Regular Meeting Minutes

Monday, October 17, 2011


Members Present: William A. Trotta, Chairman

The Chairman called the meeting to order at 7:00pm.



Resignations


  • Motion (WT) seconded (JM) to accept the resignation that was received by the Town Clerk that Pamela E. Vasil is resigning her position with the Planning Board effective September 27, 2011. Unanimous, all in favor.




  • Motion (WT) seconded (JM) to accept the resignation that was received by the Town Clerk that Denis Melican is resigning his position with the Paxton Historical Commission effective September 23, 2011. Unanimous, all in favor.



  • Motion (WT) seconded (JM) to accept the resignation that was received by the Town Clerk that Lois Breault-Melican is resigning her position with the Paxton Local Historical District Commission effective November 1, 2011. Unanimous, all in favor.




  • Motion (WT) seconded (JM) to withdraw the reappointment of Connie White and Mathew Erskine from their positions with the Conservation Commission effective immediately. Unanimous, all in favor.


Barbara Beall


  • Motion (WT) seconded (JM) to appoint Barbara Beall to the Historical Commission. Unanimous, all in favor.


PCS Green Repair Project


  • Jay Gallant spoke on behalf of the Green Repair Project for Paxton Center School. The bids are in and they were lower than expected. The lowest bid came from MDM Engineering at an amount of $1,051,330. The Building Committee needs a letter from the Board of Selectmen to accept the contract and approve the amount given. Motion (WT) seconded (PB) to provide a letter accepting the contract and approving the amount provided on the bid. Unanimous, all in favor.

  • (CR) Will there be a Board Member available to sign for any paperwork that comes through for the project, or would you rather assign that responsibility to me. Motion (WT) seconded (JM) to allow the Town Administrator to sign off on any paperwork that is needed during the process of the Green Repair Project. Unanimous, all in favor.


David Mangus


  • Mr. Mangus is the head coach for the boys and girls track and cross country team. The school is looking to put in a new long jump pit. The proposed cost for the project is estimated at $493.10. The Town at this time would not be able to provide any monetary assistance but would be able to provide assistance from our DPW Department with the moving of the sand and excavation of the land where the long jump will be placed.

  • (JM) Is there any liability for having this built?

  • Mr. Mangus stated no more than you would with an area like the playground. We will also make sure that it is covered when it is not in use. The long term maintenance of the pit will be the responsibility of the track coach. Mr. Michael Murphy spoke from the audience in support of everything that Mr. Mangus has done, and hopes that the town will support this project as well. Motion (WT) seconded (JM) supports the building of the long jump pit. The school will take up the cost of construction and the town will assist with moving materials as needed. Unanimous, all in favor.


Fire Mutual Aid Agreement


  • Motion (WT) seconded (JM) to accept the Fire Mutual Aid Agreement. Unanimous, all in favor.


H1972 “An Act Regulating Election Primaries”


  • A bill pending before the General Court at the State House, which will move the September, primaries back to June. Susan Stone, Town Clerk, spoke in reference to the fact that the overseas ballots are difficult to get over to them and they are only getting back about 67% of the military vote versus a 91% return rate. This would provide more time for the military, and fiscally it would save money for the town by holding only one election.

  • (WT) Asked the Town Clerk what her recommendation was.

  • Susan Stone replied, I do agree with the fact that everyone has a right to a private vote.

  • (PB) What is the opinion of the Secretary of State on this matter?

  • Susan Stone replied I am not sure of his opinion but the Federal Assistance Program in in favor.

  • (Motion (WT) seconded (JM) in support of H1972 “An Act Regulating Election Primaries”. Unanimous, all in favor.


Meeting Minutes




  • Motion (JM) seconded (PB) to approve the Meeting Minutes from September 19, 2011. Unanimous, all in favor.



Town Administrators Update


  1. The Council on Aging Director attended a luncheon on October 4th at the invitation of Country Bank. At the end of the luncheon all Directors in attendance were presented with a check for $2,000.00. This is yet another generous act of Country Bank for Savings.

Send a Thank you letter to Country bank.





  1. The agreement between the Town and Bill’s Garage of Rutland for gasoline ends on October 31, 2011. However the Board can exercise the option to extend this agreement for a further twelve months. Currently we receive $0.03 off the pump price and Bill’s Garage was the only bidder last year.

(CR) Commented additionally that Bill’s Garage also provides 24/7 access to the pumps. Motion (WT) seconded (JM) to extend the agreement with Bill’s Garage for a further twelve months. Unanimous, all in favor.





  1. The White Building is in the final stages of being painted and O’Byrne Painting and Contracting have done a wonderful job in making this building respectable. The rain has delayed the project a bit. Frederick Goodrich commented that someone should be checking to make sure that all the old paint is being taken care of. (WT) Do we have a guarantee on the paint job being done?




  1. I attended the Hurricane Irene MEMA briefing on Thursday, October 13, 2011 and we will be working to submit the request for the reimbursement for Category B for August 28th.




  1. The Paxton Center School 3rd grade class visited the Town Hall on Tuesday, October 11th. Rich and Anita Fenton came and gave a historical presentation about the basement and hall upstairs, while others visited the main offices.



Next meeting scheduled for Monday, October 24, 2011 at 7:00pm
