, with its center in Barda City. The pilot farm in the rayon consisted of a kolkhoz in the Kilincli village, which contains 325 families and 1,252 people. The average household size in the village is 3.8. Total land area in the farm is 2,954 ha, of which 1,531 is already distributed to the villagers at the amount of 1.1 ha. per person.
16. The land area of Udjar rayon is 853 km2, with a population of 70,000. The area is located in the lowlands of the Shirvan plain. Summers are dry and hot in the rayon. Goychay and Turyan (Garasu) rivers flow through the rayon and the main Shirvan collector also passes through it. The total agricultural land area in the rayon is 40,300 ha. Temperatures range between 1oC in January to 27oC in July. Main agricultural products in the rayon are cotton, corn and vegetables. In pilot area of the rayon, formerly there was a kolkhoz. There are 488 families and 2,098 people within the kolkhoz with an average household size of 4.3. Total land of the kolkhoz is 4,153 ha, of which 1,628 ha is already distributed with an average of 0.77 ha per person.
17. The land area of Lenkeran is 661 km2, with a total population of 190,000 of which 132,000 live in villages. Population density is high in the region, with 230 people per km2. The rayon has an agricultural land area of 28,500 ha. It contains 2 cities, 6 settlements and 74 villages and is located at the eastern shore of the Caspian Sea, with dry and hot summers. The rayon is heavily affected due to the recent rise of the Caspian sea levels. Total land area available to the pilot project sovkhoz was 715 ha. in Narimanov (or Mamusta) village. The population of this village is 4,333 people (1,256 families) with an average household size of 3.4. Until now, 64 percent of the productive land has been claimed to be distributed. Rest of the land, which is argued to be unproductive, stayed under the administration of the municipality.5 There is also more municipal land available for public grazing. The average land distributed is 0.8 ha/person, however, the actual land given to each person changes because of changes in the fertility of the land. According to the official information, titles to the land include the specifications of the land, its size, other cadastral information and a nominal value. The person who receives the title can sell his land immediately at its market value. In Lenkeran, machinery and equipment of those who contributed to the production in the sovkhoz are also distributed according to their shares in production. Currently, all the production factors are claimed to be privatized.
18. Salyan rayon is located at the southeastern part of the Shirvan plain. A large portion of the rayon is below the sea level. A branch of the Kura river flows through the area and is used for irrigation. The total land area of the rayon is 2,200 km2, with a population of 95,500. The agricultural land area is about 81,000 ha. Temperatures fluctuate between 2.5oC in January and 26oC in July, occasionally rising to 40oC. There are 51 villages and one urban town in the rayon. Before privatization, there was a kolkhoz in the pilot area of the Salyan rayon. The kolkhoz has four villages with a total land area of 5,400 ha. Of these, 2,317 ha (~43%) is distributed to the residents, with an average of 0.66 ha/person. There are 694 families and 3,154 people living in the pilot village with an average household size of 4.5 people. The land that was not distributed to the residents and classified as unproductive is under the administration of the municipality.
19. Khachmaz rayon is located in the Samur-Davachi lowlands. It is about 28 meters below the sea level. Summers are dry and soft in the rayon. Samur, Gusal, Gudyal, Garachay, and Velvele rivers flow through it and the Samur-Absheron canal also passes through the western part of the rayon. The total land area of the rayon is 1,045 km2, with a population of 115,000. Temperature levels are similar to the other project rayons. Main agricultural products in the rayon are fruits, vegetables and corn. There are two main cities (Khachmaz and Khudat), two towns, and 128 villages in the rayon. Formerly there was a sovkhoz in the pilot area, comprising ten villages with 9,057 people (2,636 families). Average household size is 3.4 people. Total land area is of the sovkhoz is 5,245.5 ha. of which 3,170 ha. is classified as productive and distributed to the people. Each person received 0.3 ha of land. This region has many fruit gardens, therefore, the land received per person appears to be less than that in other regions. Only about half of the fruit gardens are included in the land distribution figure.
20. In the Sharur rayon of the Nakhchevan Autonomous Republic, formerly there was a kolkhoz. There are two villages in which 1,246 families and 3,388 people live. Average household size is 2.7 people and the total land area is 2,365 ha. Of this land, 1,334 ha is distributed to the people with an average of 0.34 ha/person.
