Criminal Suspects and Organizations: Ruichang Road Police Station Chief XU Qilin (male, tel# 0532－3732933), Vice Mayor LIU Jianhua, Bureau Chief WANG Yongli

Torture Tactics: Illegal arrest, illegal labor camp detention, the wheel tactic (continuous torture without any break and sleep), coerced non-sleep, sitting on a stool motionless, severe beatings and cursing, etc.

Details: On March 2, 2002 Ruichang Road Police Station Chief XU Qilin illegally arrested SONG Meilan, et a. total of 15 Falun Gong practitioners. 13 of them were sent to Qingdao Dashan Jailhouse illegally. During their illegal detention, within one month, it was said from Public Security internal sources that this case was directly put in the hands of Qingdao City Vice Mayor LIU Jianhua. Under no legal justification whatsoever and blatantly breaking laws, Vice Mayor LIU Jianhua ordered them all sent to forced labor camps. On March 27, 2002 male Falun Gong practitioners were sent to Qingdao Forced Labor Camp while female Falun Gong practitioners were sent to Wangville Forced Labor Camp in Zibo City. Among these illegally detained Falun Gong practitioners, 3 of them were trade union officials, there were also teachers, a 21-year-old college student, a baby less than 1 year old, a 28-year-old female PhD holder, etc. They are all still in forced labor camps, subject to inhumane forced brainwashing and are being tortured by the wheel tactic, and the tactics of coerced non-sleep, sitting on a stool motionless, severe beatings and cursing, etc.

Victims: GUANG Hongbao, Falun Gong practitioner with Solemn Statement published

Criminal Suspects and Organizations: Assistant Brigadier Mr. Qi

Torture Tactics: Illegal arresst, forced brainwashing, writing the“3 Letters of Guarantee”, severe beatings with fists and feet

Details: Qingdao Forced Labor Camp in Shandong Province would first of all force arrested Falun Gong practitioners to attend brainwashing sessions. For those who did not write the “3 Letters of Guarantee”, regardless of age, all were tortured by traitors and police agents who had been incited by the assistant brigadier Qi For those who wrote Solemn Statements that were published to declare null and void the “3 Letters of Guarantee” that they wrote under duress and for those newly arrested Falun Gong practitioners, they would torture them by severe beatings with fists and feet, sitting on a stool motionless, etc. For those who wrote their “3 Letters of Guarantee”, the prison guards would convene a rally to announce a 25 day extension of their detention terms while for those traitors, they would reduce their terms and “praise” them. In August 2001, 61-year-old Falun Gong practitioner GUANG Hongbao of Jiaonan City under Qingdao Municipality wrote a Solemn Statement announcing void the “3 Letters of Guarantee” that he wrote under duress. Consequently, he was beaten severely with his lumbar vertebra out of shape, his eyes filled with blood, he was black and blue all over, unable to move around, so that two people had to carry him to the toilet. In Jiaozhou City 31-year-old Falun Gong practitioner DU Zhengui (a college student) wrote a Solemn Statement declaring: ‘The“3 Letters of Guarantee” I wrote are null and void and I do believe that Falun Dafa is the righteous Fa.’ And he was beaten black and blue all over by those traitors and prison guards. XUE Xinjia of Huang Island, and newly arrested Jimo City and Laixi City practitioners were all persecuted in a similar fashion. Prison guards would order the traitors to take turns to brainwash Falun Gong practitioners. Sleep was not allowed. Some practitioners just dozed off a bit, SONG Jinzhong, et al. would pummel their heads, slapping their faces and twist the inside of their legs, etc.

Torture Tactics: To beat practitioners in a inhumane way, confiscate money for basic living and forced overtime slave labor

Details: Shandong Provincial Labor Camp Education Bureau Chief LI Luting visited Qingdao Forced Labor Camp and talked to Practitioner A. Prison guards WANG Bin and LU Liang ordered Practitioner A to record the contents of their conversation And a few days later, WANG Bin (political instructor) announced: If Practitioner A was not transformed, the practitioner would be put on the Stringent Discipline Program for more severe punishment. He had to comply unconditionally. Then they escorted Practitioner A to the so-called “military police corps interrogation room” for Stringent Discipline Program torturing. He was beaten up at least twice per day. When Political Commissioner HUANG was talking to Practitioner A, the Practitioner took the opportunity to expose the fact that prison guards encouraged the brigade staff to beat up Falun Gong practitioners who insisted on practicing. The Practitioner said, “Insisting on practicing Falun Gong is part of the freedom of my belief. I think the direction of my path is the right one. I am adhering to the Truth. I was often beaten up only because I insisted on practicing. You often asked us to study the laws and rules, but why do you breach the laws while you are supposed to enforce the law?” “It is said that we must do things according to laws, and you will be held accountable if you breach the law, isn’t this so? Is it not wrong that law enforcement agents would not enforce the law upon themselves? Why is it that when I protested a few times, they would beat me even more?” Practitioner A also directly asked the labor camp staff who were directly involved in his beating why they so blatantly disregarded the law and beat him so severely. They even “straightforwardly” warned Practitioner A that the officers and them had an agreement. They were carrying out Government orders. They even said that they represented the Government. As long as Practitioner A insisted on practicing , they would beat him no matter what. The labor camp staff HUANG Xike who beat the Practitioner said, “If you don’t take back your Solemn Statement, we wont get our bonus, even our promotion will be adversely impacted.” The Practitioner was beaten so severely, he was swollen all over until he was out of shape. The perpetrator and labor camp staff member GONG Cuiai said, “Our purpose is not to let you die nor let you live.” And later LU Bao also said to the Practitioner, “When they beat you, I and HUANG Xike, we could not keep looking at you. It was extremely terrible, but still you won’t let go of your cultivation, too stubborn.” CHEN Kaiyin (and LU Bao are all among those 13 perpetrators who participated in torturing the Practitioner) said, “If you were an ordinary person, you would have been beaten to death a long time ago.” WANG Weizhen asked, “Do you still want to cultivate?” If the Practitioner said “yes”, then he would punch with his fist into his chest ribs. The Practitioner would suffer tremendous pain and could not stand up straight. “Do you still want to cultivate? You don’t even want your life, why still cultivate?” They would throw the Practitioner onto the ground and pour water on him from a basin. Lying on his back facing up, they would first stomp with their feet on his head all the way to his feet. They would step repeatedly on his chest and stomach. Then they would turn him over and stomp and kick into him again from head to toe One of the prison guards was kicking the Practitioner’s anus madly and the Practitioner suffered tremendous pain in his stomach and wanted to vomit and defecated frequently. Even today he still feels the pain and the nerves in his legs and bottom are still numb. The Practitioner’s cervical vertebra was severely beaten so badly twice that this released anesthetic electricity from his neck to his fingers; even today sometimes he is still being woken up in the middle of the night by the sensation of the anesthetic electricity releases. He was beaten like this again and again, and he doesn’t know how many nights he could not sleep and got beaten up. The Practitioner was asking WANG Bin why he treated him like this and he said, “You Falun Gong practitioners said that you could eliminate karma by suffering beatings from others, right? You could obtain the De (Virtue), right?” The Practitioner said, “What you are doing to me is persecution. It is not allowed by law.” Under the instigation of officers and prison police agents, labor camp staff GONG Cuiai, ZHANG Qijia, CHEN Kaiyin, TANG Junwei, HUANG Xike, LU Bao, et al were torturing him outrageously. GONG Cuiai said straightforwardly: If we could not transform the Practitioner, then we would have to beat him to death and would not let him go home. The Practitioner would have to suffer severe beatings twice a day. Only because the Practitioner A wrote the Solemn Statement and did not want to take it back, police agent LU Liang used foul language attacking the Practitioner. HUANG Xike told the Practitioner: if you don’t take back your Solemn Statement and don’t transform, you will be slapped 10 times with shoes. The Practitioner’s head and face got numerous slaps from shoes. If beaten by the insole of shoes, it is called “shoe pie”; if pummeled on top of the head, it is called “opening-up of the”top of the head”. In March and April 2002, the chief brigadier DAI XX was shouting while still in a meeting, “Indeed, I will start killing as of today.” Each practitioner could only get a small bun, it was hard to feel your stomach was full enough. If ZHAO Xiangao protested, the prison police agents would apply electric batons on him. Slave labor here is never ending. Falun Gong practitioners had to work Saturdays, and could take in fresh air or bask in the sun but only once every 2-3 months. Shower rooms were closed, and not allowed to be used. When a faucet broke, practitioners had to collect money to buy a new one. For about a month, there were sands in the buns, and they were not edible. Sometimes we could only eat veggies that were water boiled with no oil, sometimes there were flies, sand and cigarette butts in them. One time the veggie soup was muddy soup, that had a yellowish soil color. The cook said, “You are lucky you did not eat dead rats.” A few days after October 1st – the National Holiday, there were a few slices of meat in the veggies that smelt terrible, you had to spit it out. When pork ribs were served, there was no meat on the ribs. When mid-Autumn Festival came, you got 4 mooncakes that smelt funny, many people got diarrhea after eating the cakes. The labor camp officers blackmailed the practitioners to get money under the excuse that this would reduce their jail terms. They would say: in order to reduce your jail term, you need to take care to have a good relationship (read “paying them money”). Some people had to spent more than 10,000 yuan in the hopes of an early release.

Details: One day before the New Year’s Eve of 2002, the labor camp agents beat me even with a small bench. In the afternoon, I was injured and my legs were bleeding. In the evening, DAI XX asked me to write “the 3 Letters of Guarantee” before I could even talk to my family on the phone. The next day, on New Year’s Eve, I asked ZHANG XX for permission to make a phone call home and he found the excuse that the telephone was out of order. At noontime, September 11, 2001 I and other five fellow practitioners were sent to the provincial Wangville Forced Labor Camp. When I came back from Wangville, I told the police that there was no use to force me; I would not change even if you tortured me to death. Several days later, somebody told me the internal rule of the three classes of inmates. The first class was disciplined by treatment to their eyes; the second class by mouth; the third class by stick. I was regarded as the third class. Although the police guaranteed no beatings anymore, they did not allow me sleep for 8 continuous days and beat me severely. My face was deformed and I had bad headache. I was beaten 5 times during two months. When I was beaten black and blue all over, WANG Kaiyuan (Chief of Brigade No. 3) came to the site and ordered me to put on my pants to cover up the wounds, even though they never stopped torturing me. They did not allow me to use the washroom.

Details: Qingdao Forced Labor Camp directors: Wu Zhongsheng, Liu Xuyun. The No. 1 & 2 Sub-Brigades of Brigade No. 3, whose mandate was to persecute Falun Gong. In 2001, the third brigade Chief asked for donations with no reason given. Though it was called “mutual rescue due to family hardships”, no one knew where the money was .going Wang Dehong, Tian Yongjian, Zhang Xiaocheng, Liu Deming were severely beaten. The third brigade chief Wang yelled: “If not, we have to beat them again!” He was said to support the persecution against Falun Gong. Brainwash and torture are normal there.

Details: Qingdao Forced Labor Camp’s “Intensive Group Training Program” is the so-called military training place. They arranged for two criminal inmates to sandwich one Dafa practitioner between them. Talking was not allowed among fellow practitioners. There are video cameras monitoring the rooms all the time. Before 2002, they used violence to transfer. Practitioners would not be released without writing “the 3 Letters of Guarantee”. They beat Dafa practitioners until the rubber sticks were broken. Sometimes they would drag Dafa practitioners to washrooms to do all the dirty work, from 4:00 am in the morning to 2:00 am the next morning. I was detained by the Qingdao Forced Labor Camp’s “Intensive Group Training Program”. Personal washing was not allowed, washrooms were not allowed.

In the group, Shao Chengluo was tortured many times. He protested many times. Then he was beaten and persecuted so hard he could not to walk. Xu Peihao was beaten with electric rods. His face was all blue and swollen.

Torture Tactics: Forced brainwashing, beatings and kicks, strong wind blowing into eyes

Details: I was sent to a labor camp in 2001. I am one of the practitioners who advocated for the collective hunger strike of August 26, 2001 in Qingdao Labor Camp. Because I refused to give up my belief, I was strictly supervised by guards. Evil people forbade me from writing letters. In order to change the bad environment, I started to do a hunger strike. On September 10, I was sent to the provincial labor camp to receive brainwashing. At least six practitioners were sent there with me. On the way I heard that the guards in the labor camp hit and kick practitioners cruelly. Some even broke their sticks . After arriving in the labor camp, at on the first night, the evil people started the so-called transformation. On the fifth day, six evil persons closed the door, threw me on the ground. Zhao Wei rode on my chest, he pinched my nose with one hand, and gripped my mouth, for 30 minutes. Zhao Wei and Wang Yanpeng pulled open my eyes and blew wind into my eyes. Later they turned on the light and opened the window to stimulate my eyes, They tortured me for three hours. Two chief policemen came into the room and saw this cruel scene. They left the room silently after seeing this . Later Zhang Shuzhong feared the responsibiliy of causing my death, he reported to chief Liu Ming and Xu XX, so the two of them came in to watch the scene silently. My eyesight became blurred due to the torture and I fuzzily saw that the chief had come into the room, and was standing there silently. So I asked chief Xu XX loudly: “Did you plot beforehand? You should stop the persecution immediately.” I was strictly watched I got up at 5:30 a.m. everyday and was forced to sit on a small stool. Until 2:00 a.m. or 4:00 a.m .My buttocks bled. Zhao Wei rode on my legs and pulled open my eyes, saying that he wanted to drive “demons” out of me. This is his specialty. Many practitioners compromised under this type of torture.

Torture Tactics: Forced brainwashing, inhumane treatment

Details: I was sentenced to three years in forced labor camp in 2001 because I practiced Falun Gong and clarified the truth of Falun Gong. I was detained in Qingdao Labor Camp, located at No. 2 of Shangyuan Road, Licang area, Qingdao. At the beginning we were detained in an intensive training team. There the policemen watched us strictly, forcing us to sit on a stool for a long time, everyday we were forced to sit for 16 hours in the cold jail room with our neck straight up and our eyes opened wide. We were forbidden to move our body and were required to raise our head and throw out our chest, we were forbidden to speak. Policemen utilized the fierce criminals to watch us. For any carelessness we were beaten and humiliated. Several days later our legs became swollen, our necks and waists were very painful. What is more unendurable is, the fact that they did not supply any water to us to drink for long time, even cold water. The food became extremely dry in our mouth, we could not swallow the food, and we were extremely thirsty. We drank a little cold water from the faucet stealthily when we went to the washroom, if the assistant warder (criminals who assist the warders to watch Falun Gong practitioners) found this out , we would be beaten and abused. Most of us became so thirsty that our lips would split and suffered from constipation. We could not defecate for five to six days. Our food was even worse than the food for pigs and dogs. Our food everyday is would be a small buns of 150 grams and a radish strip, as dry as a stick, floating on the water, it was too bitter to swallow. Even this little bit we had to share between three persons eating in one bowel. When eating, we were driven to the corridor, without ladle or chopsticks, letting us grab the food by hand, not treating us as human beings.
Later we were sent to Team 3. The chief Wang XX and Party Secretary Zhang XX, Wu Sengzhong are the chief officials responsible for persecuting Falun Gong. Guard Wang Yongjian is extremely evil, he is the goon specially dispatched here to torture Falun Gong practitioners. He used to be an armed police agent and is mainly responsible for transforming Falun Gong practitioners. Chief Wu Sengzhong is very fierce. He directed the guards to use various means to torture, cheat and threaten practitioners to transform. If they refused to write repentance letters and transform, guards would torture practitioners mentally and physically, persecuting them with great pressure.
In August 2001, it was a hot summer. They detained us in brainwashing class, dividing us into groups with dozens of practitioners in each group. They sealed the door and windows, isolated us from the outside, and forbade our family members to see us, to write to us, They blocked all news. They forced us to sit back to back, facing the wall, forbade us to talk to each other. In order to strengthen the persecution, they picked some fierce and evil thugs to watch us in turn. Because the windows and doors were closed tightly and the weather was very hot, the room was very suffocating, sultry and turbid. We were soaked in sweat for the whole day. Because we could not move, many practitioners’ skin below the abdomen became rotten and swollen, causing suppuration, which would stink and itch. Some had a prolapsed rectumand constipation, many got scabies, suffered suppurated wounds, itched and stunk. Mentally and physically we were in pain. Even for this we were not allowed to see a doctor for treatment. Dozens of people were detained in a small room, the room smelled very bad and disgusting. We were detained long term in such a bad environment. What is more, if we refused to cooperate with the evil to this abuse of Dafa and write the repentance letters, we were forbidden to sleep. They watched us 24 hours in turn, forcing us to sit on the freezing ground, forcing us to extend our legs in a straight line, tipped upward, and we were forbidden to move. If we moved a little they would hit and kick us fiercely. My whole body was very cold and kept shaking. At the same time they tortured us mentally. Under instigation the evil thugs would stand on both sides of me, another two would shout loudly at me in turn fiercely, forbidding me to have a moment of rest. Many practitioners were annoyed and dizzy. For days and nights I was not allowed to close my eyes. I was so sleepy and if I closed my eyes for a second the evil thugs would hit my mouth and face, burn me with lit cigarettes, pounded my forehead, beat my face and back with the bottom of their shoes. Policemen and criminals clamored: “if you do not transform, we will torture you everyday, so you cannot live and cannot die. In December 2002, practitioner Wang Jiwei from Jimo, male, 45 years old, because he insisted on the truth and justice, was pulled into the office by policemen Wang Yongjian, Wang Zheng and Liu Tongsan, etc. They closed the windows and door, five policemen threw Wang Jiwei to the ground and attacked him with electric rods, kicking him from here to there, two electric rods were used on his neck, waist and back. At that time Wang Jiwei’s whole body and limbs twitched, as he rolled on the ground, his face and head got many blood blisters, his back became black blue and covered with blood; his waist was broken, The atrocity of these evil thugs is totally beyond human nature. After beating him they forbade him to lie down, forced him to sit on the ground. Wang Jiwei could not eat and stayed unconscious for several days.
Wang Binjie, practitioner from Jiaonan, 45 years old, because of insisting on his belief, police of Qingdao Labor Camp used the same cruel means to torture him, forbidding him to sleep for three days and nights. He had to sit on the cold ground, in bare feet, while policeman Wang Yongjian led evil thugs in raising his legs to the maximum degree to form a triangle with his waist, then put his legs on a stool, while his body was still on the ground, his waist was hanging up in the air, causing his lumbar vertebra and hipbone to separate. This wasvery painful. He was sweating profusely and he could not, breathe. Policemen took this type of torture as a means to amuse themselves. Policeman Wang Yongjian kept beating Wang Binjie on the head and legs with self-made weapons, making him very dizzy and he suffered vertigo. After they tortured him enough they forced Wang Binjie to write the letters. Wang Binjie firmly believed that “Truthfulness Compassion Tolerance” is the truth of the universe and the standard of human morality. They could not reach their purpose then they continued to torture him. Wang Yongjian said, “ I will not let you believe. Even if you are lying you must write the letters. Otherwise I will beat you to death. It is free to beat you to death, I just will tell the outside world that you committee suicide, we will use propaganda on TV.” He also said, “Did you connect to the Internet to expose us ? I do not fear being exposed. Go ahead, here our words count. We can torture you in with whatever means I like. Only if you refuse to transform, we will torture you until you beg to die. We will not care about you when you go to heaven.” So they started the torture whenever they went work.
Zhang Yongbo, Jiaonan practitioner. Because he insisted on the faith, in the Qingdao labor camp he suffered the same tortures. He was punished with the tiger bench, leg press, raising the legs, shoched with dozens of high volt electric rods, he was hurt in many places. Thugs covered his head by pulling up his clothes, attacked him with their electric rods, hit him with the stool, causing him to bleed in the mouth and noseuntil his back was bluish,and his legs could not walk for several days.
Jiang Zengyuan, practitioner from Zailizhuangjiatong, 64 years old, just because he said “Falun Dafa is good”, his detention time was extended. After being detained for one month, he was sent to a brainwashing class and tortured. Thethugs also used cruel means to this old man such as raising legs, using the leg pressand forbidding him to sleep etc. From his isolated room we could frequently hear his pitiful yells. Because the thugs had sealed the site, nobody knows the details.
Guan Fengbao, 64 years old, is a practitioner from Jiaozhou. He enjoys high prestige and is honest. Because of his belief in “truthfulness compassion tolerance” he was beaten and destroyed in Qingdao Labor Camp. His lumbar vertebra was broken and he cannot lie down when sleeping. He can only sit by leaning on the bed for the whole night. It is very painful when one cannot sleep well. He did not recover for a few months. And at daytime he was forced to work as normal.
Aside from the above torture, we were forced to do labor work. We were forced to work for dozens of hours per day sometimes, with high intensity. Policemen utilized various means to strengthen the persecution and accumulate their political capitals, gaining self-interest.

Torture Tactics: Fabrication of facts

Details: On the afternoon of March 30, several Americans came to Qingdao Labor Camp to investigate the human rights issue in China. Labor camp dragged in a lot of people, fixed and repaired here and there, What is ridiculous is that they said in closed circuit TV, “ if Americans ask you questions, you should answer honestly.”
Question: How many hours do you work everyday here?

A: six hours. (actually some teams worked 48 hours continuously, generally it would be 14 to 15 hours)

There are two female practitioners: Zhang Huimei, Shao Guixin. All practitioners in the labor camp are very firm.
