Annex A: Terms of Reference



Overall Purpose

Extract from the recommendations of the PBE’s Evaluation on the Strategic Objective A3 Preparedness for the Response to Emergencies: “FAO should consolidate the rich existing information into a database that would facilitate the assessment of impact and needs in future disasters. Such a consolidated database would include information on logistics, population distribution, food security, natural resources, disaster history and impact, etc. It should also take into account existing relevant initiatives, such as the FAO GeoNetwork (hazard-related agricultural environmental data), aimed at improving access to information. PAIA-REHAB should advise on the items for inclusion in the database; some additional information may have to be collected (e.g. national seed sector profiles, including varieties actually grown by farmers). In its development, priority should be given to the most disaster-prone countries and regions”.

The main purpose of the consultancy falls within the framework of this evaluation. It is to elaborate and draft an “Inventory of available datasets in FAO to serve emergency interventions” to be eventually incorporated into a core database for operations in both natural and man-made disasters situations, in close consultation with the technical divisions/units concerned and with relevant ESAF staff.
Tasks


  1. Review the work done by other sister agencies such as WHO and UNHCR on this matter to find out which problems they faced when they set up their databases

  2. Define a questionnaire including criteria to be adopted for the inventory of the available FAO structural and ad-hoc datasets

  3. Liaise with TCEO/TCER and main technical divisions for identifying common information/data needs in emergency/rehabilitation operations

  4. Review with the PAIA-REHAB the final draft of the matrix to be used for the inventory. Define all possible data producers and users to be contacted

  5. Make an inventory of the availability of geo-referenced and non geo-referenced datasets (mainly within FAO resources) for incorporation into a core database. Where possible collect copy of the available datasets for further analysis.

  6. Identify the rules for accessing the data and copyright related issues on the datasets identified in the inventory. Identify the data update and maintenance mechanisms for the above mentioned data

  7. Determine the relevance of the identified datasets for the purpose and, whenever possible, their quality and reliability; indicate existing data gaps and specify data accessibility; report on problems and constraints for the acquisition/use of the information, whenever appropriate

  8. Review with the PAIA-REHAB partners the preliminary results of the inventory

  9. Indicate data formats and indicate procedures, costs and timeframe required for harmonizing existing data and converting them to a common format/structure. Prepare a sketch conceptual framework inclusive of a draft database structure, dataset relationships, and standards


Reporting

The consultant will prepare a final report on the activities carried out during the consultancies inclusive of his/her recommendations and conclusions.


Qualifications

The consultant must have a degree in environment, agriculture or other related sciences, and he should have at least 7 years of databases development and management experience. A good knowledge of English is essential.


Desirable Qualifications

Experience in development of geographical information systems, good knowledge of FAO data infrastructure, database production and datasets availability.


Duration

The consultancy will initiate mid-May and terminate end of June 2003.
