Tender announcement on procurement of project implementation service of Akhalkalaki railway station
Marabda - Kartsakhi Railway LTD (hereafter referred to as "purchaser") announces a double-stage international tender on the procurement of project implementation service of Akhalkalaki railway station and invites all legal entities and individuals to participate in the tender.

2. Technical Task (List of services to be conducted)

Construction of Akhalkalaki station, arrangement of wagon relocating and reloading point. Marabda - Kartsakhi railway" Ltd (Georgia)

• Possibility of continuing the 1435 mm gauge railway from Akhalkalaki freight terminals in Gardabani direction;

• Reserving the territory for the development of station infrastructure considering estimated growth of routing volume - up to 15 million tons (in both directions);

– Cargo transportation – 1st stage - 5 million tons per year (in both directions); in prospect - 15 million tons per year (in both directions) including:

• Cargo containers - 30%

– Quantity of neighboring main railroads:

• From Marabda station direction - 1 (1520mm)

• From Kartsakhi station direction - the first stage - 1, in prospect - 2 (1435 mm)
– Gauge - 1520 mm and 1435 mm for parks and railroads corresponding systems:
– Traction type:

• Marabda-Akhalkalaki - freight piece of line - electric, DC 3.3 kW power;

• Akhalkalaki - Kartsakhi piece of line - electric, AC 27.5 kW power;
– Locomotive type in passenger and freight transportations:

• Marabda-Akhalkalaki - freight piece of line – ВЛ-10 (double traction) or with similar power of different type

• Akhalkalaki-Kartsakhi piece of line - must be additionally coordinated with Georgian and Turkish sides.
– Locomotive type in maneuvering works - for

1520 mm and 1435 mm railroad - ЧМЭ-3 or with similar power of different type

– Train's gross weight;

• Passenger - 600 T;

• Freight - 1800 T;
– Receiving-sending railroads usable length - 720 m
– Development type on the railroad – main railroads must be arranged with new rails: for 1520 mm gauge - P-65 and for 1435 mm gauge - P-50 type rails.
To be used: less serviceable (screwless) type holders and jointless railroad splice with corresponding documentation.
Following options are acceptable for the receiving-sending railroads:

For 1520 mm gauge and for 1435 mm gauge - P-50 type (including used ones provided by procuring organization).


1520 mm gauge passenger train receiving-sending railroads must be foreseeing 1/11 type railway pointers from P-65 type rails and for the other - 1/9-type railway pointers from the same type rails, which will be used in the railway.

1435 mm gauge passenger and freight train receiving-sending railroads must be foreseeing 1/11-type railway pointers from P-50 type rails.


– Alarm, centralization and blocking means:

• Electric centralization - ECI type industrial installation

• Rail circles – tonal

• In the receiving routes approaching pieces of lines and the main railway coding must be foreseen

• Railway points ruling scheme - with five conductor AC engines

• Traffic lights - with assembling light signal heads, double spiral lamps, small signal posts and metal fundaments

• Control panel - LEDs, with stabilized power pack

• Signal cables - pair waterproof cable

• Power supply - from two independent feed sources

• Power and alarm cabling in electric centralization post

• Diesel-generators for power supply reserving for electric centralization and communication devices

• Local control of railway points by inclined control panel In the shunting points


– Communication means - all types of operative-technological and basic communication means, including: selection communication for train and electronic tram and shunting radio-communication, two-side speaking communication, loudspeaker devices for passengers etc

In Akhalkalaki freight station - automatic digital phone station on 500 numbers, with distribution of numbers to Tsalka-Akhalkalaki

and Akhalkalaki-Kartsakhi district subscribers.
IP phone setup.
Radio communication between engineer and station duty officer (for proper functioning), in the station limits, setup of the wave conductor (by using the contact net or pillars of power supply lines).
Setup of reserve communication between train radio-dispatcher and station duty officer by GSM operator, using necessary radio devises.
Dislocation of communication devises, in specially equipped premises (anti-vandal security, appropriate climate condition control etc.)
Setup of repair and maintenance workshop for radio communication devises (KRP) and locomotive alarm system (ALC)
– Power supply – construction of the following buildings in Akhalkalaki station:

• Separate traction AC substation on 110/35/27.5 kW power, with 2 reducing transformer and its own railroad track (1435mm) for suction circle

• Separate traction DC substation on 35/3.3 kW power, with its own railroad track (1520mm)
Power supply for substations to be conducted in accordance with technical terms issued by JSC ENERGO-PRO Georgia
• For contact network hanger - amplifying feeder (M-120), contacting device (МФ-100) amplifying feeder (А-185) or similar.
The following contact hanger:
• For DC-on the main rails – semi-compensated, with easy holder strings М-120+2МФ-100, on the rest railroads - the same, but М-95+МФ-85 or similar.

• For AC-on the main rails – semi-compensated, with easy holder strings М-120+2МФ-100, on the rest railways - the same, but М-95+МФ-85 or similar.

Individual protecting ground connection for the holder device must be foreseen.
Protecting devise against sparkles providing on the rails during the pouring (overflow) of liquid petroleum gas, oil-products and other flammable materials must be foreseen.
For the railway station electric supply, usage of KTP type corresponding power closed type complex transformer substation or analogical with 10/0.4 kW power, with setup of earth grounding and their bordering must be foreseen.
The power supply of all operational divisions, lighting of the railroad parks, passenger bays, platforms and other objects, in accordance to their categories, from the traction and transformer substations must be foreseen.
Calculation of electricity usage by the modern active energy meters must be provided.
Until Akhalkalaki - calculation of electricity usage on the traction side up to Turkish border must be organized.
The electrification and telemetry by broadcasting the information to the dispatch point in the central office of Marabda-Kartsakhi railway Ltd, Tbilisi must be foreseen.
– Freight transpiration economy - the building of freight yard with production-utility building and transit cargo loading facilities, for loading wagon from wagon and via storehouse, also domestic and import-export cargo loading and reloading facilities.

Cargo type and its amount must be additionally negotiated with the customer.


Organization of special customs zone with all the necessary facilities for processing cargos in accordance with customs legislature.
Modern schemes of mechanization of loading and reloading works must be foreseen.
– Locomotive economy - the locomotives turning point must be setup - for Georgian (1520 mm gauge) and Turkish (1435 mm gauge) electric locomotives and maneuver diesel locomotives, technical service and equipping (TO-2) depot setup with 4 repairing boxes (2 for 1520 mm gauge electric locomotives and 2 for 1435 mm gauge electric locomotives) and 1 box for 1520 mm gauge and 1 box for 1435 mm gauge diesel locomotives.

Maximally cooperative usage of 1520 mm and 1435 mm gauge uniform devises must be foreseen.


Construction of traction railroads for putting of six 1520 mm gauge locomotives and six 1435 mm locomotives at the same time. If needed, traction railroads can be dislocated in locomotive turning point area.
Construction of resting house for 40 persons, with double rooms, for Georgian and Turkish locomotive staff must also be foreseen.
Construction of sand dryer with wet and dry sand storehouses, also the fuel and oil storehouses for the electric locomotives and maneuver diesel locomotives must be also foreseen.
– Wagon economy - in Akhalkalaki freight station - wagons repair closed workshop with all necessary equipments for 1520 mm and 1435 mm gauge wagons, for their repositioning, parking and necessary requalification railroad parks (capacity of needed equipment has to be determined by calculations), also repairing workshops for 1520 mm and 1435 mm gauges freight and passenger wagons cart workshops.

Maximal cooperation of uniform 1520 mm and 1435 mm gauge equipments.


Construction of freight wagon carts changing closed point with the necessary producing-technical and housing units, technological equipments and necessary railroad parks for storing 1520 mm and 1435 mm gauge wagon carts. Carts changing positions quantity and capacity of necessary devices and equipments has to be determined by calculations.
The point of technical checkup with heating room for wagon production staff.
Freight train auto brakes centralized testing point.
– Freight transportation economy - the waiting room for the local (50 persons) and international (100 persons) passengers in

Akhalkalaki freight station. Installation of information boards, broadcasting radio center and ticket office, with the corresponding computing and communication facilities in the terminal must be foreseen. Setup of low passenger platform (at least 200 meters) must be foreseen as well. Platforms quantity has to be determined by calculations.


Construction of 10-position changing closed depot for passenger wagons carts with necessary production-technical and dwelling units, technological equipment, railroad parks for storing 1520 mm and 1435 mm gauge wagon carts. Capacity necessary devises and equipment to be determined by calculations.
– Traffic security - setup of united base for the 1520 mm and 1435 mm gauge reconstructive and firefighting train must be foreseen with appropriate units, equipment and necessary railroad parks (capacity must be determined by calculations).
Setup of video control in station's important zones (cameras installation areas has to be negotiated with customer).
- Information Technology usage — Setup of main-line communication junction unit in Akhalkalaki, equipped with communication cases, modern routing equipment, ups and fiber-optic devices for data transfer.
Setup of communication links between Marabda-Akhalkalaki and Akhalkalaki-Kartsakhi district communication systems and the central office of Marabda-Kartsakhi Railway Ltd in Tbilisi.
The automation of station's main technological sections switched in LAN (creating of automation work places).
Setup of data transfer in local area infrastructure, which will be connected to the data transfer backbone.

7.

Request for new equipment and advanced experience adoption

Usage of special dischargers containing polymer elements on the contact network must be foreseen.
Usage of potential methods for protective grounding devises for contact network holders.
Usage of circuit breaker, voltage automatic regulation AC hi-effect transformers and closed type accumulator batteries with jelly electrolyte on the project traction.
Usage of modern construction and profile anticorrosive cover hard beam for contact network, and for air hi-voltage lines - "DO" type or similar arm support, made from modern isolation materials.

8.

Special demands

Projecting must be realized in accordance with the Georgian legislation.

This project must be linked with the projects of the new Marabda-Akhalkalaki (1520 mm gauge) (157+837.6 km) piece of line and Akhalkalaki - Kartsakhi (1435 mm gauge) (101+600 km) piece of line railroad line constructions.


Creation and presentation to the purchaser of necessary documentation for project coordination and for receiving construction license in accordance with the law "on licenses and permissions" and Georgian government's other regulatory acts.
The project must be presented as a typed document, in Georgian and Russian languages, five copies in each language plus electronic version.

9.

Construction of service-technical and dwelling units

In accordance with the requirements of standards, for exploitation and maintenance of station and adjoining area infrastructure, construction of the new service-technical and dwelling-utility units must be foreseen, including:
• Station office building

• Railroad distance district building, with access of 1520 mm gauge and 1435 mm gauge railroad for parking of tracked locomotion vehicles and machinery, premises for railway foreman and crew chief (with calculations)

• Contact network and power supply compatible service-utility units, with access of 1520 mm gauge and 1435 mm gauge railroad for parking of tracked locomotion vehicles and machinery

• Joint box of electrical centralization, which must include:


> Central equipment of alarm, communication and data transfer systems

> The branch of alarm and communication controlling-measuring point, with its staff

> Station shunting dispatcher

> Station Information and Technology center


• Shunting towers in the shunting areas
• Garage for special wheeled vehicles, with washing and gas station, also repairing base for 1435 mm gauge tracked locomotion vehicles and machinery

• Other buildings and units for station functioning



10.

Exploitation readiness maintenance arrangements

For the projected station's running service maintenance and for different economic needs, for maintaining its exploitation, estimated cost of the construction must foresee (negotiated with customer): various expanses covering 1520 mm gauge and 1435 mm gauge tracked, wheeled and track-type heavy vehicles and machinery, restoring and firefighting trains, low mechanization means, vehicles, measuring techniques and other procurement activities
Setup of a special railroad park for installation of clearing and snow-removing equipment - (1520 mm gauge and 1435 mm gauge) in Akhalkalaki station, (with calculations)
Setup of the local motorways for approaching to the station's main technological divisions.
The estimation of all staff necessary for all economies must be realized.

11.

Labor and environment protection

Every working site must meet work conditions sanitary and hygienic norms and rules (continuous water supply, sanitary and hygienic units, sewerage, heating, waste-water treatment facility etc)

During the building process ground cultivation works must be foreseen.


All the objects must be projected in accordance with the environmental protection legislation acting in Georgia.

Necessity of research works

It's necessary to conduct survey, geological, and ecological researches on the station construction area, also detection of cultural heritage existence on the area

Design stage

Two stages:

Stage project-with total cost accounting calculation on 15 million tons and 10 million tons per year an stage working documentation - on 5 million tons per year - with each construction stage cost accounting

1st stage - 5 million tons per year on both directions

2nd stage (in prospect) - 15 million tons per year on both directions

3. Terms of service delivery
Service delivery must be conducted not later than in course of 15 (fifteen) months after the service procurement contract is signed; 1st stage – project design should be concluded not later than in course of 5 (five) months.

4. Tender participation guidelines


4.1 Tender documentation and submission requirements
Full information on service delivery, tender procedures and terms, tender commission requirements (including: list of documents to be presented in order to participate in the tender, address and dates where and when the documents should be presented), information on tender proposal evaluation criteria, tender proposal form and terms, general contract terms for tender winners, and additional information provided by the purchaser drawn up in Georgian and Russian languages.

Taking out of electronic version of tender documentation will be possible according to terms indicated in the article 4.1, upon presentation of a document from the bank asserting tender fee settlement.

Candidates will have to pay 200 (two hundred) GEL tender fee on the following account: International Bank of Azerbaijan-Georgia, bank code: 20101912, account #3607000001, ID code: 204522436; Marabda - Kartsakhi Railway LTD, tender fee (200 GEL) must be indicated.

Tender documentation taking out will be possible every working day - from 10:00, September 15, 2009 till - 17:00 October 19, 2009 on the address: 150 David Agmashenebeli Avenue, 6 floor, room #606, Tbilisi, Georgia, Tender commission staff.


4.2 Documents for tender participation, terms of submission, language, address
Candidates should present the following documents to the purchaser:


  1. Tender proposal including the total cost of the service. The tender proposal cost should be indicated in US dollars and should cover all fees and taxes required in accordance with the Georgina legislature. Candidates have the right to present only one tender proposal (alternative tender proposals will not be considered);

  2. Timeframe and schedule of the 1st stage (design stage) and 2nd stage (working documentation) of service delivery to be prepared and presented to the purchaser, focusing on diversity of steps of the 2nd stage (working documentation) and terms of submission, which will be later specified with the winner candidate in the process of signing the contract. The preparation of the timeframe should envision possibility of providing continuity of construction process determined by construction organization technology.

  3. Payment terms, by foreseeing, that for fulfilling 1st stage (design stage) – not more than 40% of the contract cost will be paid to "deliverer", and the remaining funds will be paid after fulfilling the 2nd stage (working documentation). Furthermore, in case of advance payment (see the item 5.5 for additional details), the payment terms should utilize advance payment deduction mechanism;

  4. Cost sheet of service delivery – 1st and 2nd stages specifying each step of the 2nd stage. In addition, the cost sheet should be estimated in US dollars and should correspond the cost of tender proposal;

  5. License for activities related to state secrets (#4), which in accordance with the existing legislation is issued by the Intelligence Department of Ministry of Internal Affairs of Georgia;

  6. Banking guarantee for fulfillment of the tender proposal – 1% of the total cost of the tender proposal exceeding the tender proposal timeframe by 30 days. Banking guarantee should be issued by the local banking institution: JSC TBC Bank, JSC Procredit Bank, JSC Bank Republic, JSC Bank of Georgia, JSC VTB Bank, JSC Corstandard Bank or JSC International Bank of Azerbaijan-Georgia. In addition, guarantees from other banks authorized by JSC International Bank of Azerbaijan-Georgia are also acceptable. Guarantees for fulfillment of the tender proposal issued by insurance companies will not be considered and will be followed by candidate’s disqualification;

  7. For legal entities – registration asserting document issued by a rightful registration body; an abstract from entrepreneur’s register or similar document (in case of its existence) issued after the publishing dated of the tender announcement; plural regulations (or a similar document) and a copy of ID document of a person authorized to be present;

  8. For individuals - entrepreneur’s registration license (issued by a rightful registration body) and a copy of an ID document;

  9. Authorization asserting document and a copy of an ID document of an individual (in case of his existence) authorized with a power of attorney by a participant candidate;

  10. A certificate from a rightful body asserting that candidate’s property is not sequestrated;

  11. VAT payment asserting certificate (in case candidate is obliged to pay VAT) or a certificate fro a tax inspectorate asserting that candidate is not obliged to pay VAT (the above-mentioned requirement concerns only Georgian residents);

  12. Certificate asserting the existing of a bank account in Georgian banking institutions;

  13. Legal details (address, phone, fax, banking details), email and web-page addresses in case of their existence;

  14. Qualification documents (copies of deeds of reception and conveyance, client’s letters and recommendations etc.) asserting experiences and qualification of a candidate or/and his subcontractor(s) in a complex railway station construction project related activities – meeting requirements indicated in the article 5.1 of the given tender announcement;

  15. Documents (copies of diplomas or certificates, information on experience etc. authorized by rightful bodies and organizations) asserting experiences and qualification of the staff of a candidate or/and his subcontractor(s) in a complex railway station construction project related activities – meeting requirements indicated in the article 5.2 of the given tender announcement;

  16. List of material and technical facilities – available to a candidate or/and his subcontractor(s) - necessary for service delivery.

For tender participation, candidates have the right to present tender proposal, documents asserting qualification data, and additional information and documents in any language. However, the indicated documentation should be presented in Georgian and Russian languages (if original copies) and/or as notarized translation copies in accordance with the Georgian legislature. The documents (in a sealed envelope(s)) – 3 copies (1 original and 2 photocopies) must be presented to the tender commission on the following address: 150 David Agmashenebeli Avenue, 6 floor, room #606, Tbilisi, Georgia. Tender proposal must be signed by a manager of the participant legal entity or individual, or by a person bearing the manager’s power of attorney. Proposals without signature will not be considered.


Necessary documentation can be submitted to the purchaser every working day - from 10:00, October 20, 2009 till 17:00, October 22, 2009. Tender proposals submitted after the indicated submission date will not be accepted.
Qualification data and tender proposals submitted by candidates will be unsealed on the address mentioned above at 17:00 October 22, 2009. Candidates have the right to attend unsealing.

4.3 Tender proposal evaluation criteria




  • Tender proposal cost;

  • Candidate’s experience;

  • Experience and qualification of candidate’s staff;

  • Payment terms.

Tender will include only one lot and only one candidate will be chosen as a winner.



5. Additional information


  1. Experiences of a candidate or/and his subcontractor(s) in a complex railway station construction project related activities should cover design and utilization of project for functioning of a railway station including: works on land surface and artificial premises, construction-installation of various railroad parks, AC/DC substations and contact networks, centralized electric management systems of railway points and traffic lights, efficient technological links and data transferring networks, locomotive and wagon depots, turning points, wagon repair and maintenance boxes, station equipment for border and customs procedures, cargo loading/offloading and wagon-to-wagon reloading equipment;

  2. Experiences of the staff of the candidate or/and his subcontractor(s) in a complex railway station construction project related activities should cover design and utilization of project for functioning of a railway station including: works on land surface and artificial premises, construction-installation of various railroad parks, AC/DC substations and contact networks, centralized electric management systems of railway points and traffic lights, efficient technological links and data transferring networks, locomotive and wagon depots, turning points, wagon repair and maintenance boxes, station equipment for border and customs procedures, cargo loading/offloading and wagon-to-wagon reloading equipment, diverse clearance railways linkage and shifting station points, units for changing and reloading wagon carts;

  3. In case of existence of sub-contractor(s) in course of fulfillment of the procurement agreement, together with tender proposal, candidate should also present agreement(s) with his sub-contractor(s) concerning services the subcontractor(s) is(are) responsible to conduct. In addition, all document indicated in article 4.2, items: 7, 8, 13, 14, 15 and 16, in respective reference to the sub-contractor(s) should be presented as well.

  4. Banking guarantee for fulfillment of the agreement – 5% of the total cost of the tender proposal exceeding the tender agreement timeframe by 30 days. Banking guarantee should be issued by JSC International Bank of Azerbaijan-Georgia. In addition, guarantees from other banks authorized by JSC International Bank of Azerbaijan-Georgia are also acceptable. The banking guarantee should be presented not later than in course of 7 days after the procurement agreement is concluded. In other case, the purchaser has the right to cancel the agreement.

Guarantees for fulfillment of the agreement issued by insurance companies will not be considered.

  1. In case of utilization of advance payment, the candidate is obliged to present to the purchaser the banking guarantee exceeding the tender agreement timeframe by 30 days. Top amount of advance payment should not be greater than 30% of total cost of the agreement. Banking guarantee should be issued by JSC International Bank of Azerbaijan-Georgia. Guarantees from other banks authorized by JSC International Bank of Azerbaijan-Georgia are also acceptable. Guarantees for advance payment issued by insurance companies will not be considered.
    In addition, candidate’s request for the advance payment will be granted by the purchaser only if concrete directions and targets of the requested funds will be negotiated and agreed.

  2. State procurements are regulated in accordance with regulations - supported LEPL Enterprise Management Agency (23.01.2009. #33-37/6-9) - "on state procurement realization rules" that will be handed out to the candidates along with tender documentation.
