Chairman Guy Liebmann called the meeting to order.
Roll was called. Members present as the meeting began included: Billy, Brown, Duncan, Jackson, Joyner, Lindley, Martin (Steve), McPeak, Proctor, Pruett, Thompson, Turner, Wright, Vice-Chairman Martin (Scott), and Chairman Liebmann. None were absent.
SB 2086- All-terrain vehicles on streets and highways within a municipality; allow- Representative Hickman was recognized to explain the bill. A motion was made for do pass by Billy and was seconded by Vice-Chairman Martin (Scott). The following members present voted in favor: Billy, Brown, Joyner, Lindley, Martin (Steve), Pruett, Thompson, Turner, Wright, Vice-Chairman Martin (Scott), and Chairman Liebmann. The following members voted “Nay:” None. The motion prevailed 11-0. The bill will be reported out of committee “Do Pass.”
SB 1178- Boat registration; require conformation of state and tribal federal rules; require numbering systems- Representative Peterson was recognized to explain the bill. A motion was made for do pass by Vice-Chairman Martin (Scott) and was seconded by Thompson. The following members present voted in favor: Billy, Brown, Joyner, Lindley, Martin (Steve), McPeak, Pruett, Thompson, Turner, Wright, Vice-Chairman Martin (Scott), and Chairman Liebmann. The following members voted “Nay:” None. The motion prevailed 12-0. The bill will be reported out of committee “Do Pass.”
SB 1841- Sunset law; delete entity; recreate entities; extend deadline for entity- Representative Wright was recognized to explain the bill. A committee substitute was accepted by unanimous consent. A motion was made for do pass as amended by Wright and was seconded by Vice-Chairman Martin (Scott). The following members present voted in favor: Billy, Brown, Joyner, Lindley, Martin (Steve), Pruett, Thompson, Turner, Wright, Vice-Chairman Martin (Scott), and Chairman Liebmann. The following members voted “Nay:” McPeak. The motion prevailed 11-1. The bill will be reported out of committee “Do Pass As Amended-Subcommittee Recommendation Adopted Without Further Amendment by Full Committee.”

A committee substitute was accepted by unanimous consent. A motion was made for do pass as amended by Vice-Chairman Martin (Scott) and was seconded by Thompson. SB 1547- Marriage license; allow court clerk to issue; provide for return- Representative Harrison was recognized to explain the bill. A motion was made for do pass by Martin (Steve) and was seconded by Billy. SB 1553- State employees; require agencies to provide job descriptions- Representative Jackson was recognized to explain the bill. A motion was made for do pass by Duncan and was seconded by Vice-Chairman Martin (Scott). The following bills were withdrawn from consideration: SB 1389 and SB 1535.
