Annex 8: Procurement Arrangements



Argentina: Argentina GEF Sustainable Forestry Development

A. General
Procurement for the proposed project would be carried out in accordance with the World Bank’s "Guidelines: Procurement Under IBRD Loans and IDA Credits" dated May 2004; and "Guidelines: Selection and Employment of Consultants by World Bank Borrowers" dated May 2004, and the provisions stipulated in the Legal Agreement. The various items under different expenditure categories are described in general below. For each contract to be financed by the Loan/Credit, the different procurement methods or consultant selection methods, the need for pre-qualification, estimated costs, prior review requirements, and time frame are agreed between the Borrower and the Bank in the Procurement Plan. The Procurement Plan will be updated at least annually or as required to reflect the actual project implementation needs and improvements in institutional capacity.
Procurement of Works: There will be no works procured under this project.
Procurement of Goods: Goods procured under this project would include computers, printers, Geographical Information System software and systems totaling approximately $310,000.00. The procurement will be done using the Bank’s SBD for all National SBD agreed with or satisfactory to the Bank. Contracts for goods estimated to cost less than $20,000 per contract, $, may be procured using Shopping (National /International) procedures based on a model request for quotations satisfactory to the Bank.
Procurement of non-consulting services: Non-consulting services are mostly for training including organization of events, assistance to producers and establishment of management systems, including monitoring and evaluation procured under this project. Non-consultant services are expected to total approximately $2, 255,000.00. Contracts with estimated values below $100,000 may be procured using NCB procedures and SBDs agreed with the Bank. Contracts for technical services which cannot be grouped into larger bidding packages and estimated to cost less than $50,000 per contract may be procured using Shopping (National /International) procedures based on a model request for quotations satisfactory to the Bank.
Sub-projects for Small and Medium-Sized Producers ($3,300,000.00): This component will include small value grants to help promote conservation at stand and landscape level, finance the generation of income (e.g., plantation of native species, silvicultural practices, yerba mate, ornamental plants, medicinal plants, honey.) Sub-projects include the purchase of goods and services to be procured under commercial practices, mostly by shopping.
Selection of Consultants: Consultant services procured under this project are expected to include: execution of surveys on critical biodiversity and forestry themes; development and execution of training courses, study tours, technical programs, and other events; provision of technical services; drafting and dissemination of project information; and environmental education, totaling approximately $2,915,000.00. Short lists of consultants for services estimated to cost less than $100,000 equivalent per contract may be composed entirely of national consultants in accordance with the provisions of paragraph 2.7 of the Consultant Guidelines. Universities, government research institutions, provincial governments, NGOs, and other organizations may compete for consulting firm contracts, and individual staff members of such institutions may compete for individual consultant contracts, should internal and Bank regulations allow them to do so
