Violent Suppression of Unarmed Protesters in Zhanaozen
Dear Madams:
Dear Sirs:
On December 16, 2011, the 20th Anniversary of Kazakhstan’s Independence, Kazakhstan president Nursultan Nazarbayev ordered the violent suppression of unarmed protesters and striking oilfield workersin the Western Kazakhstan city of Zhanaozen.
Official Kazakhstan government sources confirm the deaths by gunfire of 16 people, with over one hundred wounded. Witnesses put the number of dead at over one hundred, with countless wounded. In addition, scores of people havebeen reported missing.
It is important to note the brutality with which the police acted - immediately shooting-to-kill unarmed civilians, then clubbing the wounded to death.These actions have been captured on video and are available by viewing among others(http://www.youtube.com/user/KplusTV#p/u/0/BuP_YvYlECc).
Many independent eyewitnesses have confirmed that the citizens of Zhanaozen are continuing to be subjected to genuine state terror: people are being unlawfully arrested, many are beingtortured - beaten, doused with cold water in sub-zero temperatures – to extract coerced confessions.
According to official sources, there are now 10 000 soldiers and security personnel in and around Zhanaozen, a city with a population of less than 140 000, including the elderly, women and children.The regime’s repressive measures against peaceful citizens are not only continuing, but are growing harsher still.
The world community cannot and must not remain indifferent and silently observe the murders and torture being committed by the Nazarbayev regime.Nursultan Nazarbayev and his coterie are no longer the legitimate rulers of Kazakhstan. They have violated the laws of Kazakhstan and the trust of its citizens. Therefore, to avoid a continuation of this tragedy and more victims, weimplore you to:
1.Immediately convene an emergency session of the United Nations Security Council to discuss the situation in the Mangistau Region of the Republic of Kazakhstan;
2.Freeze all bank accounts, property and other assets of the President of the Republic of Kazakhstan, Nursultan Nazarbayev andthose of his relatives;
3.Introduce sanctions by the European Union and United States of American against all government officials of the Republic of Kazakhstan, including Nursultan Nazarbayev, responsible for the killing, unlawful arrests and torture of Kazakhstan citizens; and
4.Establish an international commission to investigate the tragedy in Mangistau Region.
Only these decisive, immediate and stern measures, recently applied by you againstdictators soaked in the blood of their fellow citizens in other countries, can stop Nazarbayev and his henchmen from committing more crimes against humanity.
Any delay will likely result in hundreds more dead in Kazakhstan.
