The January 7, 2014 meeting of the Maryland Board of Public Accountancy was called to order at 9:05 AM by Mac Claxton, who chaired the meeting in the absence of Ms. Gantnier.
Upon a motion (I) by Mr. Ehudin, and seconded by Ms. Powell, the minutes of the December 3, 2013 meeting were approved with corrections, unanimously.
Chairman’s Report
Mr. Claxton welcomed Ross Ehudin, Arthur Flach and Phillip J. Korb, to the Board as new members to their first business meeting. Each of the new members introduced themselves to the Board and staff. Michael Vorgetts, Acting Commissioner, welcomed new Board Members and thanked them for being willing to serve.
Mr. Claxton reported that Ms. Gantnier has made the following committee assignments: Mr. Flach, Peer Review Committee; Mr. Ehudin, Complaint Committee; and Mr. Korb, Education Committee.
Executive Director’s Report
Mr. Gring advised that the State Ethics Commission has requested the annual financial disclosure statements for Calendar Year 2013 be filed by April 30, 2014. These disclosure statements can be completed on line at the State Ethics Commission website. Mr. Gring advised the Board that the four regulations proposed at the December 7, 2013 meeting have been filed with the Administrative, Executive and Legislative Review Committee. Once approved by the AELR Committee these regulations will be published in the January 24 or February 7, 2014 issue of the Maryland Register. The Board will be able to take final action on the regulations at its April 1, 2014 meeting. The proposed regulations concern increasing licensing and permit fees, requiring licensees to disclose criminal or administrative actions taken against them, setting a 30 day deadline for modifying CPE reported in license renewal applications, and clarifying the equivalence of quarter hour and semester hour education. Mr. Gring reported that 455 Exam Candidates passed all 4 (four) parts of CPA Exam in 2013 and currently there are 20,422 individuals and firms licensed by the Board.
Exam Appeals
There were no Exam Appeals.
Education Report
Mr. Korb presented the Education Report. Mr. Korb reported that during the period December 3, 2013 through January 6, 2014, the Board approved three (3) regular reciprocal and no transfer of grades applications.
The Board denied the regular reciprocal application RD0114-01 because the application did not meet the requirement of 150 semester hours of collegiate education required by §2-303 (a) (2), Business Occupations and Professions Article, Annotated Code of Maryland.
Upon a motion (II), by Ms. Powell, and seconded by Mr. Jeter, the Board unanimously approved the Education Report.
Experience Report
Ms. Powell presented the Experience Report. There were six (6) (4 /10) application approvals and 37 Maryland candidate experience approvals during the period December 7, 2013 through January 6, 2014.

Upon a motion (III), by Mr. Jeter and seconded by Mr. Flach, the Board unanimously approved the Experience Report.


Firm Permit Report
Ms. Powell presented the Firm Permit Report. Two (2) applications were approved.

Upon a motion (IV), by Mr. Jeter, and seconded by Mr. Korb, the Board unanimously approved the Firm Permit Report.


Peer Review Oversight Committee Report
Mr. Flach presented the Peer Review Oversight Report. MACPA advised the Board that they will be providing their annual report on peer review on February 14, 2014.
Upon a motion (V), by Ms. Powell, and seconded by Mr. Jeter, the Board approved the Peer Review Report.


New Business
The Board considered a request from David Medcalf for an extension to complete a peer review as a condition of his next license renewal. The Board determined that additional information is required before taking final action on the request.
Upon a motion (VI), by Mr. Flach, and seconded by Ms. Powell, the Board approved requesting Mr. Medcalf to submit additional documentation (Forms 1023 and 990 for the corresponding year and copy of the report).
Old Business
Firm Mobility - Board asked all members to put together comments and send emails to Chair and have Chair state official position of Board with a deadline of January 31, 2014
Project Status Report – The Board reviewed the progress of regulatory and technology projects initiated by the Board and its staff.

Upon a motion (VII), by Mr. Jeter, and seconded by Ms. Powell, the Board went into Executive Session in the 3rd Floor Conference Room, 500 N. Calvert Street, Baltimore, Maryland 21202 to Executive Session at 10:30 AM. The purpose of this session was to consult with counsel. This session is permitted to be closed pursuant to State Government Title Section 10-508(a), (7). It returned to the regular business meeting at 11:08 AM upon a motion (VIII) by Ms. Powell and seconded by Mr. Jeter.


In EX-A0114, upon a motion (IX) by Ms. Powell, and seconded by Mr. Jeter, the Board approved the request for accommodations under the American’s With Disabilities Act for a CPA Examination candidate.
In EX-B0114 upon a motion (X) by Mr. Ehudin, and seconded by Mr. Flach, the Board approved the license renewal request of an applicant who answered “yes” to a conduct question.
In EX-C0114 upon a motion (XI) by Ms. Powell, and seconded by Mr. Flach, the Board approved the original license application of an applicant who answered “yes” to a conduct question.
In EX-D0114 upon a motion (XII) by Mr. Ehudin, and seconded by Ms. Powell, the Board approved accommodations under the American’s With Disabilities Act for a CPA Examination candidate.
The Board expressed its desire to review all conduct disclosures in license/permit applications with the exception of repeat reporting of an offense previously reviewed and approved by the Board.
Upon a motion (XIII) by Ms. Powell and seconded by Mr. Flach, the Board approved the Complaint Committee Report.
Upon a motion (XIV), by Mr. Flach, and seconded by Ms. Powell, the Board adjourned at 11:12 AM.
