The regular monthly meeting of the Pillager Board of Education was called to order by Chairman Joe Niggeler on Monday, May 17, 2010 at 7:00 P.M. in the School Board Meeting Room. Other board members present were Don Gaalswyk, Scott Mudgett and Ian Newkirk; absent: Shawn Hunstad and Margaret Knebel. Also present was Superintendent Chuck Arns, Secondary Principal Scott Doss, Elementary Principal Wanda Bell, School Board Secretary Lori Blumke, interested staff and community members.


First order of business was the Pledge of Allegiance.
Don Gaalswyk moved; Scott Mudgett seconded to accept the agenda with the following two additions: VI.C.7. Hiring of Elementary Position – action item; VI.C.8. Hiring of new Kindergarten Position – action item. The motion passed unanimously.
Chairman Joe Niggeler asked for Visitors Comments: Darcee Bell thanked the Board for allowing her the opportunity to accompany the music students to Nashville. She commented on the great group of kids that participated and the positive feedback from others while in Nashville. Lorna Morrow expressed her disappointment with Prom set up and how the Grand March layout was not in the best interest of viewers who were sitting in the bleachers.
Don Gaalswyk moved; Scott Mudgett seconded to accept the Consent Agenda with the following items:

  1. Minutes of the April 19, 2010 Meeting;

  2. Monthly Cash Flow Including Investments;

  3. Donations received from: Lincoln Area Business Association - $250.00 for summer swimming lessons; from the Wells Fargo Community Support Campaign - $312.00; Staples 3M, purchasing through the NAEIR corporation, miscellaneous items for Pillager Schools valued at $2,320.00; from Resource Training and Solutions - $379.42 for Muffins for Mom’s; from Pillsbury Forest Hardwood, Inc. - $200.00 for 4th grade field trip; from Associated Insurance Agents of Baxter, Inc. - $150.00 for 4th grade field trip; from Brainerd Area Sertoma Club, Inc. - $500.00 for 1st grade field trip; from Snow’s Body Shop and Used Cars - $25.00 for Prom prizes. The motion passed unanimously.

Budget Committee Report was reviewed by Don Gaalswyk. The committee met on Thursday, May 13th, 2010. Items discussed include: 2009-2010 Cash Flow which is down compared to last year; the fund balance is dropping but State and County payments are expected in May and June; review first draft of 2010-2011 Budget.


Don Gaalswyk moved; Ian Newkirk seconded to accept the paid bills monthly bills numbered 59013 through 59182 and the electronic transfers. The motion passed unanimously.

Scott Mudgett moved; Don Gaalswyk seconded to accept the 2010-2011 High School Student Handbook as presented. The motion passed unanimously.


In Margaret Knebel absence, Superintendent Arns reported there are no updates from the monthly Freshwater Education District meeting.
The Personnel Committee met on Wednesday, May 12th, 2010. Joe reviewed items discussed which included: update on teacher tenures – 5 teachers will be tenured as of July 1, 2010; Superintendent Evaluation packets; 55 graduates will be awarded diploma’s this year. (Committee minutes from this meeting can be found in the official school board minutes book).
Superintendent Arns read a letter of resignation effective at the end of the 2009-2010 school year from Math instructor, Holly Cervin, who has accepted a new position as Principal for the Chatham School District in Alaska. Scott Mudgett moved; Ian Newkirk seconded to accept Holly’s resignation. The motion passed unanimously.
Superintendent Arns read a letter requesting maternity leave. Don Gaalswyk moved; Scott Mudgett seconded to accept the letter requesting maternity leave from Penny Grimsley from approximately September 7, 2010 to October 18, 2010. The motion passed unanimously.
Elementary Principal, Wanda Bell recommends Jennifer Story to fill the first grade teacher position beginning with the 2010-2011 school year at BS+0, Step 0 ($34,121.00). Scott Mudgett moved; Don Gaalswyk seconded to accept administration’s recommendation. The motion passed unanimously.
Elementary Principal, Wanda Bell also recommends Erica Richards to fill the ECSE teacher position beginning with the 2010-2011 school year at BS+0, Step 0 ($34,121.00). Don Gaalswyk moved; Scott Mudgett seconded to accept administration’s recommendation. The motion passed unanimously.
Superintendent Arns read a letter of retirement effective June 7, 2010 from High School Language Arts instructor, Dave Vieths. Scott Mudgett moved; Don Gaalswyk seconded to accept this retirement with a heart-felt thank you for the 37 years that Dave has taught Pillager students and contributed in many other ways to the Pillager community. The motion passed unanimously.
Superintendent Arns and Elementary Principal, Wanda Bell recommends Melissa Koel to fill the elementary teacher position open to replace Lynne Bordwell who will be returning to the special education department. Ian Newkirk moved; Scott Mudgett seconded to accept administration’s recommendation to hire Melissa Koel beginning with the 2010-2011 school year at BS+0, Step 0 ($34,121.00). The motion passed unanimously.

Superintendent Arns and Elementary Principal, Wanda Bell also recommend Lexi King to fill the Kindergarten teacher position. Enrollment for Kindergarten is currently open and to date there are 69 kindergarten students. This will allow for a 4th section. Don Gaalswyk moved; Ian Newkirk seconded to accept administration’s recommendation to hire Lexi King beginning with the 2010-2011 school year at BS+0, Step 0 ($34,121.00). The motion passed unanimously. Chairman Joe Niggeler thanked the entire team for their efforts in hiring.


Secondary Principal Scott Doss reported on: Prom was May 8th; Thank you to Lorna Morrow for her input in regards to prom; Graduation is next week; Thank you to Joe Niggeler for volunteering to hand out diplomas; MN Secretary of State, Mark Ritchie will be the speaker for graduation; World Language Day field trip is May 18th; Pillager hosted Special Olympics on May 12th; Plant Sale was also last week sponsored by the Forestry class; spring sports will be coming to a close; Math position interviews will be Thursday, May 20th; 6 new middle school students recently enrolled for next school year; Kailynn Heide is the winner of the Elks’ National Essay contest. She was chosen as the best among more than 46,000 entries.
With a handout, Elementary Principal Wanda Bell reported on: Elementary Track and Field Days; Elementary Field Trips coming up and the donations received for them; Special Olympics; PTO meeting; Thank you to Jody Carey and her commitment to the PTO, Bus Driver Appreciation week; Summer packets are being put together for students to take home to promote learning; Student council award day is the last day of school to recognize attendance, PBIS, Husky Pride and test score improvement; Language Arts meetings every Monday after school; benchmark testing; Early Childhood screening is scheduled for May 27th; Kindergarten graduation is June 1st; School Readiness classes end this week with parent programs and root beer floats; planning for next year. Superintendent Arns’ report included the following: Legislative update – an additional 3% tax shift to 70/30 will impact cash flow for FY 2011 approximately $150,000.00; Congratulations again to Kailynn Heide and teachers. Kailynn is the very first Minnesota Elks’ National Essay winner; Thank you to Sue VanHal – she wrote the article “Successful Parenting Event” that was published in the May 2010 issue of Resource Training & Solutions.
With no further business to come before this meeting, Chairman Joe Niggeler called for a motion to adjourn. Scott Mudgett so moved; seconded by Don Gaalswyk; meeting adjourned at 7:44 p.m.
