Philosophy
LDLC are committed to providing your child with a safe, healthy, positive, and secure learning environment. It is our goal to provide families the comfort of knowing that their children are safe while being encouraged to learn through active exploration with interaction with adults and other children. We will nurture your children’s physical, social, emotional, and intellectual beings in a positive way.
We believe that the family is the most important aspect of a child’s life. As a partner to parents in their child’s care, we realize the importance of providing an atmosphere of open and honest communication, information, cooperation, and support. We will serve as a resource to families as the children grow into self-sufficient, dependable, and competent adults.
Programs

We will accept children 4 weeks-11 years. The infants-5-year-old programs are designed to meet the developmental needs of each age level. Opportunities are provided to promote large and small motor skills, cognitive, social, and emotional development. Our curriculum will provide age appropriate materials for creative art, music, language, math, science, sensory, and dramatic play.


A full day program includes structured activities, gross motor activities, breakfast, snack (a.m. and p.m.), lunch, rest time, free play and small group time/alone time.
Operational Hours

LDLC hours are 6:30 a.m. to 6:00 p.m. Monday through Friday with closing hours tentative to change based on daily schedules.



Parents are welcome to visit at any time.
Holiday Policy- LDLC will be closed New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and the day after, and Christmas Day. Weekly tuition will still be the same the weeks of: Memorial Day, Labor Day, Independence Day, and Christmas. Thanksgiving week will be prorated to a 4-day week. Christmas Eve we will close at 12 p.m. and New Year Eve at 3 p.m. If the holiday falls on the weekend, LDLC will be closed either preceding Friday or following Monday.
LDLC will also close 1 day in the spring for staff training and this will week will be prorated to a 4-day week. Parents will be notified at least 2 weeks in advance of the scheduled in-service day.
Enrollment 67:42:10:14.  Health standards for day care children.

Parents must complete and return all required forms at least two working days before a child may start. These forms must be kept current. Any additions or changes must be reported to a Director.

Communication

Communication between staff and parents is crucial. We ask that you take the time to talk to staff about your child/children’s day and also relay any important information to the director or teachers, i.e., schedule change, new baby. In the event of a life changing circumstance in your family, please set up a time to meet with the director as they can have significant effect on your child’s behavior and staff will better prepare on how to handle these situations.


Staff is not allowed to use their cell phones during the day. If you need to contact LDLC or a specific staff member, please call the center directly or email LDLC. As our staff member's family time is very important to them, please do not text them about daycare issues after hours. If it’s an emergency that cannot wait until the next business day, you may contact the director.
Arrival and Departure

It is the responsibility of each parent/guardian and caregiver to acknowledge each other at child’s arrival and departure. It is also the parent/guardian responsibility to make sure children are clocked in/out on the computer daily.

Please allow enough time for a smooth transition. Lil’ Dreamers closes at 6pm. Upon arrival, parents/guardians and the child can place personal belongings in the child’s cubby. On departure please check "parent-pocket" for notices, art work, or other projects.
Please be in control of your child during drop off and pick up times as this may be a time of testing when two different authority figures are present and a child may test to see if the rules are consistent between caregivers and parents/guardians.
Parents must be prompt in picking up children. Pick up time is no later than 6:00 p.m. If a child is picked up after 6:00 p.m., a late fee will be charged (See late fees).

If a child is not picked up by 6:30 p.m. and we have not been notified of any delay, the following steps will be taken:

1. Every effort is made to reach the parent at his/her home or place of work

2. The emergency contacts listed on the emergency card will be contacted.

3. In the event that no one can be reached, the police will be notified.
Children must be at daycare by 9a.m. daily. If children are not a daycare, they will be counted absent for the day and staff will be adjusted at 9 a.m. If your child has dentist or dr. appt. that will not allow them to be here by 9a.m. please let staff know.
Release Policy

Children will only be released to their parent/guardian (or someone already on approved list) unless other arrangements have been made with a director or staff. You must talk to the staff directly, send an email, or leave a signed note. We will not accept arrangement over the phone and a picture ID must be presented prior to your child being released. Also, children will not be released to any persons under the age of 14. (Including siblings)


Emergency Evacuation 67:42:10:18.  Fire and life safety

Fire drills are conducted quarterly. In the event of a fire, children will be evacuated by staff according to the evacuation plan posted in each room. Drills for tornadoes are conducted yearly. In the event of a tornado, children will be directed to the designated area of Lil’ Dreamers.



Injuries

Parents/Guardians will be notified of injuries through an incident report. Parents/Guardians will be notified immediately if a serious or questionable injury occurs.




Data Privacy 67:42:16:14

The only persons permitted to have access to your child’s record (name, address, phone number, health information, etc.) will be the parent/guardian, LDLC employees, or state licensing examiners.


Information will not be given to others without parent or legal guardian consent. Also, it is the policy of LDLC not to disclose the names of children who may have caused injuries to others. This is a safeguard for each family’s data privacy.
Daily Information

A daily report will be completed for each child (infant and toddler) by the child’s caregiver. A written daily schedule will be posted on the bulletin board providing daily routines for the children.


Supplies

All items brought to the LDLC must be clearly labeled with the child’s name.



  • Diapers

  • One set of extra clothing (2 sets if child is under 24 months old)

  • One blanket or pillow for rest time

  • Clothing appropriate for outdoor weather

All children must wear socks and shoes
Toys

LDLC strives to provide a variety of toys and equipment that enhances the curriculum.

Please do NOT send any toys from home with your child. If your child needs a special toy or item for sleeping, it will be allowed, but will be put away until rest time. LDLC assumes NO responsibility for lost, stolen, or broken toys from home. Should the child deliberately destroy LDLC toys or other property through willful destruction, the parent may be required to replace it.
Videos

All movies or television programs shown will be G or PG rated. Any concerns can be addressed to a director.



Outdoor Play

All children will be taken outdoors daily as the weather permits. Children will not go out if temperature is 32 degrees or colder (with wind-chill) or temperature is over 100 degrees.


If your child/children are not feeling well enough to participate in daily scheduled activities, please keep them at home.

Meals (provided) 67:42:10:10  
Lil’ Dreamers participates in the USDA food program. Lil’ Dreamers has rules and regulations associated with the food program and is responsible to follow all rules and regulations.
Breakfast, lunch and two snacks will be prepared and provided by the Center. If your child would like to bring a lunch from home, refrigeration will be provided. Breakfast is served until at 7:20 a.m. for all children so that there is sufficient time allowed for school children to eat and get ready for school.


  • A weekly menu will be posted.

  • The four basic food groups will be used to meet the State criteria and Child Food Program.

  • Meals are served to any child that is present.

  • Lunch and snacks are served according to your child’s class schedule.

  • USDA requires a minimum/maximum number of hours in between meals. Lil’ Dreamers must abide by these rules to remain on the USDA Food Program.

Infant Feedings

LDLC will provide Parent’s Choice Iron formula. If your infant uses a different formula, you will be responsible to provide that formula. All bottles must be provided and labeled by parents/guardian. A minimum of 3 bottles must be provided for infants. Infants will be held by a staff for all the feedings. Parents must notify caregiver of any changes in feeding, i.e.: adding solids, cereal and finger foods.


Special Diets

If a special diet is required because of a medical condition, a physician’s signature is required. We will prepare and serve the food brought by parents. Please clearly label all food brought from home. It is the parents’ responsibility to see that the meal or snack is placed in the refrigerator. If parents have other dietary concerns, please contact director.


Behavior Management 67:42:10:11

Our goal is to help each child acquire a positive self-concept and self control as he/she establishes, applies and practices acceptable behavior in a variety of situations. We will strive to do this in a manner appropriate to the child’s age, development, maturity, activity and general well being. The child will be guided by the following principles;



  • Each child is a special person and needs to feel good about him/herself.

  • All children need limits which are consistently enforced.

  • Positive behavior will be reinforced, appreciated, and praised.

  • Positive redirection will be used for inappropriate behavior.

  • Physical punishment is not tolerated and will not be used under any circumstances.

  • Peers are not permitted to administer discipline.


Significant Behavior Problems

When a specific problem of a child has been identified by staff, parent or other children, the Director will bring it to the attention of the parent/guardian of the involved child. We will use a 3 strike policy which is listed below:



Bullying and overly aggressive behaviors in children and the consequences.


  1. If your child strikes, hits, threatens, or throw objects at a teacher to intently hurt them, your child will be removed from the room and you will be called to come get them. If you are called to pick your child up for this behavior, they will be suspended the next day from LDLC.

If this happens a second time, you will be called and your child will be suspended for a week.

If this happens a third time, you will be called and your child will not be allowed to come back to LDLC.



  1. If your child becomes overly aggressive with other children and we feel the safety of the other children is in jeopardy, the same consequences that are listed above will be enforced.



  1. We will set up a meeting with you to discuss a behavior plan and consequences for your child after the second offense. The behavior plan will need to be followed. If it is not followed through, Lil Dreamers may terminate daycare.



When you are called to pick up your child, you will have 1 hour from the time of your phone call to come pick up your child. If not here with in that hour, late fee will apply. This is $1 per minute. It will be due at the time you pick your child up.

Readmission may be considered at the discretion of the director.

This policy is to ensure all children have a safe and positive learning experience at LDLC and to keep staff safe from harm.

Child Abuse and Neglect 67:42:10:22

LDLC’s staffs are screened by the Central Registry Check and are required to sign a statement which defines child abuse and neglect and reporting requirements. Staff is mandated by SD law to immediately report any suspicion of child abuse or neglect to the SD Department of Social Services. Any staff or volunteer who are placed under investigation for child abuse/neglect will be temporarily suspended until the investigation has been completed. Upon completion of the investigation and if charges are unsubstantiated, the staff/volunteer may return to work.



Medications  67:42:10:15

  Medications. Medications may only be administered with the written consent of the parent or guardian and only if the consent lists the name of the medication and the date or dates the medication is to be administered. Any medication administered to a child will be documented to include the dose, name of child, time and date administered, and signature of the person administering the medication. Medications must be kept in their original container with the original label. Also, the label for prescription medications must contain legible directions for use, the expiration date, the child's name, and the physician's name. Please hand all medication directly to staff.

Health Exclusions/Health standards for day care children   67:42:10:14
All LDLC staff is mandated to report any contagious diseases.

Children exhibiting any of these symptoms will not be allowed at LDLC



  • Vomiting

  • Diarrhea

  • Undiagnosed sore or rash

  • Temperature of 100 auxiliary or higher

  • Temperatures and known exposure to a communicable disease.

  • Severe upper respiratory infection (cough plus nasal discharge yellow or green in color and accompanied by fever.)

  • Sore throat and above listed symptoms.

  • Communicable diseases (see listing)

At the discretion of the primary caregiver, the parent will be called to take the child home if any of the following occur;



  • Vomiting one time

  • Diarrhea twice in one day

  • Auxiliary temperature of 100 degrees or more

  • The child has a rash caused by a contagious illness or condition

  • The child has a bacterial infection or impetigo and has not been treated for 24 hours with antibiotics.

If a child has been deemed too sick to remain at the LDLC the child will be placed away from the other children until the parent/guardian arrives.


Parents/Guardians will have 1 hour after contact has been made to pick up their child. Late fees will be assessed after that time.
Children may not return to LDLC until they have been fever free, Motrin/Tylenol free for 24 hours and 24 hours from their last vomit or diarrhea.
If a child has vomited, exhibited a fever or diarrhea from 6 p.m. -6 a.m., they may not come to LDLC the next day.
When a child has visited a doctor due to a serious illness, the parent must provide LDLC with a signed statement, indicating that the child is healthy enough to return to LDLC. Permission is granted at the discretion of the Director if all polices for return have been met.
If child has been hospitalized due to one of the communicable diseases, credit will be applied to account when director receives a doctor’s note indicating it is permissible for the child to return to LDLC.

NAPS:

Each room has a set time for rest and napping. All children must rest for 60 minutes. After this time, they may get up to do quiet activities. If children fall asleep we will wake them up 15 minutes before snack. No child will be allowed to nap more than 2 hours.


Exceptions: Friday is movie day for preschool children, but if they fall asleep we will allow them to sleep.
Pre-K children will lay down on "No School" days, Fridays, or if they appear to so sleepy that they are unable to function in classroom.

Open Door:

You are invited and welcome to visit LDLC anytime your children are present. You are asked to avoid visiting during rest time as much as possible (12 p.m.-2:30 p.m.). Parents are also free to call LDLC at any time. If a staff member does not answer the phone, please leave a message, and every effort will be made to call you back as soon as possible. 



If any immediate family members are coming to visit your child at LDLC, a notice must be given to center by the parent. This is for all children’s safety.


Fee Policies/Program Standards  67:42:10:10  

Late Pick-Up Fees

If a child is picked up after 6:00 p.m., a fee will be charged $15 per child for each fifteen-minute interval after 6:00 p.m. This fee will be paid immediately at time of pick up and parents will need to sign a late fee pick-up slip. If 3 late pick-ups occur, childcare may be terminated.




Late Payment Fees

All fees are due on Friday for the following week of care. If payment is not made by Friday at 5 p.m., a $25 late fee is assessed and added to the next week charges. If payment is over three days late, child/children will not be allowed to return to LDLC. When an account is paid in full, child care may be resumed if there is space available. After 4 weeks of past due payments, the balance will be filed with small claims court.


We understand that circumstances may cause you to be late with payment now and then. LDLC will forgive up to 2 late fees per year if parents communicate before payment due date that their payment will be late.

Insufficient Funds

Any insufficient funds will be charged a $40 return check fee and other fees that may apply. If insufficient funds happen more than 2 times, cash will be required for all further payments.


Credits

Any overpayment will be applied to the account unless a refund is requested.


Auto Payment

LDLC offers automatic payment through First Bank and Trust. If you are interested, please contact the director.


Attendance and Free Days

All parents/guardians pay the entire weekly fee whether or not the child attends.


Exception to payment schedule #1

Each family is allowed a specific number of free days per year after 3 months of enrollment.


*Free Days may be used for illness, if requested within the same week as child is gone.
Full time children will have 10 free days per year and part time will receive 6 days per year. Free days can be used as full days only.
There is no charge to parents when using free days; however, the child may not attend LDLC when using a free day.
Once the free days have been used you will be charged the full amount.
Free days may not be used as part of your final two-week notice.


Exception to payment schedule #2

Children attending LDLC September through May: fulltime will receive 5 free days; part time will receive 3 free days. Children attending only during the summer receive no free days.


Only 10 families may use a free day on the same day. This is will be honored on the first 10 requests received for each day.
Only 5 Free days consecutively will be allowed per family.
Termination of Care   67:42:10:10  

The parent must give a Director a minimum of two weeks written notice when choosing to withdraw a child from the program. LDLC reserves the right to disenroll a child if necessary, also with a two-week written notice given to the parent/guardian. Free days may not be used for this two-week notice.


Staff Training 67:42:10:06

Each full time member of our staff is required to obtain 20 hours annually of staff training which include the following subjects. Part time is required to obtain 10 hours.



  • Annual course basic first aid

  • Child CPR

  • Child growth and development

  • Planning learning activities

  • Guidance and discipline techniques

  • Communication and relations with families

  • Detecting and reporting child abuse and neglect.

  • Food handling techniques

  • Prevention of communicable diseases

  • Fire and natural disaster procedures

  • Health and Safety


Ratios for staff and children present 67:42:10:07

 For children up to three years of age, one staff person to every five children, or fraction thereof;

For children three to six years of age, one staff person to every 10 children, or fraction thereof; and

For children six years of age or older, one staff person to every 15 children, or fraction thereof.

 

The staff-child ratio of mixed-age groups must meet the requirements of the age grouping that comprises the majority of the children except when children under three years of age are present. When three or more children under the age of three years are present in the mixed-age group, the staff-child ratio for children under three years of age must be maintained.



 

 

Charges 67:42:10:10  



Registration Fee: $50 per child with $10 for additional child in same family

No spots will be held until a registration payment is made. Spots will be held for 3 months (exceptions: expecting parents). This payment will guarantee your spot at Lil’ Dreamers. Registration fees are non-refundable.


Concerns

We ask that any concerns you have are directed to that your room teacher and/or director. If situation warrants, please contact the board of directors.

Part Time weekly rates

We guarantee part time rates only when availability permits. As a child attending part time occupies a full time slot, please be aware that should a potential family need a full time position, termination notice may be given to the family with a child attending only part time. At that time the parent paying the part time rate will be first give the opportunity to transfer to the full time status to preserve the child’s slot. If due to the above circumstances two-week written notice will be given if termination is necessary.


Part time must fill out a month calendar specifying what days your child will attend LDLC. If a change is necessary, this must be completed by the Friday prior to the change in days.

Before and After School Care.

Scheduled hours are 6:30-8:00 a.m. and 3:20-6:00 p.m. There will be an extra charge for late starts and early dismissal that occur before 12 p.m. and for "no school" days. Holiday weeks are same as summer rates.


If school has a snow day or late, start please contact LDLC by 7:30 a.m. to inform the staff of your child's schedule for that day. If not contacted additional fees will be charged. Parents must also contact LDLC if children will NOT be coming when school is called out early due to weather. Again, if not contacted parents will be charged for extra care.
Room Rate Changes

When your child is transitioning between rooms your rates will go down when the following occurs:


There is availability and infants moving to the Toddler room must be off bottle, on table foods, and off formula by 14 months.
There is availability and Toddlers moving to Preschool must be potty trained and be able to go without daily accidents.
There is availability and Preschool moving to School Age must have started Kindergarten.
School Year Only Families

All families who decide to take the summer off from LDLC will be required to pay ½ of family weekly tuition each week to hold their spot for the months of June and July (School age children will pay summer rates). Full time children will be allowed to come 2 set days a week and Part time will be allowed to come 1 set day a week. Parents taking summer of must pay their normal rates until May 31.

It is the parent’s choice to hold their spot or to give two-week notice. If notice is given, your child’s spot will be given to the next family on waiting list.
If parent’s choose to give two weeks’ notice, their spot will be given to next family on the waiting list.
Changes 67:42:10:10  

All parents/guardians/Social Services will receive notices on major changes that would take place throughout the center. Example: new director, new building, remodeling, etc.


Yearly the Food Program application and forms to update family information will be provided to parents. These must be filled out and returned to LDLC within 30 days. This is extremely important because our reimbursement for CACFP is determined by information provided on these forms. If not returned with 14 days a late fee of $25 will be assessed.

Toileting

Only disposable diapers will be used at LDLC unless otherwise dictated by physician. All diapers are to be provided by the parent. Diapers will be changed every 2 hours or immediately as they become soiled. If not enough diapers are supplied for the child, the center will provide diapers at a cost of $2 each.


Toilet training will take place per parent’s instruction and child show an interest in going potty. When toilet training, three extra pairs of clothes are needed. When child has had 2nd accident of the day diaper/ pull up will be put on child.

We do not supply clothing for children. If the child has no spare clothing, the parent will be called to bring some.



Dress Code:

Please dress your child in clothing for a variety of possibly messy activities. Do not send your child in clothing that you do not want stained.

Please supply a complete change of clothing in case of an accident or soiled clothing as we are unable to supply clothing for children. If the child has no spare clothing, the parent will be called to bring some.
Insurance 67:42:16:16

Each child enrolled at LDLC will be covered under our liability policy. As LDLC does not carry accident insurance for children, please review your personal insurance to be certain that your child/children have the proper coverage.


Transportation 67:42:16:15

No transportation will be provided to and from LDLC, (excluding the current limited exceptions grandfathered in through the end of the 2014-2015 preschool year).



Field Trips

LDLC may take field trips as part of our extended classroom learning. Parent volunteers may be asked to assist if needed. Child restraints will be required for all children and will need to be provided by the parent/guardian. We will follow state policy for car seats, i.e., if children are not 5 years old and 50 pounds, they must be in car seat. If a car seat is not provided by parent, the child will need to stay back from fieldtrip.


If parents choose for their child not to go on a fieldtrip, there must be room for them to stay at LDLC. If there is no room, parents will be responsible to find alternate care during that time.
Fees and permission slips must be returned before children will be allowed to go on fieldtrips. Every effort will be made to get permission slips out 3-4 days in advance. (Please check parent pockets) Activities can also be found on the Calendar on the website.
Holidays/Birthdays:

We honor major holidays and all children’s birthdays. If you would like to bring a special treat (no homemade treats please) for the children, please arrange this staff member. You are encouraged and welcome to participate in ANY activities we have planned.



LDLC is a nut free environment. We will not serve any type of nuts or peanut butter due to allergies.
Fundraising

Each family/guardian enrolled at the center has the option to raise $50.00 in sales, donate $25, or volunteer 5 hours of time. As all children benefit from the proceeds of these fundraising activities we feel this is an equitable arrangement.


Weather

If bad weather or circumstances out of our control should happen and LDLC has to close or could not open, we will post on www.lildreamers.org and Facebook pages. If LDLC is not opening or opening late, we will post online by 5:30 a.m. Credit will not be given for bad weather circumstances out of our control.




Calendars

Calendars need to be filled out only by PT families and ALL SCHOOL AGE families.

Calendars must be turned in by the 20th of the month prior. If they are not turned in by 23rd, a $5.00 late charge will be assessed to your account. As calendars are used when making our staff schedule, if we do not have your calendar and your child puts us over ratio, you will be called to pick them up. If you need to make a change to your calendar, please contact the director.

If you are part time and need to switch days on your schedule, this must be completed by the Friday before the contracted week.

What we as providers should expect from you, the parent:

Open communication. Explain clearly and carefully your wishes and expectations about how your child will be cared for. Also provide updates on problems and progress that your child is making. Good communication helps us work together in the best interest of your child.

Agreement on Terms or Arrangements. You should fully understand the terms of the contract and the policies and procedures that you as the parent are agreeing to.

Honesty and Trust. This includes being honest about how you believe the arrangement is working. Although you need to be vigilant in order to safeguard your child, you should trust LDLC as your childcare provider to do the best for your child. Show you trust by asking questions if problems develop.


Respect. It is our goal to work together with parents in mutual respect for the growth and development of your children. We are knowledgeable teachers that take our jobs serious and strive to put your children's well-being first.

There will be a yearly revision to this handbook. LDLC reserves the right to make changes in rates and policies as we deem necessary. You will be notified, in writing, of any other changes that may occur. Every attempt will be made to give at least two weeks’ notice of changes.
