Less than a fifth of the houses are permanent, and 20-24 per cent of the households do not have access to power and drinking water. In fact, the development status of these districts is very low and comparable to the Orissa districts.

IV. DEMOGRAPHIC AND SOCIO-ECONOMIC PROFILE OF SAMPLE HOUSEHOLDS

The survey was based on purposive sampling, capturing the situation of the poorer landless and small landowning working people. In the highly stratified society of rural Tamil Nadu, our sample comprised the Dalits and most backward castes. In West Bengal, Orissa and Maharashtra, our sample comprised largely of Adivasis, Dalits and other depressed castes.
